Israeli settlers also begin constructing a settlement outpost in al-Muarajat. Israeli forces shoot and kill an 11-year-old child and injure 2 others during a raid in Burin. Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Israeli forces also seize printing equipment and a vehicle from a printing shop in Nablus. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Beit Lahiya, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Dayr al-Balah, killing more than 150 people, including 70 in a residential building in Jabalia refugee camp, 43 in 2 homes in Khan Yunis, 27 in 2 homes in Dayr al-Balah, and 4 in an UNRWA school sheltering internally displaced people. Israeli snipers also shoot a Palestinian outside of al-Amal Hospital in Khan Yunis. Doctors Without Borders says it will evacuate staff and patients from al-Aqsa Hospital in Dayr al-Balah after Israel orders the evacuation of the area in which the hospital is located, noting that Israel has attacked the area around the hospital for several days. Israel claims it forces have assassinated the commander of the al-Qassam Brigades Nuseirat battalion Ismail Sirah and his deputy Ahmed Wahba. In Lebanon, Israeli forces bomb a home in Kawthariyat al-Siyad 25 miles north of the Blue Line and several places south of Tyre. Hezbollah attacks a group of Israeli soldiers in Avivim and fires 62 missiles at the Meron air base. In the Red Sea, the U.S. says it shot down a drone launched from Yemen. Blinken later arrives in Jordan ahead of a meeting with King Abdullah II. Israel says it attacked more than 100 targets in Gaza overnight. Rockets fired from Gaza cause damage in Sderot. In Lebanon, 8 rockets are fired at Kiryat Shimona, no damage was reported. Blinken arrives in Turkey, the first stop on his Middle East visit where according to the State Department he will work toward the protection of civilians in Israel, Gaza, and the West Bank, freeing more captives, getting more aid into Gaza, ensuring Palestinians in Gaza are not forcibly displaced, deter Houthi attacks in the Red Sea, reduce tensions at the Blue Line, and takes steps toward creating a Palestinian state. According to a PA statement, Cameron condemns comments made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of the displacement of Palestinians in Gaza. Family members of 6 Israelis held captive in Gaza meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the lack of progress in negotiating their release. According to Axios, Al Thani tells the families that Israel’s assassination of Saleh al-Arouri has made the negotiations harder. In the West Bank, Israeli settlers set up utility poles on Palestinian land near Tuqu’ to supply a settlement outpost with electricity. Israeli settlers also set up caravans near Qusra. Israeli forces raid Tulkarm refugee camp and Nur Shams refugee camp, firing a missile from a drone at Palestinians in Tulkarm refugee camp, causing injuries, and uproot streets with bulldozers and punitively demolish a home in Nur Shams refugee camp. Israeli forces also raid al-Ram, Yatta, and Qalqilya, injuring 6 with live ammunition, including a child. Elsewhere, Israeli forces install an iron gate blocking the northern entrance to Birzeit. The Palestinian Prisoner’s Society says Israel arrested 11,000 Palestinians in 2023, including 1,085 children and 300 women, noting that 5,500 have been arrested after 10/7 and the current number of Palestinian prisoners is 8,800, including 3,291 held without charge. 661 Palestinians from Gaza are held at the Sde Teiman military base, which is used as a detention camp. Human Rights Watch (HRW) calls on Israel to release information about how many Palestinian workers from Gaza were detained by Israel on or after 10/7, how many are still being held in detention centers, and what the basis is for their detention. HRW also calls on Israel to investigate the reports of abuse of Palestinians detained by Israel. (HRW 1/3)

Hezbollah secretary-general Hassan Nasrallah says in a speech that Hezbollah will retaliate against the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut, praises Houthi attacks in the Red Sea, condemns the U.S. for preventing a ceasefire in Gaza, and says Israel has suffered a strategic defeat. U.S. State Department spokesperson Matthew Miller calls the South African genocide case against Israel at the ICJ “meritless” and counterproductive. U.S. National Security Council spokesperson John Kirby condones the Israel assassination of Saleh al-Arouri in Beirut on 1/2, saying Israel “has a right and responsibility to go after the threat that Hamas poses.” Kirby also says that Hamas’ ideology cannot be eliminated, and the group will likely not be erased, as is Israel’s stated goal. Israeli forces shoot and kill 4 Palestinians during a raid in ‘Azzun; 1 Israeli soldier is injured. Israel later says it has decided to keep the bodies of the Palestinians. Israeli forces also assault a Palestinian man at a checkpoint in Yanoun, seizing his car. Elsewhere, Israeli forces assault Palestinian farmers in the Masafer Yatta area. Israeli forces also raid Hebron, assaulting a disabled man. Meanwhile, Israeli forces violently disperse a protest in al-Arroub refugee camp, causing tear-gas related injuries. Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. A poll conducted by the Israel Democracy Institute shows that 75% of Israeli Jewish respondents support continuing the same scale of indiscriminate bombing of Gaza, despite U.S. pressure to tone down the assault. (HA, HA 1/2) 

In the West Bank, Israeli settlers with a military escort shot and killed a Palestinian man during a raid in Dura al-Qara’. Israeli settlers also shot and injured a Palestinian in Shufa. Elsewhere, Israeli settlers threw stones at Palestinians traveling near Burqa, injuring a Palestinian woman. Israeli settlers also opened fire at a Palestinian vehicle near Bizarya, causing damage. The Gaza Ministry of Health said as of 5 p.m. at least 3,500 Palestinians had been killed, including at least 853 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 65 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 15 children. More than 1,284 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,562 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. The Knesset ethics panel also voted to suspend Jewish Hadash MK Ofer Cassif from the Knesset for 45 days and revoked his salary for 14 days over his anti-war stance. (AJ, HA 10/18; HA 10/19)

U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. After President Biden’s meeting with Prime Minister Netanyahu, Netanyahu’s office released a statement saying that Israel will not allow aid from its territory to enter Gaza until the captives are returned. The statement also said Israel demands that the Red Cross be able to visit the captives and that Israel will not “thwart” humanitarian aid from Egypt as long as it only consists of food, water, and medicine. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Amir-Abdollahian called on the OIC members to sanction Israel and expel Israeli ambassadors. The OIC called for an immediate ceasefire and for Israel to lift the siege of Gaza. The U.S. blocked a UN Security Council resolution calling for humanitarian access to Gaza, protection of civilians, and condemning Hamas’ operation in Israel. Al-Jazeera satellite TV airs a special investigative report in which it claims to have uncovered new evidence that Palestinian leader Yasir Arafat did not die of natural causes in 11/2004 but was assassinated. The station funded scientific tests of Arafat’s clothing (kept by his widow, Suha Arafat) by a Swiss forensic institute that found unusually high traces of the radioactive substance polonium21.
