In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Israeli forces violently dispersed Palestinians in Hebron, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with rubber-coated bullets and others with tear gas. Meanwhile, Israeli forces seized 1 tractor in Masafer Yatta. 5 Palestinians were arrested during late-night raids in Arrabah, Silat ad-Dhahr, Jenin, and Burqa; Israeli forces seized 1 car during the raid in Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, injuring several journalists covering the event by physical assault, including 1 AP journalist; AP condemned the Israeli forces’ attack on its employee. 5 Palestinians were arrested during late-night raids in the Old City. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. The 7 countries voting against the resolution were Israel, Canada, the U.S., the Marshall Islands, Micronesia, Nauru, and Palau. (WAFA, WAFA 12/17; WAFA 12/18)

In the West Bank, Israeli forces prevented Palestinians from accessing a playground in Susiya because Israeli settlers were using the playground in their village. The Israeli settlers have been protesting the renovation of the playground, which reopened in September. Israeli settlers also attacked Palestinians in Burin, causing fractures to 1 and bruises to 2 others. Elsewhere, Israeli settlers raided Palestinians harvesting olives in Tuqu‘ before being repelled by local Palestinians. Israeli forces forced Palestinians harvesting olives to leave their lands in Qaryut. 3 Palestinians were arrested at flying checkpoints in Qatanna and Dayr Abu Da‘if. In Jerusalem, Israeli right-wing activists from the Lehava organization attacked Palestinians at a gas station, forcing them to barricade themselves. Israeli police removed the Israelis, but they returned 1 hour later to threaten the Palestinians at the gas station. Israeli police arrested 21 Israeli right-wing activists who partook in a protest against the Israeli forces’ decision to follow Israeli settlers who had attacked Palestinians, leading to the death of 1 Israeli settler when his car overturned on 12/21/2020. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen some 2 nautical miles from the coast; no injuries were reported. Israeli prime minister Naftali Bennett and foreign minister Yair Lapid both reiterated their opposition to the reopening of the U.S. consulate to Palestinians in Jerusalem during a joint press conference. Prime Minister Bennett said, “[there] is no place for an American consulate that serves the Palestinians in Jerusalem, Jerusalem is the capital of the State of Israel only.” Foreign Minister Lapid said, “if the Americans want to open a consulate in Ramallah, we have no problem with that . . . Sovereignty in Jerusalem belongs to one country alone, the State of Israel.” Lapid’s aides later clarified that Lapid did not mean a consulate in Ramallah but a liaison’s office. PA civil affairs minister Hussein al-Sheikh later said in a tweet on 11/7 that Bennett is trying to challenge the U.S. on its promise to reopen the consulate in Jerusalem. In the West Bank, Israeli settlers stole harvesting equipment in Qaryut and tried to steal olive crops before being chased away by Palestinians. Israeli forces razed 10 dunams of agricultural land in Wadi Rahal. 18 Palestinians were arrested during late-night raids in Iskaka, Silwad, Ein Yabrud, Jalbun, Hebron, and Atuf. Israeli prime minister Naftali Bennett ordered 2 companies of Israeli “Border Police” soldiers to be deployed to fight violence in Palestinian populated areas of Israel. The decision follows debates among Israeli politicians on how to address the many killings in Palestinian-majority towns and villages, which has so far reached 102 in 2021. (HA 10/20)

Israeli authorities said that it had increased the number of work permits for Palestinians in Gaza, from 7,000 to 10,000, starting on 10/21. (ALM, AP, HA 10/20; HA 10/21)

An Israeli military court allowed the publication of a 2016 conviction of an Israeli civil administrations major who was sentenced to 11 years in prison for raping 1 Palestinian woman and for receiving a bribe of a sexual nature. Axios reported that U.S. national security advisor Jake Sullivan discussed the possibility of normalizing relations between Saudi Arabia and Israel during a meeting with Saudi crown prince Muhammad bin Salman in Neom, Saudi Arabia, on 9/27. According to Axios, 3 U.S. and Arab sources said Crown Prince bin Salman did not immediately reject the idea. It was unclear what the U.S. administration is offering Saudi Arabia for a normalization deal with Israel. The U.S., during the Trump administration, made big concessions to the UAE and Morocco in exchange for their normalization with Israel, including sales of advanced weaponry to the UAE and recognition of Moroccan sovereignty over Western Sahara to Morocco. The Saudi-led Arab Peace Initiative from 2002 laid out the parameters under which Saudi Arabia will normalize ties with Israel. (AX, HA 10/20)

In the West Bank, Israeli settlers from the Yitzhar settlement raided ‘Asira al-Qibliya but were repelled by locals before causing any damages. Israeli forces shot and killed 4 Palestinians during a late-night house raid in Jenin refugee camp; 3 others were injured by live ammunition. PA presidential spokesperson Nabil Abu Rudeineh condemned the killings and called on the international community to intervene. Israeli forces also shot and injured 3 Palestinians using live ammunition during a raid in Tammun. Elsewhere, Israeli forces also seized solar panels in Baziq and Yarzeh, demolished 1 room in Deir Balut, razed 1 road in Atuf, and uprooted olive trees in Bardala. Israeli forces also delivered stop-work orders for 2 houses and 1 agricultural structure in Masafer Yatta and a warehouse in Haris. Israel said it had arrested 1 armed Palestinian man dressed as an Israeli soldier near Qaryut. 7 others were arrested during late-night raids in and around Qusra, Kafr Qallil, Abu Nujaym, Aida refugee camp, and Hebron. Hamas’s political leader Ismail Haniyeh congratulated the Taliban on taking over most of Afghanistan as the organization entered Kabul after the U.S. removed most of its forces. Israeli settlers also attacked employees of the Palestinian Land Settlement Authority in Umm al-Shaqhan and stole 1 GPS device. Meanwhile, Israeli settlers attacked 1 Palestinian man working on his house near Qaryut. In East Jerusalem, 1 Palestinian demolished a structure added to his house in 2011 in Beit Safafa. 2 Palestinians were arrested in the Old City. In the West Bank, Israeli settlers left the Evyatar settlement outpost after agreeing to a compromise made with the Israeli government on 7/1 in which Israel will establish an army post on the land and re-examine if it can be used as an Israeli-approved settlement. Israeli settlers also attacked 2 Palestinians with sticks and stones in the Masafer Yatta area, causing injuries. Elsewhere, Israeli settlers uprooted 80 fig, almond, and grape seedlings in Qaryut. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 135 with rubber-coated bullets and tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Salfit, leading to 2 injuries from rubber-coated bullets in Salfit. 4 Palestinians were arrested during raids in and around Dura, Hebron, Tulkarm, and Qiffin. Israeli forces shot and injured 2 Palestinians and arrested 1 other in Jalazun refugee camp near the Beit El settlement; Israeli forces claimed the 3 men were planning to throw Molotov cocktails at settler homes. Israeli forces also raided Bayt Dajan, leading to clashes; no injuries were reported. Elsewhere, Israeli forces demolished 3 agricultural structures in Bayt Ta‘mir. Israeli forces also seized some 100 Palestinian-owned sheep near Yatta, claiming they had entered a restricted area. Palestinian farmers were stuck in the “seam zone” for 3 hours waiting for Israeli forces to open a gate after they had tended their land, on the other side of the separation barrier from their homes near Salfit. 13 Palestinians were arrested during raids in and around Yatta, Bayt Umar, Birzeit, Tulkarm, Anabta, and Ya‘bad. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan and 1 Palestinian demolished his own restaurant in Jabal Mukabir. 4 Palestinians were arrested during raids in Silwan and Shu‘fat refugee camp. 19 Democrats in the U.S. house of representatives sent a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines for all Palestinians in the occupied territories, citing international law. The letter was written by Mark Pocan (D-WI) and André Carson (D-IN). 5 senators wrote a similar letter to Secretary Blinken on 3/12. (HILL 3/15)

In the West Bank, Israeli prime minister Benjamin Netanyahu, accompanied by Israeli settlers, toured Susiya, closing off the town and surrounding area to Palestinians. Israeli authorities approved seizure of a tract of Palestinian-owned land in Husan and Nahalin for settlement expansion. Israeli forces shot and injured 1 Palestinian during a raid in Hizma. Israeli forces also assaulted 1 Palestinian in Kafr Haris; Israeli forces said they thought the man intended to stab someone in a nearby settlement but did not arrest him after talking to his employer who confirmed he was waiting to get picked up. Elsewhere, Israeli forces raided Qaryut, leading to tear-gas related injuries and 1 Palestinian Red Crescent vehicle was vandalized by Israeli forces. 11 Palestinians were arrested, including 10 during raids in and around Yatta, Bayt Umar, Tuqu‘, Marda, and Hizma; 1 was arrested at a checkpoint south of Jenin. Kosovo opened its embassy to Israel in Jerusalem. Kosovo promised to open an embassy in Jerusalem as part of a normalization agreement between the U.S., Israel, and Kosovo on 9/4/2020, where the latter received financial incentives and recognition of the country. In the West Bank, the Israeli military said that 1 Palestinian tried to ram a group of soldiers at a checkpoint near Ya‘bad and that a gun fell from the car as it passed the soldiers; no injuries were reported. 1 Israeli settler struck an Israeli soldier near the Kedumim settlement. Israeli settlers also threw stones at Palestinian vehicles on the Nablus-Ramallah and Qalqilya-Nablus roads, damaging some; no injuries were reported. PA president Mahmoud Abbas met with the head of the Palestinian Central Election Commission Hanna Nasser to discuss dates for general Palestinian elections. President Abbas said a date would be set no later than 1/20. (WAFA 1/9)

Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 29th Saturday in a row in Jerusalem. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (AJ, WAFA 1/10)

The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara.
