Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages and al-‘Arub r.c., and 1 village each nr. Bethlehem, Jenin, Nablus, and Ramallah at night. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. Saudi Arabia condemns the attack as “cowardly.” (AFP 11/19; AP, REU 11/20)

In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. Abbas in Ramallah, and relays a message from interim Egyptian pres. Adly Mansour, thanking Abbas for supporting the military coup that ousted Morsi. (HA, JP, REU 8/26; MNA 8/28)

An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. Nablus. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning, in Qalqilya and 1 village nr. Ramallah in the afternoon, and in Qalqilya and 1 nearby village, and 2 villages each nr. Anonymous Israeli and Palestinian officials say that PA Pres. Mahmud Abbas has agreed to suspend unilateral measures against Israel in UN agencies for 2–3 months to facilitate U.S. Secy. of State Kerry’s efforts to restart negotiations. At the same time, Abbas reportedly has told Kerry that Israel must present a map of the proposed future borders of a Palestinian state to prove its seriousness. (HA 4/4)

For the third consecutive day, unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. Palestinians clash with IDF forces in the West Bank in continued demonstrations sparked by the death of prisoner Abuhamdieh. In Hebron, the IDF injures 21 Palestinians with rubbercoated metal bullets, and in al-Khader nr. Bethlehem, 2 Palestinians are also injured. In Bayt Laqiya nr. Ramallah, IDF soldiers violently disperse a demonstration and seriously injure 1. In addition, the IDF patrols in 1 village each nr. Jericho and Tulkarm in the morning; in and around Hebron and al-‘Arub r.c.in the afternoon; and in 1 village nr. Ramallah at night. The United Nations Relief and Works Agency (UNRWA) says it is suspending operations in the Gaza Strip after protesters storm its headquarters, following the agency’s decision on 4/1 to stop some of its cash handouts citing a funding shortfall. (REU 4/4)

The EU and Russia issue a statement condemning Israeli plans for settlement expansion, citing in particular the proposed E1 development in East Jerusalem. Israeli PM Netanyahu says on Israeli television that he will ignore international condemnation. Meanwhile, adviser to PA pres. Abbas, Nimr Hammad, says that Palestine may complain to the ICC if the UNSC fails to take substantive action over Israeli settlement construction. (JP, MNA, REU 12/21)

Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih) and 1 village nr. Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

PLO Executive Comm. mbr. Hanan Ashrawi urges the EU to go beyond verbal condemnation of Israeli violations and to take action—such as a full ban on the import of settlement products and reconsidering the EU-Israel Association Agreement—in light of Israel’s persistent human rights abuses. Canadian FM John Baird says that PM Stephen Harper has relayed to Israeli PM Netanyahu Canada’s opposition to the recent settlement expansion plans. Hebron, Israeli soldiers injure 20 Palestinians in clashes provoked when soldiers tried to arrest a Palestinian police officer, who resisted (it is unclear why he is wanted). The IDF patrols in Salfit and 1 village each nr. Jenin and Ramallah in the morning; 1 village each nr. Hebron, Qalqilya, and Salfit in the afternoon; 2 villages nr. Jericho and 1 village each nr. Speaking after a visit to Damascus, Filippo Grandi, head of the UN Relief and Works Agency (UNRWA), says that parties in Syria’s civil war must respect the neutrality of Palestinian refugees. He expresses particular concern over the role of the Popular Front for the Liberation of Palestine–General Command (PFLP–GC), a pro-Asad faction that is strong in the Yarmuk r.c. nr. Damascus. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. In Cairo, 100,000s of Egyptians join protesters in Tahrir Square for the March of Millions, as similar protests are held around the country. (Little violence is reported.) Protesters hold fast to demands that Mubarak resign, rejecting his offers over the past 2 days to reshuffle his cabinet, to open talks with El-Baradei, and not to seek reelection when his formal term ends in 9/2011. Meanwhile, the U.S. and EU have stepped up diplomatic efforts to pressure Mubarak to begin an “immediate transitional process leading to democratic elections,” without explicitly calling on Mubarak to step down. Mubarak, outraged, today hardens his positions and escalates violence to break up the protests, while the international community steps up diplomatic efforts (especially U.S. talks with Egyptian military figures) to put him in check. The promised moves include: removing 60 roadblocks (around 10% of total) across the West Bank, various steps to improve Palestinian tourism and trade, and lifting some restrictions on Israeli Palestinians access to the West Bank. In the West Bank, IDF troops fire on Palestinian youths who allegedly threw a Molotov cocktail at their observation tower nr. Beit El settlement n. of Ramallah, killing 1 teenager with 3 gunshots to the chest and arresting 4 others; fire sound bombs and tear gas to disperse Palestinians and medical workers who approach the area, injuring a paramedic and an UNRWA worker. The IDF also conducts late-night raids, house searches nr. Ramallah, Nablus, Qalqilya, in and around Hebron, arresting 6 Palestinians (including 1 teenager). Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. (nr. Rafah), Shati’ r.c., al-Shuka, Yibna r.c. (nr. Rafah).

Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. Before dawn, Hamas mbrs. fire at least 2 rockets fr. Gaza into Israel fr. the property of an UNRWA school in Bayt Hanun, causing no damage or injuries. Nearly 2 hrs. later, the IDF sends troops into the area in response, occupying the school and surrounding area while classes are in session, clashing with and making an air strike on Hamas mbrs., leaving 3 Hamas gunmen, 1 Palestinian civilian, 1 IDF soldier dead and 2 IDF soldiers, 2 Hamas mbrs., 7 bystanders (including 2 children) seriously wounded. The Israeli navy fires on Palestinian fishermen along the Rafah coast, damaging an UNRWA building; the UNRWA condemns the incidents. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus (exchanging fire with local Palestinians, leaving 1 IDF soldier wounded), in Qalqilya, and nr. Hebron, Jenin. In Hebron, unidentified gunmen fire on a PSF patrol, wounding 5 PSF officers. As a gesture to Abbas, Israel frees 57 Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also mbrs. of the DFLP, PFLP, and PA security forces) to mark Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates” there is delayed until 10/2 after Israeli pres. Shimon Peres initially refuses to sign the releases, citing captured IDF soldier Gilad Shalit’s continued detention in Gaza, finally signing them late in the evening. Meanwhile, the IDF on the Israeli side of the Erez crossing fires at a crowd on the Palestinians side gathered to welcome home the prisoners, wounding a 14-yr.-old Palestinian boy. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Hebron, nr. Ramallah; removes Jewish settlers fr. 2 unauthorized settlement outposts occupied on 9/30 as well as fr. 2 new sites occupied today nr. Elon Moreh settlement nr. Nablus and Keddumim settlement nr. Qalqilya. In Gaza, some 300 PFLP mbrs. stage a solidarity sit-in outside the home of a UNRWA staff mbr. who was temporarily kidnapped, beaten by unknown assailants earlier in the day. Palestinians fire some 7 rockets fr. Gaza into Israel, hitting a gas station in Sederot, lightly injuring 2 Israelis. An Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF sends troops into Jenin town and r.c., firing on residential areas and stonethrowing youths who confront the troops, wounding 5 Palestinians; conducts arrest raids, house searches in and around Hebron and in al-Khadir. Jewish settlers fr. Karme Tzur and Kiryat Arba set up a tent on a hill northeast of Halhul, later leave but vow to establish a new settlement on the site; the IDF observes but does not intervene. Jewish settlers fr. Einav nr. Tulkarm set fire to 80 d. of Palestinian olive, almond trees nearby. Nr. Ramallah, Palestinian gunmen fire on a convoy delivering gas to a Jewish settlement, wounding an Israeli security guard. Some 70 Palestinian protesters thought to be aligned with the Army of Islam throw stones, possibly fire at Fatah lawmaker Majid Abu Shamalah as he leaves an end-of-the-school-year celebration at a Rafah UNRWA school, prompting his bodyguards to open fire, killing 1 of their own and leaving 2 teachers, 2 protesters, and 2 schoolchildren (ages 9, 14) wounded; the attack on the school comes days after the Army of Islam warned the school against holding the celebration, which they condemned for involving “the mixing of adolescent boys and girls, which is forbidden in Islam.” Unidentified gunmen fire on a Fatah base in Bureij r.c., causing no injuries. A Palestinian possibly affiliated with the Army of Islam orders UNRWA employees off an agency minibus in Rafah before tossing a hand grenade inside, damaging it. The IDF withdraws troops fr. n. Gaza, leaving 60–130 Palestinian homes and a UNRWA clinic completely destroyed or uninhabitable; sends troops into al-Shuka village nr. Rafah, cutting electricity, bulldozing large areas of agricultural land, forcing 97 families (703 Palestinians) to flee their homes (UNRWA sets up 3 tent shelters in Jabaliya r.c. to house them); fires across the border into residential areas of Nussayrat r.c., wounding 1 Palestinian; shells and fires missiles fr. helicopters at areas in and around Abasan and nr. The IDF strikes at least 110 targets across Lebanon, hitting a Lebanese army base (killing 11 soldiers, wounding 35), a home in s. Lebanon (killing 9 Lebanese civilians), targets in Baalbek; targets trucks in what is seen as a new campaign aimed at preventing Hizballah from relocating rockets, though most trucks hit are civilian ones bearing essential goods to Lebanese towns, including destroying a convoy in the Biqa‘ Valley carrying medical supplies fr. the UAE; continuing to destroy roads and bridges. At least 20 Lebanese are killed during the day. The IDF confirms that small special forces teams have been conducting “pinpoint operations” in s. Lebanon, searching for arms caches and tunnels, withdrawing quickly; today some teams clash with Hizballah mbrs. reportedly leaving 2 IDF soldiers dead, 3 injured. Hizballah fires up to 130 rockets at some 10 cities in n. Israel, killing 1 Israeli, wounding around 20 in Nahariya, also hitting Haifa, Kiryat Shimona, Safad, Tiberias. The UN estimates that 500,000 Lebanese (out of a population of 4 million) have fled their homes to escape the violence. Lebanese begin to report shortages and rising costs of essential items, such as food and gas; begin withdrawing cash from banks and converting money into dollars in preparation for long-term deflation and economic hardship. Before dawn, Israel withdraws troops fr. n. Gaza to just inside Israel’s border (saying its objectives there have been met, even though rocket fire fr. the area has been increasing; see 7/5), but declares that Operation Summer Rains is still ongoing and is not being scaled down. (Palestinians in Bayt Lahiya report at least 100 Palestinian homes heavily damaged or destroyed, 50 d. of agricultural land bulldozed since 7/3.) During the day, the IDF sends forces across the eastern Gaza border to search for roadside bombs and tunnels, engaging in heavy clashes with Palestinian gunmen nr. Qarni crossing, leaving 4 Palestinians dead (including at least 2 gunmen, 1 journalist), around 20 injured before pulling back across the Qarni crossing into the industrial estate late in the evening (barring the WFP fr. reaching warehouses there where it holds emergency food stocks for 160,000 Palestinians in the area). The IDF also makes air strikes on n. Gaza, destroying a main bridge and hitting a home outside Gaza City, killing a Palestinian woman,2 children, a 4th Palestinian nearby, and wounding 4 children inside the home; continues shelling and bulldozing areas around Rafah. UNRWA opens 2 schools in Rafah to house around 1,000 Palestinians who have heeded IDF calls to evacuate their homes nr. closed military zones around Dahaniyya airport. A Palestinian is killed in his Khan Yunis house when explosives he is handling detonate prematurely, also injuring 5 family mbrs. In the West Bank, the IDF patrols in Jenin r.c.; conducts arrest raids, house searches nr. Nablus, Ramallah. A Palestinian militant dies of injuries received earlier in Bayt Lahiya. In Israel, dual Israeli-Canadian citizen Ghazi Falah, a geography prof. at University of Akron in Ohio, is arrested on charges of spying for Hizballah and Iran. Overnight, the IDF sends another 15–20 tanks and armored personnel carriers (APCs) into Bayt Hanun and into the Erez industrial zone, leveling land to clear lines of sight, searching for roadside bombs and tunnels that could obstruct a large-scale military incursion into Gaza (as PA security forces pull out of their border positions at Erez, Palestinians stream into the industrial zone to scavenge fr. closed businesses there); continues to break the sound barrier over Gaza and to make air and artillery strikes on n. Gaza, killing 1 PA security officer, wounding several Palestinians, and destroying an empty building on Islamic University campus. During the day, the IDF continues the n. Gaza build-up, reoccupying the fmr. Nisanit settlement site, occupying 2 more Palestinian homes as operational bases, bulldozing a PA security force base in Bayt Hanun; fires on residential areas around Erez (wounding a Palestinian child) and on a Palestinian Energy Authority repair crew attempting to fix a transformer in the area. The IDF also allows Qarni crossing to reopen for several hrs. to import humanitarian supplies from the World Food Program (WFP) and UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East); WFP reports that there are only 2 days left of sugar and 8 days left of animal feed in Gaza and that milk and dairy products are only available in small quantities. The IDF fatally shoots 3 14-yr.-old Palestinians playing soccer nr. the Philadelphi Route in Rafah, alleging that the youths strayed into a closed military zone, were acting suspiciously, and may have been involved in arms smuggling. Hamas, the PRCs retaliate by firing 25 mortars at nearby Jewish settlements, causing no damage or injuries; Hamas, Islamic Jihad say the mortar fire is a 1-time response, not a declaration to the end of the truce; the PA sends a “strongly worded” letter of protest to Israel saying it views the IDF strike with the “utmost gravity”; the UNRWA also protests. The U.S. group Yedidim, an alliance of 1,000s of Baptist churches and Jewish synagogues across the U.S., says it is preparing a series of protests in Gaza before and during Sharon’s Crawford visit to protest and block disengagement plans, stating “we are working right now to send thousands of people, thousands of Zionist Christians. We will go over there and stand in the Gaza Strip with our friends and see what they will do about evicting Americans.” Some 5,000 Christian Zionist plan to protest at Crawford on 4/11. (WT 4/9)

The IDF further expands Operation Days of Penitence into Bayt Lahiya, sending in another 45 tanks, 20 armored bulldozers to level 30 d.; shells Bayt Lahiya and Jabaliya from land and sea, killing 1 Hamas mbr. and wounding 2 in the Bayt Lahiya cemetery; directs heavy machine gunfire at residential areas of Jabaliya. The IDF also fires on residential areas of Khan Yunis, seriously injuring a 10-yr.-old Palestinian girl in an UNRWA classroom. In the West Bank, the IDF demolishes 1 Palestinian home in Jalbun nr. Jenin, 1 in Hebron; conducts arrest raids, house searches in Nablus and surrounding camps, and in and around Bethlehem, Hebron, Jenin, Ramallah. Unidentified assailants attempt to assassinate the PA’s Gaza public security head Musa Arafat, remote detonating a car bomb outside his Gaza City office; no one is injured. The IDF conducts a major 1-day incursion into Khan Yunis called Operation LongDistance Vision to “destroy the terrorist infrastructure” nr. Neve Dekalim, ordering 100s of Palestinians to flee their homes and evacuate the area, firing missiles fr. helicopters (wounding at least 6 Palestinians and damaging a hospital), blowing up 2 vacant 5-story apartment buildings and 1 Palestinian home (wounding at least 10 Palestinians, rendering homeless at least 141).
