The IDF fires on residential areas of Ramallah; conducts arrest raids in Nablus, Tulkarm. The IDF reports that Palestinians throw grenades at troops in Gaza throughout the day, causing no injuries. A Lebanese-born Israeli Arab is sentenced to 6 yrs. in prison for having contact with Hizballah (see Quarterly Update in JPS 126). The Israeli High Court bards the IDF fr. starting construction of a settler bypass road linking Kiryat Arba settlement with the Tomb of the Patriarchs/Ibrahimi Mosque. Before dawn, IDF helicopters fire 5 missiles at a school in Khan Yunis, extensively damaging it; fatally shoots a Palestinian drummer going alley-to-alley in Askar r.c. nr. Nablus despite the curfew to declare the start of the day’s Ramadan fast (Ramadan began on 11/6), bars an ambulance fr. reaching him, allowing him to bleed to death. During the day, the IDF fatally shoots 1 Palestinian driving in Bethlehem; holds a Palestinian woman in labor at a Bethlehem checkpoint for 2 hrs., causing her baby to die; conducts arrest raids in Balata r.c., Nablus; raids an emergency clinic in Hebron, vandalizing patient files. A PFLP suicide bomber detonates a car bomb nr. an IDF post in Gaza, killing himself but causing no other injuries. Palestinians fire 5 mortars at Gush Katif settlement, causing no damage or injuries. Israel’s Interior M Eli Yishai announces his decision to strip Israeli Arab Qays Obeid, now residing in Lebanon, of his Israeli citizenship for allegedly spying for Hizballah, marking the 2d time Yishai has stripped an Israeli Arab of his citizenship. (HA 11/27)

Before dawn, in retaliation for the 11/10 AMB kibbutz attack, the IDF sends 150 tanks, APCs into Nablus and its surrounding r.c.’s (Askar r.c., `Ayn Bayt al-Ma’ r.c., Balata r.c.), conducts house-to-house searches, occupies schools and buldings as outposts, surrounds Nablus’s Old City, fires on residential areas of adjacent Balata r.c. In another predawn attack, IDF helicopters fire missiles at the same car repair shop targetted on 11/11, destroying it, killing a 2-yr.-old Palestinian child, damaging several surrounding homes. The IDF also arrests 30 Hamas mbrs. across the West Bank, 11 of them in Nablus, some in Birzeit; fires on residential areas of Tal al-Sultan. Israeli atty. gen. Eliyakim Rubinstein announces that the government intends to press charges against Greek Orthodox spiritual head Father Theodosis Atallah Hanna for “unauthorized contact with the enemy,” meeting with “terrorists,” inciting violence for recent travels to Lebanon, Syria to visit Greek Orthodox communities there. Father Theodosis notes that the atty. gen. has not charged rabbis who visit Jewish comunities in Iraq, Syria, or Yemen. (Father Theodosis press release 11/13)

The IDF clashes with Islamic Jihad gunmen in, shells residential areas of Nablus and Balata r.c., leaving 1 IDF soldier dead, 3 buildings afire; fires on stone-throwing youths, killing 2 Palestinian boys ages 10 and 12, injuring 25; confiscates video footage of clashes fr. a Reuters cameraman. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. (Israel says the other $200 m. is going to be used to cover shortfalls in the defense budget.) Israel's Interior M Eli Yishai says he has initiated steps to revoke the residency status of 4 East Jerusalem Palestinians arrested for participation in a Hamas cell (see 8/21); he says, "There is no need to wait for a trial because the evidence is clear and based on intelligence of their terrorist activity." Israeli police detain senior Greek Orthodox Church official Atallah Hanna at his East Jerusalem home on charges of "expressing support for terrorist organizations," "illegally entering an enemy country" (Lebanon and Syria); release him after 5 hrs. of questioning. Israeli PM Ariel Sharon cancels plans to make a trip to the U.S. to attend a rally in support of Israel in Tallahassee with Florida gov. Jeb Bush, brother of U.S. Pres. George W. Bush, on 9/9, a day before the Florida Democratic primary; go to LA to attend another rally hosted by a Republican candidate in tight midterm elections there. Democrats had denounced the visit, which was arranged with Pres. Bush's sway, but Sharon says he decided he would have to stay in Israel to prepare for a budget battle which will take place in 10/02. Sharon canceled two previous trips to Florida when he cut short previous trips to the U.S. because of bombings in Israel. (NYT, WP 8/23; MA 8/23 in WNC 8/26)

The IDF continues to shell the PA headquarters in Hebron, threatens to raid the complex if those still inside do not emerge; the IDF claims that 1 of those inside the complex is a senior Hizballah mbr. who slipped in fr. Lebanon to train Palestinians. (Israeli prosecutors also charge a Lebanese-born Israeli, son of a Jewish mother and Shi'i Muslim father, of being a spy for Hizballah.) The IDF fatally shoots 2 Palestinians, wounds 10 during clashes in Balata r.c.; fatally shoots a 9-yr.-old Palestinian child, wounds 3 others in Qalqilya during a temporary lifting of the curfew, later admitting the soldiers fired in error; fatally shoots an 8-yr.-old Palestinian boy in Jenin; raids a PSF jail in Nablus, taking 20 Palestinians, including several naval police officers, into custody; demolishes 10 Palestinian homes in Rafah r.c.; imposes 24-hr. curfews on Anin, Azariyya, al-Bireh, Halhul. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan. In another escalation, Israel sends as many as 20,000 troops, 150 tanks and APCs into Amari, Ramallah. Palestinians fight back with guns, hand grenades, rocket propelled grenades (RPGs), lightly injuring 2 IDF soldiers. The IDF orders all Palestinian men age 15+n45 to surrender, but few comply. The PA which previously instructed PSF officers to comply, orders all Palestinians to ignore the order. IDF troops direct heavy machine gun fire at City Inn hotel, where foreign journalists are based to cover the fighting, hitting an ABC camera at least 7 times, including one shot through the lens; soldiers claimed there were gunmen in the hotel despite journalists' denials. The Palestinian Red Crescent Society (PRCS) suspends operations in Ramallah, citing numerous attacks on medical workers by the IDF, even in cases where PRCS movements were coordinated with the IDF in advance. The IDF bulldozes Ramallah's main water line; tanks crush cars. At least 30 Palestinians are killed during the day, including at least 2 shot by IDF snipers inside their Ramallah homes for no apparent reason, a PA naval policeman killed when the IDF shells his Dayr al-Balah post, 4 killed in Khan Yunis when the IDF shells a metal workshop thought to be a mortar factory, 1 fatally shot and allowed to bleed to death in Hebron. In Ramallah, the AMB kills 1 Palestinian collaborator. Outside Shlomi in n. Israel, 2 gunmen open fire, killing 5 Israeli civilians, 1 IDF soldier before being shot dead; the IDF believes the gunmen may be Hizballah mbrs. who infiltrated fr. Lebanon. A Jewish settler is fatally shot in the West Bank. The IDF says that since 2/28, it has confiscated 10s of light weapons, some rockets and mortars; destroyed at least 12 bomb-making workshops; detained more that 2,500 Palestinians. The UNSC passes (14-0, with Syria abstaining) Res. 1397, for the 1st time explicitly endorsing the creation "two states, Israel and Palestine," living side by side in secure and recognized borders. The IDF fires missiles at a PA prison in Nablus for a 2d time; fires tear gas, rubber-coated steel bullets at demonstrators outside Arafat's Ramallah headquarters, wounding 3; begins bulldozing Palestinian land in Za'atra for creation of a new settler bypass road. In Jenin, 10s of armed Palestinians raid a makeshift PA jail in an apartment building, freeing 10-15 detainees without meeting resistance. Israel extends the closure of Orient House for 6 mos. Sharon meets with Bush in Washington for the 4th time in less than a yr.; says Arafat is an obstacle to peace, who ideally should be replaced. Bush says the U.S. will not sever ties with Arafat but will keep pressure on him to halt Palestinian violence. Sharon also asks Bush to give Israel the $800 m. in aid that the Clinton admin. promised Israel to cover costs of its withdrawal fr. Lebanon. The IDF directs shells/heavy machine gun fire at residential areas of Khan Yunis, Qarni, Rafah, Wadi al-Silqa; occupies a Palestinian home, bulldozes land in Dayr al-Balah; conducts arrest raids in Dayr al-Balah, Dayr al-Sharaf, Hebron, Tal; fires on a Palestinian boat off Gaza, wounding 1 fisherman; places new roadblocks on the roads linking Nablus with Qalqilya, Tulkarm. Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6. A female Palestinian suicide bomber detonates a device in West Jerusalem, killing 1 Israeli, wounding 2 seriously, 5 moderately. This marks the 1st suicide bombing carried out by a Palestinian woman, though 2 women have been caught placing bombs previously during the al-Aqsa intifada. A release faxed to Hizballah's TV station in Lebanon identifies the woman by name as a Palestinian Hamas mbr. from Nablus University, but neither the school nor the PA can find a woman by that name; no women are reported missing. In response, the Israeli air force flies low-level sorties over Gaza City, breaking the sound barrier, shattering windows. MK Salah Tarif, Israel's 1st Arab cabinet mbr., resigns, saying he can no longer effectively perform his job in light of an announcement last wk. that Atty. Gen. Rubenstein planned to lift his immunity and indict him for fraud. Tarif has consistently denied charges, 1st raised in 2001, that he gave $5,000 to an Interior M official to obtain citizenship papers for a Palestinian businessman. (WP, WT 1/28)

2 Israelis wounded in the 1/22 AMB attack die. In Nablus, 15,000 angry Palestinians attend the funeral of 3 of 4 Hamas mbrs. killed by the IDF on 1/22, demand revenge. Israel bars officials of the Orthodox Patriarchate of Jerusalem fr. leaving Israel to attend the Vatican's Day of Prayer for Peace in Italy. (AP, MM 1/23; WP, WT 1/24)

The IDF announces the results of its investigation into the 12/30 death of 3 Palestinians, whose mutilated bodies were not turned over to the PA until 1/3, raising suspicions that the 3 had been tortured and autopsied without permission. The IDF admits that the tank shells fired at the teenagers were packed with flechettes (banned internationally) and that 1 body was then driven over by a tank. (PCHR 1/30) (see 1/3)

The U.S. steps up pressure on the PA: The White House blames continuing violence on the Palestinians, says cease-fire efforts were derailed by the "arms shipment received and paid for by the Palestinian Authority," and states that the "justifying of the targeting of innocents in return for land is an argument for terrorism." The State Dept. says there is no excuse for the PA "not taking effective steps to stop that terrorism." Powell phones Arafat to demand his full report on the Karine A affair. Hizballah fires mortars, rockets at 3 IDF posts in the occupied Shaba` Farms region of the Golan Heights, causing no damage or injuries.
