In East Jerusalem, Israeli authorities force a Palestinian family to demolish their own home in Isawiya. Israeli forces prevent Palestinians from reaching the Haram al-Sharif compound and assault 2 Palestinians in the Old City. More than 30,228 Palestinians have been killed by Israeli forces in Gaza, including at least 13,230 children and 8,860 women, and around 71,377 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 409 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 103 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. The PA calls for sanctions on Israel in response to the Flour Massacre. Russian foreign minister Sergey Lavrov says Hamas has agreed, in writing, to respect the PLO platform after meetings of Palestinian parties in Moscow. Al-Awda Hospital acting director Mohammed Salha says 142 out of 176 wounded in the Flour Massacre on 2/29 arriving at the hospital in Jabalia were injured by gunshots. Spokesperson for the UN secretary-general, Stephane Dujarric, says a UN team sent to al-Shifa Hospital confirmed that “a large number of gunshot wounds” were found on people injured at the massacre. Israel tells Egypt and Qatar that it will not engage in ceasefire negotiations until Hamas sends a list of Israeli captives that are alive. U.S. president Joe Biden says U.S. airdrops of aid will start in the “coming days.” Oxfam says the airdrop plans “mostly serve to relieve the guilty consciences of senior US officials whose policies are contributing to the ongoing atrocities and risk of famine in Gaza,” saying airdrops only provide a symbolic amount of aid. National Security Council spokesperson John Kirby says the U.S. is working to establish a maritime corridor for aid to enter Gaza and that the U.S. continues to push Israel to allow more aid trucks to enter and open more crossings. Kirby also says that the U.S. cannot verify Israel’s claim that Palestinians died in a stampede during the Flour Massacre. The European Commission says it will transfer $54.2 million to UNRWA next week as part of its pledge to donate $162.5 million in 2024, ending the EU freeze on aid to the agency. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. In the West Bank, Israeli settlers threw stones at Palestinians traveling near Nablus and Tulkarm. Israeli forces shot and killed 3 Palestinians after they shot and killed an Israeli soldier and injured 3 Israeli soldiers at the Tunnels checkpoint west of Bethlehem; Hamas took responsibility for the attack. Israeli forces also shot and injured 3 Palestinians, including 2 children during raids in Beita and Deir Nidham. Elsewhere, Israeli forces assaulted 2 Palestinians near Carmel, causing bruises. Israeli forces also demolished 2 homes and a marble factory in Wadi Fukin. 69 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Dura, Jenin, Kafr Ra’i, Qalqilya, Husan, Nablus, Jericho, and al-Fara’a refugee camp. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Isawiya. In Gaza, telecommunications broke down for the third time, this time due to a lack of fuel. Israeli airstrikes killed at least 19 people in Jabaliya refugee camp, al-Qarara, and al-Maghazi refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza and due to the telecommunications breakdown. Israeli forces continued to raid al-Shifa Hospital, stealing bodies of Palestinians who had not yet been buried. Israel also put al-Ahli Hospital under siege, preventing movement in and out of the hospital. Israel said the bodies of 2 of the Israeli captives were found in a building near al-Shifa Hospital. In South Lebanon, Israel attacked several sites and anti-tank missiles were fired at Israel. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. No aid entered Gaza due to UNRWA vehicles running out of fuel. Turkey said that 27 cancer patients from Gaza arrived in Turkey for treatment. The director of the Indonesian Hospital said its facilities were “completely out of service,” with 45 patients still awaiting surgery. Israeli interior minister Moshe Arbel informed 2 Palestinians, who he claims are Hamas operatives, that Israel has begun efforts to revoke their Jerusalem residency status. U.S. State Department spokesperson Matthew Miller said Israel must ensure that food, water, and medical care is available at al-Shifa Hospital. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, urging him to address the rise in settler violence and discussing humanitarian aid to Gaza. Blinken also told ABC News that he has told Prime Minister Benjamin Netanyahu that Israel cannot reoccupy Gaza. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting Israeli air strikes on Gaza at the Damascus Gate plaza, assaulting several and arresting 1. In Gaza, Israel continued its assault on Gaza for the 2d day in a row, assassinating Islamic Jihad commander in southern Gaza Khaled Mansour, using fighter jets to fire 6 missiles on a 3-story building in Rafah refugee camp; 2 other members of Islamic Jihad were killed in the assassination, as were 4 others, including 1 child. 35 were injured, including 18 children. Israel further killed 7 other Palestinians in air strikes: 2 on a street in Beit Hanun; 2 riding a motorcycle in Khan Yunis; 2 near a market in Khan Yunis; and 1 while firing a mortar shell east of Jabaliya. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Following weeks of calls from Palestinian solidarity activists, U.S. pop singer Lana Del Rey cancels her planned appearance at the upcoming Meteor Festival in Israel, explaining that she was unable to plan a concert for her Palestinian fans during the same trip to the region. She previously wrote, on 8/21, that performing in Israel was “not a commitment to the politics there, just as singing in California doesn’t mean my views are in alignment w my current governments opinions or some inhuman actions [sic].” The Meteor Festival’s organizers criticize Del Rey for “choosing us to be part of her publicity stunt.” Del Rey is now the eighth act to cancel on the Meteor Festival in response to calls for a cultural boycott. Separately, IDF troops open fire on Palestinian farmers working along the border fence near Dayr al-Balah, causing no damage or injuries. In the West Bank, IDF troops violently disperse Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 8 Palestinians and 1 Norwegian activist are injured (the activist, Christine Folls, was also injured in similar clashes on 8/23). The IDF arrests 3 Palestinians and issues 4 arrest summons during raids near Jenin and Hebron; and patrols near Hebron. Israeli settlers uproot 30 olive trees in a Palestinian grove near Nablus; and throw stones at Palestinian vehicles driving near Jenin, causing minor damage. The Trump administration announces that more than $200 million is being cut from this year’s planned aid to the Palestinians. The decision comes 7 months after President Trump cut a similar amount from U.S. aid to UNRWA and ordered a review of all aid to the Palestinians. “As a result of that review, at the direction of the president, we will direct more than $200 million in Economic Support Funds originally planned for programs in the West Bank and Gaza,” a senior State Department official explains. “This decision takes into account the challenges the international community faces in providing assistance in Gaza, where Hamas control endangers the lives of Gaza’s citizens and degrades an already dire humanitarian and economic situation.” (EI, MNA, TOI, WAFA 8/25)

In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem in the morning, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. Israeli soldiers also shoot and injure a Palestinian at a checkpoint near Bethlehem. The IDF arrests 12 Palestinians and issues 1 arrest summons during raids near Ramallah, Bethlehem, Tulkarm, and Hebron; and patrols near Tulkarm. Meanwhile, hundreds of Palestinians gather in Ramallah to protest the PA’s punitive restrictions on Gaza, chanting “scrap the sanctions” and calling for national reconciliation. In contrast with their response on 6/13, PA security forces do not violently disperse the demonstration. Along Gaza’s border fence, 7 fires break out in Israeli farmland near the fence. Later, an Israeli drone bombs a site allegedly used as a staging area for the incendiary kite and balloon attacks that sparked the fires. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

Axios reports that the U.S. has frozen $125 million in aid to UNRWA, following U.S. pres. Trump’s threats to condition support for the agency on Palestinians’ participation in his peace initiative. A State Dept. official later denies the story. “Just because they were expecting the money on the 1st, and they did not get it at that time, does not mean it was suspended or canceled. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. UNRWA suspends the operation of its cash assistance program in Gaza, which provides aid for the 96,000 refugee families whose homes were partially or completely destroyed during OPE. In the U.S. Senate, Robert Menendez (D-NJ) and Mark Kirk (R-IL) introduce the Nuclear Weapon Free Iran Act of 2015 after weeks of deliberation and debate. It would increase congressional oversight on the P5+1’s negotiations with Iran and reinstate sanctions should the negotiations fail to culminate in a final agreement. Earlier in the day, Menendez and 9 other Democratic supporters of the bill send a letter to the White House saying that they will not push for a vote until after the end of 3/2015, the deadline that the P5+1 and Iranian negotiators have set to reach a political accord. In the Gaza Strip, the IDF opens fire on civilians and farmers protesting the buffer zone in 2 separate incidents: by the border fence nr. Jabalya, injuring 2 (1 seriously), and nr. Bayt Lahiya, wounding 2. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Jericho in the morning, in 1 village each nr. Jericho and Ramallah in the afternoon, and in Jericho, 3 villages nr. Ramallah, and 1 village nr. Tulkarm at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih) and 1 village nr. Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

Israel’s unilateral cease-fire goes into effect early in the morning as planned, marking the official end to OCL. The IDF begins withdrawing ground troops fr. Gaza early in the morning and releases reservists from call-up later in the day, with Olmert stating that Israel intends to pull out of Gaza as quickly as possible. Israel generally observes its cease-fire during the day, but maintains a policy of firing on Palestinians who stray close to the Gaza border fence or approach withdrawing troops. After firing 15 rockets into Israel early in the day (lightly injuring 2 Israelis in Ashdod), Hamas and other Palestinian factions declare their own Gaza cease-fire but warn that they would resume fighting if Israel does not withdraw quickly. (Unidentified factions fire 4 rockets after Hamas’s announcement, causing no injuries.) Egypt, France, the EU, and the Arab states shift their mediation efforts to securing a lasting truce and securing donor aid to fund Gaza reconstruction. 

Combat notes: The IDF carries out 3 air strikes against 1 group of armed Palestinians that fires on IDF ground forces nr. Wadi al-Silqa and 2 rocket-launching sites nr. Bayt Hanun; no injuries are reported. IDF troops on the s. Gaza border fire on a group of Palestinians inspecting damage to agricultural land nr. the border, killing 1 Palestinian civilian. The Israeli navy fires a missile at the PA General Intelligence compound in n. Gaza. Israeli warplanes continue low-level overflights of the Strip throughout the day, keeping many Palestinians off the streets. By day’s end, the IDF pulls troops in n. Gaza back into the buffer zone along the n. Gaza border; redeploys outside Gaza City’s al-Dahadih, al-Sha’af, Tal al-Hawa, and al-Zaytun neighborhoods; pulls troops out of al-Zahra’ in c. Gaza; withdraws from the al-Fukhari area and al-Mughraqa in the south.

Palestinians attempting to return to their homes in Gaza City’s northwestern neighborhoods find widespread devastation (especially in Twam, used as a staging area for the IDF’s tank corps), prompting 100s to return to UNRWA shelters. Residents of al-Atatra and al-Salatin areas on the northern outskirts of Gaza City similarly report 10s of homes and 3 schools destroyed, large tracks of agricultural land razed, significant damage to infrastructure. In s. Gaza, residents of the al-Fukhari area report at least 30 homes demolished, large areas of agricultural land razed since troops occupied the area on 1/14. Rescue workers combing the rubble in heavily damaged areas in and around Gaza City report finding at least 35 bodies in the Twam area, 95 bodies in al-Zaytun neighborhood, 24 bodies in Atatra and Izbat ‘Abid Rabbuh, 5 in Jabaliya. Palestinian workers begin repairing water and electricity lines in various areas. Israel allows 150 truckloads of humanitarian goods into Gaza. With the 1/16 MOU in hand, along with a letter from European heads of state pledging to support the U.S.-led efforts outlined therein and a private message from Mubarak to the Israeli security cabinet received today, Olmert formally declares a unilateral cease-fire in Gaza effective 2:00 A.M. local time on 1/18 (7:00 P.M. 1/17 EST). Stressing that Hamas was not party to any of the pledges secured by Israel, Olmert states: “If [the Palestinians] stop firing, we will consider leaving Gaza at a time that is suitable to us,” but if they continue rocket fire (NYT 1/17), “the Israeli army will regard itself as free to respond with force.” Hamas denounces Israel for ignoring Egyptian efforts to broker an agreed upon truce.

Combat notes: Olmert’s announcement comes at the end of a day of “sporadic and intensive” fighting in Gaza. The IDF reports hitting more than 120 targets, mostly comprising a final massive bombardment of more than 100 tunnels along the Rafah border that lasts 10 hrs., but also including strikes on at least 10 rocket-launching sites, 5 groups of armed Palestinians, 3 Hamas outposts. In addition to Rafah, air strike target areas include Bayt Hanun, Gaza City (city center), Jabaliya, Khan Yunis. Heavy artillery and tank fire are reported in: Bayt Lahiya, Jabaliya, al-Nasser (n. of Rafah). In Bayt Lahiya, IDF shells (possibly including white phosphorous) hit an UNRWA school sheltering 1,600 Gazans, killing 2 Palestinian brothers (ages 4, 5) and wounding 36 Palestinians (including the boys’ mother, who loses both legs. Naval bombardments center on Khan Yunis. Ground engagements are reported in al-Bureij r.c., al-Mughraqa, Nussayrat r.c., al-Zahra’. Late in the evening, IDF troops pull out of al-Shuka (where troops seized positions on 1/14), with residents reporting many houses demolished and damaged, wide areas of agricultural land razed, and significant damage to the village infrastructure (water systems, etc.).

Palestinians fire 19 rockets and 5 mortars into Israel, lightly injuring 5 Israelis (possibly all shock). The IDF reports 4 IDF soldiers seriously wounded in a friendly fire incident involving Israeli mortar fire, plus another 13 soldiers injured (3 seriously, 3 moderately, 7 lightly) in clashes with Palestinian gunmen over the previous 24 hrs., including 5 soldiers wounded by a Palestinian antitank round today.

With the truce ordered, the IDF put Israel’s comprehensive casualty toll for OCL at 3 (perhaps 4; see casualties chart in special document section for details) civilians and 10 soldiers dead, more than 100 soldiers and an unstated number of civilians injured. (This marks the 1st time the IDF has given estimates for comprehensive IDF casualties inside Gaza.) Gazan health officials estimate the Palestinian toll to be at least 1,200 killed and more than 5,000 wounded, though numbers are expected to change as rescue workers gain access to damaged areas.

Humanitarian notes: The IDF allows 62 truckloads of humanitarian aid into Gaza. Israel gives no indication whether or how quickly it will ease restrictions on imports once the cease-fire goes into effect.
