In the West Bank, Israeli settlers started building structures on Palestinian land near ‘Ayn al-Auja. Israeli settlers also threw stones at Palestinian vehicles driving in Turmus ‘Ayya, injuring 1 minor. Israeli forces demolished 1 house under construction in Khirbet Ma‘in, displacing 8, including 6 minors. Israeli forces also seized 3 agricultural tents in Ras al-Tin, 1 bulldozer in Deir Balut, and 1 residential structure in ‘Ayn Samia, displacing 8, including 6 minors. Elsewhere, Israeli forces razed 500 meters of newly paved road and placed 7 dirt mounds on the road near ‘Asirah al-Shamaliyah. 7 Palestinians were arrested during late-night raids in Beitunia, al-Mughayyir, al-Bireh, Biddu, Bethlehem, Jaba‘, and Qalqilya. In East Jerusalem, Israeli forces demolished 3 buildings, displacing 6 Palestinians in Wadi Hummus. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces made incursions and leveled land east of Gaza City. In West Jerusalem, 5 Israelis attacked 1 Palestinian man after hearing him speaking Arabic at the site of the Mamilla Cemetery, which now serves as a park; the man suffered multiple fractures and was treated at Hadassah Hospital for his injuries. PA president Mahmoud Abbas met with Russian President Vladimir Putin in Sochi, Russia. Members of Fatah said that President Abbas was seeking more Russian involvement in the peace process as part of his push to move from U.S. mediation to international conferences. (MEMO, WAFA 11/23; ALM 11/24)

The Jerusalem Media and Communications Center released a survey conducted in October with 715 participants from the West Bank and East Jerusalem and 485 from Gaza. The survey found that support for a 2-state solution had dropped from 39% in April to 29% and support for a 1-state solution had increased from 21.5% to 26%. A large discreptency was found between the West Bank and Gaza. In the West Bank, 30% supported a 1-state solution—more than the support of a 2-state solution—while in Gaza, 20% supported a 1-state solution and 38%, a 2-state solution. The survey also found 70% of respondents wanted a new date for general elections and 42% said that they did not plan to participate. 34% would vote for Fatah at PLC elections (highest among Palestinians in Gaza), 10% for Hamas, and some 34% said that they would not vote. Israel’s president Isaac Herzog met with UK prime minister Boris Johnson in London. During their meeting, Prime Minister Johnson said that the UK’s decision to designate all of Hamas as a terrorist organization “was a difficult and controversial decision,” but right. (HA 11/23)

The tech company Apple said it had filed a lawsuit against NSO Group and its parent company OSY Technologies for its hacking of Apple users’ phones with the Pegasus software. The German Development Bank signed an agreement worth $11.2 to support infrastructure projects in the West Bank. (WAFA 11/23)

Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. They arrest 18 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, Nablus, and Bethlehem; and patrol near Nablus, Jenin, Qalqilya, and Salfit. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. A senior Hamas military cmdr. is seriously injured in an explosion at a “resistance site” in s. Gaza, according to the Gaza-based Ministry of Health. He succumbs to his injuries later in the day. Along Gaza’s border, IDF troops violently disperse Palestinians protesting the Israeli blockade nr. Jabaliya; 1 Palestinian is moderately injured. In the West Bank, IDF troops assault 2 Palestinians and confiscate a tractor during a raid nr. Nablus. They also arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Hebron. Israeli forces bulldoze Palestinian land and establish a mobile checkpoint nr. Jenin. The Higher Planning Council of Israel’s Civil Admin. meets for a 2d day in a row to discuss and debate plans for settlement growth in the West Bank. Over the course of 2 days, the council advances plans for more than 2,000 new settler units, including 102 in Amichai, the new settlement that will house residents of the illegal Amona outpost, which was demolished earlier this year (see JPS 46 [3, 4]). Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.) The U.S. says that “we have repeatedly told the government of Syria that it is on the wrong side in the war on terror and that it must stop harboring terrorists.” Bush phones Sharon after the attack on Syria, expresses condolences on the 10/4 bombing, agrees with Sharon on “the need to continue fighting terrorism,” does not criticize Israel’s strike. The IDF completes an inquiry into the fatal shooting of 12-yr.-old Muhammad al-Dura in Gaza on 9/30, concluding that it was "quite plausible" that he was killed by PA gunfire.
