In the West Bank, Israeli settlers assault 2 Palestinian children in Susiya in the Masafer Yatta area. Israeli settlers also assault a Palestinian man with their rifles south of Hebron. Elsewhere, Israeli settlers demolish a tent and uproot 20 olive trees in the Fatih Sidra area of Masafer Yatta. Israeli settlers also ram Palestinian-owned sheep in al-Muarajat, killing and injuring several. Meanwhile, Israeli settlers attack Palestinian shepherds in Shaab al-Butum, forcing them to flee. Israeli forces open fire at a Palestinian vehicle before assaulting Palestinians in the car and seizing it in Tuqu’. Israeli forces also demolish a Palestinian home in Tarqumiyah. 15 Palestinians are arrested during late-night raids in and around Qalqilya, Nablus, Bethlehem, Qalandia refugee camp, and Kharbatha Bani Harith. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Beit Hanun, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 150 people. Israeli forces also shoot and kill 12 people at al-Amal Hospital. An Israeli soldier is killed in combat. In Lebanon, Israeli forces bomb Blida, Hanine, at Tiri, Aitaroun, Naqoura, al-Dhahira, Majdalzon, and Labouneh, killing a person and destroying an ambulance. More than 26,900 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,946 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,387 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,293 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The PA calls for the formation of an international field committee to investigate Israeli crimes in Gaza, referring to the 30 bodies that were found in Beit Lahiya on 1/30 who appear to have been killed and dumped in a mass grave while blindfolded and with their hands tied. (WAFA 1/31)

The UN Security Council meets to discuss the ICJ ruling on provisional measures. PA ambassador to the UN Riyad Mansour says a ceasefire is needed to implement the provisional measures instituted by the ICJ on 1/26. UN under-secretary-general for humanitarian affairs and emergency relief coordination Martin Griffiths calls the relief entering Gaza “grossly inadequate.” UN secretary-general Antonio Guterres calls UNRWA the “backbone of all humanitarian response in Gaza” and iterates his call for countries that have suspended funding for the agency to reverse their decisions. Israeli Channel 12 reports that Mossad director David Barnea briefed the Israeli cabinet on the ceasefire negotiations held over the weekend. Prime Minister Benjamin Netanyahu writes on X that his “red lines” on an agreement are that Israel will not end the war and will not release “thousands of terrorists,” refering to Palestinian prisoners. National Security Minister Itamar Ben-Gvir writes a letter to Netanyahu calling on him to block aid from entering Gaza. South African foreign minister Naledi Pandor says Israel is ignoring the ICJ ruling on provisional measures. The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Ynet reports that Prime Minister Netanyahu told the UN envoys from Malta, Bulgaria, Czechia, Hungary, Romania, Ukraine, Slovenia, and Sierra Leone that UNRWA must be replaced during a meeting in Jerusalem. (AJ, AP, REU 1/31)

Axios reports that U.S. secretary of state Antony Blinken has instructed the State Department to review and present policy options on U.S. and international recognition of a Palestinian state. A senior U.S. official tells Axios that some people in the Biden administration think that recognition of a Palestinian state should be the first step toward ending the Israeli occupation rather than the last. U.S. National Security Council spokesperson John Kirby says the U.S. is looking for an extended pause in fighting in Gaza. State Department spokesperson Matthew Miller says the U.S. has warned Israel about reducing the size of Gaza. (AJ, HA 1/31)

A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. In the West Bank, Israeli settlers a with military escort shot and injured a Palestinian during a raid in Sarra. Israeli settlers also threw stones at Palestinians traveling near Tuqu’, causing damage. Elsewhere, Israeli settlers vandalized 200 olive, grape, and almond trees, water pumps, irrigation pipes, and a water tank in Ein al-Beida. Israeli settlers also assaulted Palestinians during a raid in Susiya. Israeli forces shot and killed 4 Palestinians during raids in Jenin and Qalqilya; during the raid in Jenin, Israeli forces vandalized the memorial of Shireen Abu Akleh and used bulldozers to destroy infrastructure. Israeli forces also shot and injured 19 Palestinians, including at least 1 child, during raids in Jenin, Hebron, Deir Abu Masha’al, Qalqilya, Bethlehem, al-Bireh, and Nablus. Elsewhere, Israeli forces opened fire at Palestinian Red Crescent medics in Tubas. 45 Palestinians were arrested during late-night raids in as-Samu, Dahariya, Dura, Beit Umar, Ni’lin, Kafr Ni’ma, Hizma, Jericho, Aida refugee camp, Dheisheh refugee camp, and Nablus. In East Jerusalem, Israeli forces blocked entrance to the Haram al-Sharif compound and assaulted worshippers. In Gaza, Israeli attacks killed 298 Palestinians, including 125 children. Israeli forces made incursions and fired tank shells at Palestinian infrastructure near Gaza City. At night, all telecommunications were cut off in Gaza; several humanitarian organizations and media outlets said they were unable to reach their people on the ground. The communications blackout started prior to Israel’s ground invasion of Gaza. Hamas said its military wing had repelled Israeli attacks on Beit Hanun and al-Bureij and from a beach in Rafah. Israel said it assassinated Hamas member Madhat Mubashe. Rockets were fired at Israel; no injuries were reported. In Egypt, explosives hit a medical facility in Taba and an electric plant near Nuweiba, lightly injuring 6 people; it was later reported that the explosives came from the south of the Red Sea. The Gaza Ministry of Health said at least 7,326 Palestinians have been killed, including at least 4,000 women and children, and 18,967 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,700 people, including 940 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 108 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,967 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 14 of its staff members have been killed in the last 24 hours, raising the total number of UNRWA staff killed in Israeli attacks to 53. UN secretary-general Antonio Guterres said the monitoring regime for the aid trucks that pass into Gaza via the Rafah crossing was too slow. At least 10 trucks carrying aid entered Gaza. Israel indicted 5 Israeli citizens on charges of inciting terrorism or identifying with Hamas. A total of 24 have been indicated on similar charges since 10/7. (HA 10/27)

The Israeli military released a video illustration claiming al-Shifa Hospital has a vast network of underground facilities. The head of the Government Media Office in Gaza, Salama Marouf, called the illustration “false fabricated allegations.” (AJ, AJ, REU 10/27)

Reuters reported that Israel had told the news agency and Agence France-Presse that as Israel ramps up its attacks on Gaza, it cannot guarantee the safety of the 2 agencies’ journalists. 29 journalists have been killed since 10/7, including 25 Palestinians and 1 Lebanese. (AJ, REU 10/27)

UNRWA commissioner-general Philippe Lazzarini defended the data from the Gaza Ministry of Health, saying it has been reliable in the past “5, 6 cycles of conflict in the Gaza Strip.” U.S. president Joe Biden said on 10/25 that he did not have confidence in the data. (AJ, AJ, REU, WAFA 10/27)

The UN General Assembly voted to adopt a non-binding resolution calling for an immediate humanitarian truce between Israel and Hamas and demanding humanitarian aid access in Gaza. 120 countries voted in favor, 45 abstained, and 14 voted against. Tunisia and Iraq explained their abstentions, saying the resolution did not support Palestine strongly enough. The Washington Post reported that the Biden administration was pushing Israel not to undertake a full ground invasion of Gaza. ABC News reported that the U.S. State Department was not aware that Israel would “expand its ground invasion.” U.S. National Security Council spokesperson John Kirby said the U.S. supports humanitarian pauses if captives held by Hamas were released. Elsewhere, Israeli forces raided Ya’bad, leading to tear-gas related injuries. Israeli forces also damaged and uprooted some 300 olive, grape, and fig trees near Haris. Meanwhile, Israeli forces seized water pipelines in Susiya. 6 Palestinians were arrested during raids in al-‘Awja, Qalqilya, Balata refugee camp, and az-Zubaidat. The group organizing the daily protests at the Gaza fence for the past 2 weeks, The Young Generation Uprising, announced that it had suspended the protests after mediators promised that Israel will halt punitive measures against Palestinian prisoners, the increased Israeli incursions at the Haram al-Sharif compound, and provide relief for residents in Gaza. Haaretz reported that the Israeli Justice Ministry’s pardons department had approached the family of Mohammed Abu Khdeir, who was killed by 3 Israeli settlers in 2014, asking about the family’s stance on reducing the sentence of the 3, 2 of whom were sentenced to life in prison. Abu Khdeir’s father called the request “completely insane.” The 3 settlers abducted Abu Khdeir and burned him alive in forest near Jerusalem. (HA 9/28)

Israeli attorney general Gali Baharav-Miara approved usage of the NSO Pegasus spyware for wiretapping in the Israeli police investigation into the killing of a Palestinian family of 5 in Basmat Tab’un on 9/27. Attorney General Gaharav-Miara also closed an investigation into National Security Minister Itamar Ben-Gvir drawing a gun on a Palestinian security guard in Tel Aviv in 2021, saying it could not be established whether he felt threatened. (HA 9/28)

U.S. senators, led by Jon Ossoff (D-GA), introduced a bill that seeks to strengthen the position of the U.S. security coordinator to Israel and the PA, preventing the position from being downgraded from a general officer and securing $75 million in annual funding for the security coordinator for 5 years. The bill, the Middle East Security Coordination Act of 2023, was co-sponsored by Todd Young (R-IN), James Lankford (R-OK), and Cory Booker (D-NJ). (AX 9/27)

It was reported in Martin Baron’s forthcoming book Collision of Power: Trump, Bezos, and the Washington Post, that former U.S. president Donald Trump wanted to leverage U.S. military aid to Israel to pressure Israel into accepting a peace deal with Palestine but was told he could not since there is not a connection between the two. In the West Bank, PA forces arrested 3 Palestinians in Jenin, leading to gunmen opening fire at a PA office in the city; the 3 Palestinians were released shortly after by the PA. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets and others with tear gas. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. In the West Bank, Israeli settlers threw stones at 2 Palestinian farmers tending their land in Shushahla near Bethlehem. Israeli settlers also attacked Palestinians who were trying to force settlers to leave their land near Susiya. Israeli forces raided a high school east of Qalqilya. Israeli forces also delivered a stop-work order for a water well and seized a drill in al-Khadir. Elsewhere, Israeli forces raided 1 high school in Qalqilya; no arrests were made. 5 Palestinians were arrested during late-night raids in and around Hebron. Axios reported that Israeli officials said Israeli prime minister Benjamin Netanyahu traveled to the Saudi Arabian city Neom to meet with Saudi crown prince Mohammed bin Salman and U.S. secretary of state Mike Pompeo for a secret meeting. Neither side confirmed the meeting, but a public flight radar showed a private plane flying from Tel Aviv to Neom. It was also reported that the director of the Mossad Yossi Cohen took part in the meeting. Earlier in the day, Prime Minister Netanyahu said at a memorial for David Ben-Gurion that U.S. president-elect Joe Biden should not rejoin the Joint Comprehensive Plan of Action. In the West Bank, Israeli settlers attacked 1 Palestinian man working his land in Huwwara; he was treated at a hospital for his injuries. Israeli settlers also threw stones at vehicles travelling near Nablus, causing damage to 1 car. Israeli forces shot and injured 1 Palestinian worker seeking to enter Israel via the separation wall near Far‘un. Israeli forces also seized 2 residential tents near Yatta, displacing 10 people. Elsewhere, in Susiya, Israeli forces seized 3 tents, a generator, and a concreate mixer, and demolished 1 tin structure. Israeli forces also razed 2 dunams (0.5 acres) of Palestinian-owned agricultural land and uprooted some 100 olive trees in near Bethlehem. 6 Palestinians were arrested, including 5 during late-night raids in and around Qalqilya and Yatta, and 1 at a checkpoint west of Nablus. In East Jerusalem, Israeli forces demolished 3 apartments in Silwan, displacing 25 people. 2 Palestinian families also demolished their own homes to avoid exorbitant Israeli demolition fees in Shaykh Jarrah. In Gaza, Israel closed the Kerem Shalom crossing, mainly used for commercial goods, citing fires from incendiary balloons as the reason. In the West Bank, Israeli settlers and Israeli forces clashed with Palestinians after Israeli settlers set up a tent and caravan near Dayr Sharif. Israeli forces destroyed an irrigation system in Jiftlik, demolished 1 residential structure in Susiya, and seized 1 concrete mixing pump in Yatta. 23 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Nablus, Qalqilya, and Shu‘fat. In Gaza, Israel fired missiles at Bayt Lahiya causing damage after alleging that incendiary balloons from Gaza caused damage in Israel. In the West Bank, 1 PA police officer was killed and 6 others wounded when Israeli forces conducted night raids in Jenin, according to Israeli officials. The PA police officer did not pose a threat to Israeli soldiers. Another Palestinian from Jenin was killed and 7 others injured by Israeli forces during protests against a punitive demolition of the family home of an alleged attacker. Separately, Israeli forces delivered a stop-work order for a school in Susiya and demolished part of an agricultural structure south of Hebron. In the West Bank, Israeli forces demolished a home in Kobar village of a Palestinian convicted of wounding 7 Israeli settlers, leading to the death of an unborn baby. Israeli forces also seized several thousands of dollars allegedly meant for terror activities in Hebron. In late-night raids, Israeli forces arrested 21 Palestinians in and around Bethlehem, Hebron, Ramallah, and Qalqilya. The raid in Qalqilya led to clashes between Israeli soldiers and local residents seeking to block their passage. In Hebron, Israeli soldiers assaulted a Palestinian construction worker. In the West Bank village of Hizma, Israeli forces shot and injured a 13-year-old Palestinian using live ammunition during clashes when Israeli forces sealed off the entrance to the village. Israeli forces also demolished 3 agricultural structures and delivered dozens of demolition notices during their raid. Israeli forces also demolished a residential tent in Susiya near Hebron, displacing 10 Palestinians. Israeli authorities confiscated dozens of acres of Palestinian-owned agricultural land for a nature reserve south of Nablus. In East Jerusalem, the Israeli supreme court rejected Palestinian families’ appeal to protect 60 buildings in East Jerusalem from demolition. Some 500 families live in the 60 residential structures. The Jerusalem District Court denied a petition by Human Rights Watch director for Israel and Palestine Omar Shakir to reverse his pending deportation. After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias.
