PA prime minister Mohammed Shtayyeh met with the head of the International Committee of the Red Cross (ICRC) delegation in Jerusalem to request that the ICRC work to protect Palestinian prisoners in Israeli prisons from the COVID-19 virus. Palestinian prisoners in Israeli prisons started returning their food portions in response to Israel’s lack of help in protecting them from the virus. Prime Minister Shtayyeh also called on all Palestinians from the West Bank working in Israel to return to the West Bank, citing Israel’s reckless response to Palestinians showing signs of the COVID-19 virus (see 3/23). The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

The UN General Assembly extended UNRWA’s mandate to 3 years in a vote of 169-2 with 9 countries abstaining. The U.S. and Israel were the 2 votes against extending the mandate. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Palestinian women in the West Bank, East Jerusalem, Gaza, and Israel marched to protest violence against women. The protesters adopted the slogan “Free homeland, free women.” The protests were sparked by a number of murders of Palestinian women by members of their families. The most recent was in late August, where a 21-year-old was killed allegedly by members of her family. (HA 9/27)

Around 100 Palestinian prisoners in Israeli jails ended a 15-day-long hunger strike after the Israel Prison Service agreed to limit the jamming devices installed in the prisons and to install public phones. (WAFA 9/26)

PA president Mahmoud Abbas announced at the UN general assembly that he will set a date for general elections in the West Bank, East Jerusalem, and Gaza. President Abbas asked the UN to help aid and monitor the process. (HA 9/26)

The Saudi Arabian foreign minister announced that the country will contribute $50 million to UNRWA’s core program budget. (WAFA 9/28)

Broward County in Florida unanimously passed a resolution condemning the Boycott, Divestment and Sanctions movement. The resolution argued that the demand for Right of Return effectively would destroy the State of Israel as a homeland of the Jewish people. (MDW 9/27)

Israeli forces also summoned a 6-year-old boy and his father for interrogation after the boy allegedly threw a juice box toward an Israeli police vehicle. In the West Bank, Israeli forces began demolishing 13 apartment buildings housing 70 apartments in Wadi Hummus, located in Areas A and B on both sides of the separation wall. The highly publicized demolitions had 700 Israeli police officers and 200 Israeli soldiers involved and drew condemnation from many different international organizations and countries. During the demolitions, several Palestinians were injured by Israeli forces while protesting the demolitions. Israeli forces also detained the Palestinian owner of 1 of the buildings for several hours; upon his release he was banned from the neighborhood until 7/25. Israeli forces also arrested 16 Palestinians in and around Hebron, Ramallah, Nablus, Jenin, and Qalqilya. In Israel, a Palestinian man from the West Bank was shot by Israeli police after allegedly having pulled out a gun when stopped by the police officers. At a press conference, PLO secretary general Saeb Erakat said that the Palestinian leadership had decided to cancel all agreements with Israel in light of the demolitions in Wadi Hummus. The Israeli foreign ministry reprimanded the Chilean ambassador to Israel after the Chilean president Sebastián Pinera visited the Haram al-Sharif compound with PA officials on 6/25. The Israeli foreign minister Yisrael Katz called the tour of the East Jerusalem holy site a “violation of Israel’s sovereignty on the Temple Mount.” (HA 6/26)

For the 2d day in a row, officials and businesspeople from the Middle East, Europe, and the U.S. met in Bahrain for the Peace to Prosperity workshop. The Lebanese prime minister Saad al-Hariri said that his government and the Lebanese parliament oppose the U.S. peace plan. It is believed that $6 billion is set aside for Lebanon to permanently settle Palestinian refugees in Lebanon. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. The Israeli and Palestinian press reports that the Israeli authorities are planning to shut down all UNRWA-run schools in East Jerusalem before the 2019–20 school year. The Israeli government reportedly decided to revoke UNRWA’s permits to operate the schools back in 12/2018. Later, an UNRWA spokesperson says that the agency has received no official notice from the Israeli authorities about a planned shutdown. “UNRWA’s existence in Jerusalem is not a gift from Israel,” he says. “There are bilateral agreements binding on Israel to respect the agency’s installations, jurisdiction and immunity in Jerusalem. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. Jerusalem mayor Nir Barkat announces plans to remove UNRWA from East Jerusalem, accusing the agency of operating illegally and inciting violence against Israelis. He says that all the schools, clinics, athletic facilities, and other services that UNRWA currently operates in the city will continue operations under Israeli control. Barkat does not say when he intends to implement this plan. UNRWA schools in East Jerusalem currently serve approximately 1,800 students. (AP, YA 10/4; TOI 10/5; AP, HA 10/6)

Hamas sources say that the PA blocked the transfer of 3 truckloads of Qatari-funded diesel fuel to Gaza this morning. Later, sources in Ramallah tell the Israeli press that the PA made threats to an Israeli gas company and to UN employees in an effort to obstruct the transfer. Earlier in the day, the Israeli press reports that Qatar has agreed to purchase $60 m. worth of fuel for Gaza’s sole power plant in an effort to increase the electricity supply in Gaza. Along Gaza’s border, hundreds of Palestinians gather near the Erez border crossing to protest the U.S. decision to cut all aid to UNRWA. After some protesters throw stones at the crossing, IDF troops stationed along the border fence violently disperse them all; several Palestinians are injured. In the West Bank, Israeli settlers take over a Palestinian home in central Hebron, claiming ownership of the building. IDF troops violently disperse Palestinian journalists gathering for a sit-in protest against the Israeli detention of their colleagues outside Ofer Prison near Ramallah. Israeli forces dismantle a makeshift Palestinian residential structure outside Yatta village near Hebron (the family living there rebuilt it after Israeli forces demolished it on 9/3). The Israeli press reports that PA president Mahmoud Abbas recently rejected an offer to meet with U.S. president Donald Trump on the sidelines of the UN General Assembly later this month. He reportedly conditioned such a meeting on certain confidence-building measures that Trump was unwilling to enact, including the dismissal of Trump’s senior advisor and son-in-law Jared Kushner and Special Representative for International Negotiations Jason Greenblatt. The same sources say that the Trump administration is currently planning to roll out its long-awaited Palestinian-Israeli peace plan after the U.S. midterm elections in 11/2018 (a spokesperson for the U.S. National Security Council will deny the reports on 9/5). Thousands of Palestinian gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; approximately 180 Palestinians are injured. In the West Bank, Israeli forces detain 2 senior members of the Israeli anti-occupation group Breaking the Silence as they are leading a tour near the Kiryat Arba settlement. The U.S. State Department announces that all U.S. contributions to UNRWA are being cut following a “careful” review of the issue. A spokesperson explains that UNRWA’s “endlessly and exponentially expanding community of entitled beneficiaries is simply unsustainable and has been in crisis mode for many years.” She says that the U.S. is still “very mindful of and deeply concerned regarding the impact upon innocent Palestinians, especially school children.” According to reports in the Israeli press, Israeli prime minister Benjamin Netanyahu supports the decision. Following weeks of calls from Palestinian solidarity activists, U.S. pop singer Lana Del Rey cancels her planned appearance at the upcoming Meteor Festival in Israel, explaining that she was unable to plan a concert for her Palestinian fans during the same trip to the region. She previously wrote, on 8/21, that performing in Israel was “not a commitment to the politics there, just as singing in California doesn’t mean my views are in alignment w my current governments opinions or some inhuman actions [sic].” The Meteor Festival’s organizers criticize Del Rey for “choosing us to be part of her publicity stunt.” Del Rey is now the eighth act to cancel on the Meteor Festival in response to calls for a cultural boycott. A Palestinian driver allegedly rams his vehicle into a group of Israeli soldiers near Bethlehem, lightly injuring 4. Elsewhere in the West Bank, IDF troops throw a stun grenade at a Palestinian minor in Hebron; he loses 3 fingers when the grenade detonates. It’s unclear what prompted the attack. Israeli soldiers also shoot and injure a Palestinian at a checkpoint near Bethlehem. The IDF arrests 12 Palestinians and issues 1 arrest summons during raids near Ramallah, Bethlehem, Tulkarm, and Hebron; and patrols near Tulkarm. Meanwhile, hundreds of Palestinians gather in Ramallah to protest the PA’s punitive restrictions on Gaza, chanting “scrap the sanctions” and calling for national reconciliation. In contrast with their response on 6/13, PA security forces do not violently disperse the demonstration. Along Gaza’s border fence, 7 fires break out in Israeli farmland near the fence. Later, an Israeli drone bombs a site allegedly used as a staging area for the incendiary kite and balloon attacks that sparked the fires. Separately, IDF troops open fire on Palestinian shepherds working along the border fence near Jabaliya refugee camp, causing 1 minor injury. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)
