The IDF declares the Ramallah–al-Bireh region a closed military zone, erects additional checkpoints on all roads leading to Ramallah; tightens Palestinian movement in the Qalqilya, Tulkarm regions; fires on a group of Palestinians vandalizing the separation wall outside Ramallah, killing a 14- yr.-old Palestinian boy; conducts arrest raids targeting the AMB in Nablus, firing on residential areas; bulldozes 8 Palestinian homes and dynamites 1 in Rafah, 4 nr. Hebron; conducts arrest raids in Nablus, Rantis. Across the occupied territories, 1,000s of Palestinians rally in support of Arafat; the IDF fires on demonstrators in Kefar Darom, wounding 7. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Meanwhile, Jewish settlers set up a new enclave on Batn al-Masi hill in the West Bank. A Palestinian known for selling land to Jews is found murdered in Bethlehem. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful. Palestine National Council meeting begins in Algiers. Chmn. Arafat, calling meeting a "decisive point in the history of the Palestinian cause,' asserts PLO willingness to cooperate with moves to hold peace conference, but without submitting to Israeli "blackmail." Following recent failures to agree on proposed new formulas for PNC composition, either Hamas nor constituent groups of the PNSF are in attendance. PNSF Chmri. Khalid al-Fahum denounces "authoritarian, irresponsible manner" in which composition of PNC was decided, states present composition does not represent all factions. Nayif Hawatma attends the meeting despite 9/21 statement. PNC reelects Shaykh 'Abd al-Hamid al-Sa'ih chairman of PNC after his nomination by Chmn. Arafat, despite al-Sa'ih's earlier statements that he would not seek reelection. PNC also approves expansion of PLO executive committee from 15 to 18 members.
