Israeli forces arrest 25 Palestinians during late-night raids in and around Hebron, Ramallah, Tulkarm, Jenin, and Salfit. In Gaza, Israeli forces bomb Rafah, Beit Lahiya, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 62 people. More than 32,552 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,980 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Reuters reports that Israel is delaying visa requests for aid workers, hindering aid efforts. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Hamas deputy political leader Khalil al-Hayya says he is not optimistic about a ceasefire deal in the near future but that Hamas is ready to resume negotiations and ready to show “the greatest level of flexibility for the sake of our people.” Izz ad-Din al-Qassam Brigades leader Mohammed Deif calls on Muslims to “[s]tart marching today, now, not tomorrow, towards Palestine” in a recorded speech. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. Israeli forces also prevent Palestinians from entering the Haram al-Sharif compound and place barbed wire fencing at the compound near the Lion’s Gate. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. Israeli forces shot and killed 3 Palestinians, including a 12-year-old during raids in Balata refugee camp, Beita, and Burqa. Israeli forces also shot and injured 5 people during raids in Balata refugee camp, Habla, and Burqa. Israeli forces also issued stop work orders for 8 homes in al-Khader. 76 Palestinians were arrested during late-night raids in and around ‘Azzun, al-Arroub refugee camp, Nablus, Balata refugee camp, Jenin, Tubas, Bethlehem, Aroura, and Abu Dis. 3,130 Palestinians have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces shot, injured, and arrested a Palestinian child in Jabel Mukaber. In Gaza, Israeli airstrikes killed around 270 Palestinians, including 30 in an airstrike on an UNRWA school in Jabalia refugee camp, 15 in Khan Yunis, 14 in Rafah, 10 in the Sheikh Radwan neighborhood of Gaza City, and 5 in Nuseirat refugee camp. Israel also bombed the Zeitoun neighborhood, Bani Suhaila, al-Daraj, and al-Tufah. Israel said it had assassinated Hamas naval commander Omar Abu Jallah. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. The Israeli High Court of Justice rejected 2 petitions against the prisoner exchange, saying the court did not have justification to intervene in the ceasefire deal. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Israeli defense minister Yoav Gallant said he expected the Israeli attacks on Gaza to continue for 2 months after the ceasefire period is over. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Democrats in the House also debated the attack on Gaza on the floor, with 1 group of 11 speaking in defense of Palestinians and 1 group of 10 defending Israel’s actions. (AJ, HA 5/14)

ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. In the West Bank, Israeli forces demolished 15 tents, seized 3 vehicles, and arrested 1 Palestinian activist trying to prevent the forces from demolishing and seizing Palestinian property in Khirbat Humsa; Israeli forces demolished 25 structures in Khirbet Humsa on 2/1. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. Israeli forces also conducted military drills in the Masafer Yatta area, damaging crops and agricultural structures for the 2d day in a row. Elsewhere, Israeli forces demolished 1 house under construction in Anata and 11 vending stalls near Jenin. Israeli forces also delivered 1 demolition notice for a house in al-Khadir. 25 Palestinians were arrested during raids in and around Tuqu‘, al-Fawar refugee camp, Bayt Umar, Hizma, Salfit, Nablus, Sabastiyya, Tulkarm, and Qabatiya. In Gaza, Israeli forces opened fire at Palestinian farmers east of al-Shuka and arrested 1 Palestinian in the vicinity of the Gaza fence; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. The leader of Ra’am Mansour Abbas said his party had not decided on who it would support amidst rumors that the party will support Benjamin Netanyahu. (HA 2/3; AJ, AP 2/4; MEMO 2/5)

In the West Bank, Israeli settler set up a mobile home on Palestinian land east of Hebron. Israeli forces violently dispersed an anti-settlement protest in al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed anti-settlement protests in Kafr Qaddum, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians at an olive tree planting event in Bayt Dajan, injuring 2 with rubber-coated bullets while 15 others suffered tear-gas related injuries. Israeli forces also denied Palestinians access to their land near Salfit. Palestinians clashed with PA security forces during several demonstrations against COVID-19 lockdown restrictions in and around Hebron, leading to tear-gas related injuries. 6 Palestinians were arrested during raids in and around Nablus, al-Bireh, al-‘Izzariya, Luban al-Sharqiyya, and Huwwara. In East Jerusalem, 4 Palestinians were arrested during late-night raids in the Old City and Issawiyya. 1 Palestinian man died of wounds sustained after being shot by Israeli forces at the Qalandia checkpoint on 8/16. The man, who had a hearing disability, was shot after he did not stop when told by Israeli forces. (WAFA 12/11; PCHR 12/17)

A member of Hezbollah was sentenced to 5 consecutive life sentences for killing former Lebanese prime minister Rafik Hariri and 21 others in 2005. The man, Salim Jamil Ayyash, was sentenced in absentia by the UN-backed Lebanon Tribunal. (AJ, HA, REU 12/11)

A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. The 22 Republicans said in the letter that they do not believe that descendants of Palestinian refugees born in Palestine before 1948 can be considered refugees and called the Right of Return a “fiction” that should “end.” (Rep. Doug Lamborn 12/11, MDW 12/21)

In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

In the West Bank, Israeli forces demolish 2 Palestinian residential buildings in Bayt Jala near Bethlehem. IDF troops arrest 21 Palestinians during raids in and around Hebron, Tulkarm, Ramallah, Bethlehem, Jenin, and Nablus; and patrol near Tulkarm and Salfit. Israeli settlers throw stones at Palestinian vehicles near the site of the 1/9 killing of an Israeli settler, causing minor damage. In the West Bank, IDF troops conduct house searches and arrest raids in Hebron and 4 nearby villages, and 1 village each nr. Bethlehem and Jenin at night; patrols in 1 village nr. Ramallah in the morning; in 1 village each nr. Hebron and Tulkarm in the afternoon; and in Salfit and 1 nearby village, and al-‘Arub r.c. at night. (REU 1/25; PCHR 1/30)

U.S. Secy. of State Kerry says that he intends to present his framework for final negotiations within a few weeks, according to an Israeli businessman who hears Kerry’s speech at a Davos meeting of “Breaking the Impasse,” a conference of Israeli and Palestinian business people. (See document D1 in JPS 169 for more on Breaking the Impasse.) In Davos, Kerry meets with Israeli PM Netanyahu, who tells Israeli journalists that he has no intention of evacuating any settlements. Meanwhile, the PLO’s 12-mbr. Executive Cmte. meets in Ramallah and agrees on recommendations to pursue options in various UN agencies, regardless of the state of the ongoing negotiations, according to cmte. mbr. Hanna Amirah. Any recommendations need to be approved by PA Pres. Abbas. (MNA 1/25; HA, JP 1/26)

At the UN-sponsored peace conference in Switzerland, Syria’s opposing sides hold their 1st face-to-face meeting, though only speak to each other through UN-Arab League joint special envoy Brahimi. The meeting lasts for 3 hours, with Brahimi describing it as “a good beginning.” Meanwhile, 5 rockets from Syria hit the Hermel region of Lebanon, an attack claimed by Jabhat al-Nusra in Lebanon and Abdullah Azzam Brigades. Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. (WP 5/16; REU 6/9)

As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. Israeli-Palestinian clashes intensify, leaving 8 Palestinians, 1 German doctor dead, over 110 Palestinians injured. The IDF shells Fatah headquarters in Hebron, Salfit, Tulkarm and an armory in Jericho. IDF shelling in Bayt Jala damages a school and a cultural center, destroys an unfinished apartment complex.
