PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking minor clashes with Palestinian youths; there are no serious injuries. They also arrest 5 Palestinians during raids in Silwan. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp on 2 separate occasions, causing no damage or injuries. The PA releases Youth Against Settlement founder Issa Amro on $1,400 bail. He was arrested on 9/4 for Facebook posts criticizing the PA. (AJ, MNA 9/10)

In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

In the West Bank, the IDF seals all the entrances to Beita nr. Nablus, sparking clashes in the village for a 2d day in a row; 1 Palestinian is injured. Residents of Beita later gather for more demonstrations in solidarity with the 1,500-plus prisoners on hunger strike since 4/ 17. The IDF violently disperses them again, as well as breaking up a similar protest in c. Bethlehem; there are no serious injuries. IDF troops confiscate a bulldozer nr. Jericho; arrest 3 Palestinians and issue 2 arrest summons during late-night raids nr. Bethlehem and Hebron; and patrol nr. Hebron, Qalqilya, and Ramallah. The IDF violently disperses Palestinian protesters demonstrating against the occupation and in solidarity with the prisoners on hunger strike in Kafr Qaddum nr. Qalqilya and s. of Bethlehem (1 Palestinian is injured and 2 are arrested). In East Jerusalem, Israeli forces arrest 1 Palestinian during a late-night raid nr. the Old City. Hamas elects senior official Ismail Haniyeh to replace Khalid Mishal as the head of its political bureau. “We are all certain that the new leadership will lead the organization wisely for the benefit of the Palestinian people,” Mishal says. Haniyeh was widely seen as the frontrunner to replace Mishal after it became clear earlier this year that Mishal intended to step down. (HA, MNA, NYT, TOI 5/6)

A Hamas fighter dies in a tunnel accident in Gaza in the morning. Later, the Palestinian Information Center reports that a 2d Palestinian, a civilian laborer, died in a tunnel today. Reportedly the worker died when Egyptian authorities flooded the tunnel. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no injuries or damage. In the West Bank, Israeli forces close entrances to a number of villages nr. Bethlehem with mounds of earth and cement blocks (they will reopen the villages on 2/20). The IDF also assaults a Palestinian s. of Hebron. He suffers memory loss, and cannot recall the details of the attack. IDF troops arrest 2 Palestinians during raids nr. Jericho and Hebron, and patrol nr. Hebron and Nablus. In East Jerusalem, around a dozen right-wing Jewish activists tour Haram al-Sharif. Their security escort arrests 2 Islamic Waqf employees. A Hamas official confirms that Yahya Sinwar, a senior military official, has been chosen to lead the group in Gaza, replacing Ismail Haniyeh, who is angling to replace Khalid Mishal as the overall head of Hamas. (AJ, HA, NYT, TOI, YA 2/13)
