Meanwhile, hundreds of Palestinian refugees gather in front of UNRWA’s headquarters in Gaza City for the 2d Sunday in a row to protest the agency’s recent reduction in services. In the West Bank, thousands of Palestinians march in Duma, nr. Nablus, in solidarity with the victims of the 7/31 arson attack in the village. Israeli forces erect mobile checkpoints outside the village to stop the march, sparking clashes in the evening; there are no serious injuries. IDF troops assault 1 Palestinian each in c. Hebron and Bethlehem; conduct late-night raids and house searches in 2 villages nr. Nablus, arresting 2 Palestinians; patrol during the day in 3 villages nr. Hebron. Israeli settlers return to the evacuated Sa-Nur settlement, harassing Palestinians in the area; throw rocks at a Palestinian bus s. of Hebron, causing minor damage. In East Jerusalem, Israeli authorities increase restrictions on Palestinians’ access to Haram al-Sharif, barring all Palestinian women and men under the age of 30 from entering between 7:00 and 11:00 A.M. Israeli forces detain 5 Palestinians as they leave the sanctuary. Later, minor clashes break out when 30 right-wing Jewish activists tour the sanctuary; there are no serious injuries. Meanwhile, Israeli forces also set up mobile checkpoints at 5 entrances to the Old City. In c. In the Gaza Strip, IDF troops e. of al-Maghazi open fire on a Palestinian tending to lemon trees nr. the border fence, causing a moderate injury and then arresting him. In the West Bank, IDF troops arrest 5 Palestinians at a checkpoint nr. Jenin; assault a Palestinian university student nearby, causing moderate injuries. They also assault a group of Palestinians peacefully protesting outside an Israeli settlement nr. Bethlehem. IDF troops open fire on a Palestinian nr. Bethlehem after he drives his car toward them. The IDF conducts house searches and arrest raids nr. Bethlehem, Salfit, Hebron, and Tulkarm; patrols in al-Fawar r.c., as well as nr. Hebron and Qalqilya. Palestinians throw stones at IDF troops patrolling nr. Ramallah, injuring 1. In East Jerusalem, unknown assailants throw bottles at Israeli settlers’ buildings in Shaykh Jarrah and Ras al-Amud, causing damage but no injuries. Later, unknown assailants burn 6 Palestinianowned cars in Silwan and Abu Tor. Israeli forces conduct arrest raids and house searches in Ras al-Amud. In West Jerusalem, dozens of Palestinians from al-Tur, East Jerusalem, gather outside the municipal govt. offices to protest the increased arrests of Palestinian children. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

Also at the Munich conference, Kerry and Iranian FM Zarif discuss the negotiations over Iran’s disputed nuclear program. Both Kerry and Zarif affirm that they do not want to extend the negotiations again. Zarif also meets with FMs of the rest of the P5+1. (AFP, HA, REU, TOI 2/8; ALM 2/12)

In the Gaza Strip, unknown assailants throw a grenade into the home of Fatah Asst. Dep. of the Palestinian Civil Affairs Ministry Nasser al-Sarraj. The grenade does not explode and no one is injured. In 2 separate incidents off the coast nr. Gaza City and Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops e. of Rafah detain 2 armed Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces demolish a water distribution network that services the n. Jordan Valley, as well as a house and a barn nr. Hebron. Sparked by an IDF raid in c. Bayt Umar nr. Hebron, Palestinian residents clash with the Israeli troops, lightly injuring 1 soldier. Nearby, IDF troops shoot tear gas canisters at Palestinian youth as they leave an UNRWA school. The IDF also conducts arrest raids and house searches nr. Hebron and Ramallah; patrols nr. Hebron, Jenin, Qalqilya, Ramallah, and Tulkarm. In East Jerusalem, an Israeli settler attempts to kidnap a Palestinian child in Jabal Mukabir. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. The Israel Electric Corporation announces that it will begin intermittently cutting power to the West Bank at the end of the mo. due to the PA’s outstanding debts, which total around NIS 1.8 m. (around $458 m.). (MEMO, YA 1/29) 

Yisrael Beytenu delivers a petition to the Central Elections Comm. (CEC) calling for the disqualification of MK Haneen Zoabi from the 3/17 elections on the basis of her support for boycott and armed resistance against Israel. (HA, JP 1/29)

The U.S. Senate Banking Comm. votes, 18–4, to pass the Nuclear Weapon Free Iran Act of 2015, which Sens. Menendez (D-NJ) and Kirk (R-IL) introduced on 1/27. A White House spokesperson consequently reaffirms Pres. Obama’s pledge to veto the bill. (AFP, REU 1/28; AP, YA 1/29)

In the West Bank, IDF troops shoot and kill 2 of the 3 Palestinians suspected of kidnapping and killing 3 Israeli settler teenagers in 6/2014. They are killed during a gun battle in Hebron. Separately, IDF troops shoot and wound a Palestinian at a checkpoint nr. Nablus. The IDF conducts house searches and arrest raids in 1 village and al-‘Arub r.c. nr. Hebron at night. Israeli officials and the Palestinian delegation hold mediated talks on extending the 8/26 cease-fire and other remaining issues. Israel seeks to ensure the demilitarization of Gaza and a tightly controlled reconstruction process, while the Palestinians seek a broader opening up of Gaza to the outside world, including air and seaports. They present their positions and adjourn, agreeing to meet again at the end of 10/2014. (MNA 9/23)

U.S. Secy. of State Kerry announces a more than $71 m. U.S. contribution toward humanitarian assistance in the Gaza Strip, most of which will be spent on UNRWA projects. The U.S. previously pledged $47 m. to the effort on 7/12. (MNA 9/23)

Israeli forces shoot down a Syrian fighter jet after it enters Israeli airspace. The plane is destroyed after it turns back toward the border, so the wreckage lands in Syrian territory. The crew safely ejects prior to impact. This is the 1st time the IDF has shot down a Syrian jet since the 1982 war in Lebanon. (AP, HA 9/23)

The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. Ramallah at night. In East Jerusalem, Israeli security forces clash with Palestinians in at-Tur, Shu‘fat r.c., and Issawiyya, causing no serious injuries. (AFP, AP, JP, MNA, REU, YA 7/22; PCHR 7/23)

After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. The IDF strikes over 50 targets across the Gaza Strip, including the Interior Ministry building and a hospital, killing 23 Palestinians. Among these are 4 children, who are killed when IDF troops shell a beach nr. Gaza City, an attack witnessed by a number of international journalists. IDF troops also destroy the house of a high-ranking Hamas political figure. Palestinians fire more than 60 rockets into Israel, including rockets aimed at Ashqelon and Ashdod. Iron Dome batteries intercept 4 of the projectiles. Rockets cause damage in Ashdod and Tel Aviv, and 1 soldier is injured. UNRWA says that the Gaza Strip’s health system is on the brink of collapse, with 600,000 people facing water shortages and 22,000 seeking refuge in school shelters. (AP, HA, MNA, NYT 7/16)

Israeli DM Ya’alon asks Netanyahu’s security cabinet to authorize the mobilization of another 8,000 reserve troops, adding to the approximately 30,000 that have already been called up since 7/8. (AP, HA, NYT, REU 7/16)

After Hamas rejected the Egyptian cease-fire proposal the previous day, Dep. Hamas leader Abu Marzuq meets Egyptian officials and offers terms Hamas seeks in a cease-fire deal, such as “fully lifting the blockade on Gaza, including opening all the crossings and releasing the rearrested prisoners.” (See the Quarterly Update in JPS 173 for more on Hamas’s terms.) Pres. Abbas meets with Abu Marzuq in Cairo, and separately with Egypt’s Pres. al-Sisi and FM Sameh Shoukri, as well as Arab League chief al-‘Arabi. He also speaks with Hamas leader Mish‘al by telephone. Meanwhile, Secy. of State Kerry says that the U.S. is doing “everything in our power” to end the violence, in remarks he makes on an official visit to Luxembourg. Kerry speaks with the FMs of Egypt, Qatar, and the United Arab Emirates. Pres. Obama says that the U.S. supports Egypt’s efforts to secure a cease-fire and restoration of the 11/2012 agreement. The IDF continues attacks across the Gaza Strip, killing 18 Palestinians. Also, the IDF drops leaflets over Bayt Lahiya that tell residents to evacuate ahead of intensified attacks. In response, around a quarter of Bayt Lahiya’s population, approximately 70,000 people, flees and seeks shelter in UNRWA facilities. Palestinians fire more than 70 rockets into Israel, causing some damage and injuring 1 with shrapnel. Meanwhile, Palestinian gunmen execute an alleged collaborator with Israel in Rafah. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. Israeli PM Netanyahu says at his weekly cabinet meeting that “we don’t know when the operation will end” and that “it might take a long time.” (AP, HA, JP, MNA, REU 7/13)

For the 3d day in a row, 2 rockets fired from inside Lebanon land in n. Israel, causing no damage or injuries. IDF troops reply with artillery fire. There is no claim of responsibility for the rocket attack. (AP, HA, REU 7/13)

Unknown persons fire 1 rocket from inside Syria and into the Israeli-occupied Golan Heights, causing no damage or injuries. IDF troops respond with artillery fire toward Syrian military bases, and claim direct hits, though there are no reports of damage or casualties. (HA 7/13)

In the West Bank, IDF troops clash with residents in Aida r.c. nr. Bethlehem, causing no serious injuries. At night, the IDF conducts house searches and arrest raids in Hebron and 4 nearby villages, 1 village each nr. Jenin and Ramallah, and in Nablus; patrols in 6 villages nr. Nablus and 2 villages each nr. Hebron and Ramallah. (PCHR 1/16)

PA security forces clash with residents outside Jalazun r.c. nr. Ramallah, leaving more than 100 demonstrators and 40 police officers wounded. The confrontations begin when police try to reopen roads blocked as part of protests against the UNRWA employees’ strike that began 12/3. (HA, REU 1/12)

U.S. Secy. of State Kerry meets with Arab League foreign ministers in Paris to discuss the Israeli-Palestinian peace process. Those attending include PA FM Riad al-Maliki, along with the foreign ministers of Bahrain, the UAE, Saudi Arabia, Qatar, Kuwait, Egypt, and Morocco. (JP, ToI 1/12)

Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels attack Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Ramallah and Jenin at night; patrols in 1 village nr. Salfit in the morning, in 2 villages nr. Tulkarm, in Salfit and 1 nearby village, and in Hebron in the afternoon, and in 1 village and al-Fawar r.c. nr. Hebron and in Tulkarm at night. (PCHR 1/9)

U.S. Secy. of State Kerry visits Jordan and Saudi Arabia before returning to Jerusalem, in a day of whistle-stop diplomacy focused on the Israeli-Palestinian peace process. In Amman, Kerry meets with Jordan’s King Abdallah II and FM Nasser Judeh, and then with King Abdallah in the Saudi monarch’s desert residence. Following 3 days of talks with Israeli and Palestinian leaders, an anonymous Palestinian official says that Kerry demanded Abbas recognize Israel as the Jewish homeland, in exchange for Israel’s acceptance of its pre-1967 borders as the basis for talks. Meanwhile, Israeli FM Lieberman tells a meeting of Israeli diplomats that he supports a comprehensive agreement with the Palestinians in the context of U.S.-led negotiations, but also says that he would only accept an agreement including the exchange of land and population, a reference to his longstanding proposal to move a number of Palestinian citizens into a putative Palestinian state. (See document C2 in JPS 171 for extended excerpts of Lieberman’s remarks.) Separately, Israel’s ministerial cmte. on legislation rejects 2 bills proposed by the Labor Party that would have facilitated a two-state solution by placing restrictions on settlement construction and preventing unilateral annexation. The Israeli PM’s Office passes responsibility for creating and implementing govt. development plans for the Bedouin communities in the Negev to the Agriculture and Rural Development Ministry. Until now, the legislative measure set to codify the Prawer Plan was being overseen by former minister Benny Begin. (ToI 1/3; ToI 1/5)

In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. Abbas in Ramallah, and relays a message from interim Egyptian pres. Adly Mansour, thanking Abbas for supporting the military coup that ousted Morsi. (HA, JP, REU 8/26; MNA 8/28)

An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. U.S. Secy. of State John Kerry meets with Israeli pres. Shimon Peres to discuss efforts to restart the peace process. Meanwhile, Palestinian pres. Mahmud Abbas arrives in Doha for a meeting organized by the Arab League and chaired by senior Qatari officials to plan a delegation to the UN in New York to revive negotiations. (HA, MNA 4/8)

Israel closes the Kerem Shalom goods crossing into Gaza in response to the 4/7 rocket fire. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF forces shoot and seriously injure a Palestinian photographer during clashes in Aida r.c. in Bethlehem, and also shoot and injure a Palestinian construction worker in Madama village nr. Nablus. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning, in Qalqilya and 1 village nr. Ramallah in the afternoon, and in Qalqilya and 1 nearby village, and 2 villages each nr. Anonymous Israeli and Palestinian officials say that PA Pres. Mahmud Abbas has agreed to suspend unilateral measures against Israel in UN agencies for 2–3 months to facilitate U.S. Secy. of State Kerry’s efforts to restart negotiations. At the same time, Abbas reportedly has told Kerry that Israel must present a map of the proposed future borders of a Palestinian state to prove its seriousness. (HA 4/4)

For the third consecutive day, unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. Palestinians clash with IDF forces in the West Bank in continued demonstrations sparked by the death of prisoner Abuhamdieh. In Hebron, the IDF injures 21 Palestinians with rubbercoated metal bullets, and in al-Khader nr. Bethlehem, 2 Palestinians are also injured. In Bayt Laqiya nr. Ramallah, IDF soldiers violently disperse a demonstration and seriously injure 1. In addition, the IDF patrols in 1 village each nr. Jericho and Tulkarm in the morning; in and around Hebron and al-‘Arub r.c.in the afternoon; and in 1 village nr. Ramallah at night. The United Nations Relief and Works Agency (UNRWA) says it is suspending operations in the Gaza Strip after protesters storm its headquarters, following the agency’s decision on 4/1 to stop some of its cash handouts citing a funding shortfall. (REU 4/4)
