Other Countries: Operation Independence, a group of 100 international Jewish business leaders wishing to strengthen Israel's economy, sponsors New York meeting of hotel, airline, and tourism groups and prominent Jewish business leaders to discuss ways to increase American tourism to Israel [JTA 9/5].

Occupied Palesine/Israel: Several katyusha rockets land in Galilee; no injuries reported. This is 4th katyusha attack on Galilee in recent months [JP 9/5].

Arab World: Israeli jets bomb suspected PLO guerrilla base in Lebanon's Biqa' Valley, 11th such strike inside Lebanon this year [NYT 9/5]. Reports say 6 Palestinians killed and 10 wounded in the attack [CSM 9/6]. Shi'ite and Palestinian militias battle around Burj al-Baraj inah refugee camp south of Beirut in worst fighting since June, when Syrian-sponsored cease-fire ended fierce clashes in 3 Palestinian refugee camps. Latest fighting leaves 10 dead, 27 wounded [NYT, LAT 9/5].

Occupied Palestine/Israel: In interview, US Ambassador Samuel Lewis states Cabinet Min. Arab World: Syria accuses Chmn. Arafat of provoking Shi'ite-Palestinian battle in Beirut [NYT 5/23]. In Amman, Chmn. Arafat calls for intervention of UN Sec. Council in Beirut fighting [LT 5/23]. Over 2,000 E. Jerusalem merchants return their municipal tax bills to protest 670% increase in taxes [FJ 1/18].

Arab World: Lebanese opposition leaders meet in Damascus; remain divided over whether or not Gemayel should resign. UN HQ in Nakoura, Lebanon files complaint to IDF of S. Lebanon militias, formerly under Saad Haddad, attacking UNIFIL forces.

MILITARY ACTION:

Occupied Palestine/Israel: 2 Katyusha rockets fired from S. Lebanon hit near Metulla within Israeli border.

Arab World: US destroyers fire into Beirut hills for second day. Roadside bombs blast personnel carrier and IDF patrol south of Tyre; IDF patrol comes under light arms fire near Nabatiya.

Military Action:

2 Katyusha rockets fired from Lebanon land near kibbutz Zarit in northern Israel; IDF receives order from Sharon not to cross Marine lines, even in pursuit of Palestinian guerrillas.

Casualties:

Lebanese security forces chief Hisham Shaar says 4 killed in 10 days by IDF reconnaisance by fire.

Israel/ Occupied Territories: Shamir reiterates Israeli rejection of Reagan plan, says only Camp David accords are acceptable; panic selling on Tel Aviv stock market with 40% fall in one week, paper loss of $500 million, following Government announcement of new regulation on mutual trust funds; head of Najah Univ. Student Council says he and other detained student leaders were subject to daily interrogations and beatings during 2 weeks of detention; Mayor Freij, in Cairo, meets with Foreign Minister Kamal Hassan Ali, urges PLO to negotiate with Israel on basis of Reagan plan.

Palestinians/ Lebanese: President Gemayel and representatives of MNF countries discuss ways to stop Israeli provocations against Marines.

US and Other Countries: US officials say Begin's visit to US delayed until agreement on troop withdrawal from Lebanon.

UN: Secretary General Perez de Cuellar, at press conference, says Middle East conflict can be settled through compromise formula of Reagan, Fez and Franco-Egyptian plans, that UN could provide framework for negotiations once a plan is agreed on.

IDF announces 5 Katyusha rocket launchers discovered 3 miles from border in South Lebanon on December 31.

Israel/ Occupied Territories: IDF reservist, member of Yesh Gvul ("There's a Limit"), sentenced to 21 days in military prison for refusing to serve in Ansar; Circassian soldier sentenced to 1 year with 7 months suspended, for refusing to serve in Lebanon; Foreign Minister Shamir confirms direct negotiations with PLO on release of prisoners (held in Vienna between Arieh Eliav and Issam Sartawi beginning in October); official population statistics for 1982 released as 4,055,000 of which 12,000 in Golan, and 689,000 non-Jews, 13,000 immigrants; Druze notables from Aley reported waiting for 2 weeks to see Defense Minister Sharon; Histadrut decides to permit its holding companies to build homes for settlers in occupied territories, although contrary to Labor Party policy, in order to keep jobs for workers, and despite opposition by members of Mapam and Independent Liberal party; military authorities make arrests in Jalazon camp.
