Israeli forces also raid Dayr Sharaf, uprooting paved roads and water pipelines. Elsewhere, Israeli forces demolish a house under construction in Umm al-Rihan. Israeli forces also seize a concrete pump in ‘Anin. More than 32,975 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,577 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,760 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. 6 Israeli intelligence officers tell +972 Magazine and Local Call that Israel is using an AI program called Lavender to mark Palestinians and their homes as bombing targets on the basis that they are suspected members of Hamas or Islamic Jihad. According to the sources, 37,000 Palestinians have been marked as suspected militants. The report says that human analysts would spend on average 20 seconds evaluating the targets picked by Lavender, to make sure the target is male, before giving authorization. The reporting also says that a different AI system called Where’s Daddy would track targets to make sure they were at the family residence before an airstrike is conducted and that Israel permits 15-20 civilians to be killed for every junior member of Hamas and Islamic Jihad killed, while it has given authorization for the killing of more than 100 civilians to kill a commander. In November, the 2 news outlets revealed that Israel’s military uses an AI program called Gospel to mark buildings that are then attacked. (+972, AJ, HA 4/3; AJ, REU 4/4)

World Central Kitchen (WCK) founder Jose Andres tells Reuters that the Israeli attack that killed 7 WCK aid workers on 4/1 was systematic and not an accident. Andres says WCK had clear communications with the Israeli military which knew of the aid workers’ movements, saying “[e]ven if we were not in coordination with the [Israeli military], no democratic country and no military can be targeting civilians and humanitarians.” (AJ, AX, HA, REU 4/3)

At the UN Security council, the U.S., UK, and France oppose a Russian-drafted statement condemning Israel’s attack on the Iranian consulate building in Damascus on 4/1. UN General Assembly president Dennis Francis tweets that he is outraged by the Israeli killing of World Central Kitchen aid workers on 4/1 and expresses deep concern over the risk of an escalation after the Israeli attack on the Iranian consulate. Polish deputy foreign minister Andrzej Szejna summons the Israeli ambassador, saying he wants “to talk to the ambassador about the new situation in Polish-Israeli relations and about the moral, political, and financial responsibility for the event that recently took place in the Gaza Strip,” referring to the killing of 7 aid workers on 4/1, including a Polish national. In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. Israeli forces also demolish 6 commercial structures in al-‘Awja and issue a stop-work notice for a home in Deir Balut. Elsewhere, Israeli forces seize a tractor in Qarawat Bani Hassan. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, a Palestinian man succumbed to injuries sustained during the airstrikes on Tulkarm refugee camp on 11/17. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound from Wadi al-Juz, causing injuries from beatings and tear gas. Israeli forces also raided the homes of 3 Palestinian prisoners in Jabel Mukaber and Bayt Hanina, warning their families not to celebrate their release. In Gaza, before the ceasefire took effect (see below), Israeli forces raided the Indonesian Hospital, killing a wounded woman and injuring 3 others after shelling and destroying the first floor of the hospital. Israeli forces also bombed Nuseirat refugee camp, killing at least 27 people. After the ceasefire took effect, Israeli forces shot and killed 2 Palestinians and wounded 15 others who were trying to return to northern Gaza from the south. Israel said it would not allow Palestinians to return to the north. Israel also said it had completed its operation at al-Shifa Hospital, claiming it had destroyed tunnels. It was also reported that Israeli forces destroyed oxygen pipes and generators at the hospital. Rockets were fired at Israel prior to the ceasefire; no injuries were reported. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 2 ambulances, 4 trucks carrying diesel, 4 trucks carrying cooking oil, and 137 trucks carrying aid entered Gaza via the Rafah crossing. The UN delivered flour to 2 UNRWA facilities in the north of Gaza, the first delivery of aid the north in more than 1 month. 40 people were evacuated from al-Ahli Baptist Hospital in Gaza City to a hospital in Khan Yunis. Al-Ahli started to admit new patients despite a lack of electricity and essential hospital supplies. Fewer than 400 people fled the northern part of Gaza to the south. 44 wounded Palestinians and their companions were evacuated to Egypt. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. U.S. president Joe Biden welcomed the release of the 24 captives from Gaza, saying that there was a chance that the temporary ceasefire could facilitate a longer ceasefire. (NYT 11/24)

European Commission president Ursula von der Leyen said at a press conference with Canadian prime minister Justin Trudeau that there should be no forced displacement from occupied Palestine and that a reformed PA should govern Gaza and the West Bank. An Israeli-owned cargo ship was attacked by a drone in the northern part of the Indian Ocean before the ceasefire agreement was implemented. The attack, which caused minor damage, was attributed to Iran by several media outlets. (AJ, AJ, HA, HA, REU 11/25)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. At least 2,260 people were buried in rubble, including 1,270 children. 151 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. Rockets were fired at Israel, causing damage. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Israeli forces also violently dispersed Palestinians, injuring 8 with live ammunition in Nablus. Elsewhere, Israeli forces assaulted an ambulance driver near al-Arroub refugee camp, causing a fractured arm and bruises. Israeli forces arrested Palestinian Legislative Council speaker Aziz Dweik during a raid. 115 others were arrested during raids in and around Hebron, Ramallah, Bethlehem, and Nablus, including 50 Palestinians from Gaza who were employed in Israel before being expelled to the West Bank. The Prisoners and Ex-Prisoners’ Affairs Authority said Israel has arrested 680 Palestinians in the West Bank and East Jerusalem since 10/7. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Lebanon, Israeli forces attacked targets north of the Blue Line. Hezbollah said it fired an anti-tank missile at a vehicle in Metula; 3 were reportedly injured. Israel said it killed 4 people who had entered Israel from Lebanon. 4 were also killed in an Israeli airstrike west of Yarine. In Jordan, protesters attempted to storm the Israeli embassy in Amman. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 61 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 13 children. More than 1,230 had been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,229 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. The Committee to Protect Journalists said 13 Palestinian, 3 Israeli, and 1 Lebanese journalist have been killed in attacks relating to the Israel-Hamas war since 10/7. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. The UAE and Russia called a meeting of the UN Security Council on 10/18 on the attack on the hospital. U.S. Defense Department spokesperson Sabrina Singh said in response to questions about the incident that Hamas puts “their command and control units inside hospitals,” adding the U.S. does not know who the perpetrator was. Biden said he spoke to Prime Minister Netanyahu and that his national security team will gather information about the incident. The PA foreign ministry accused Israel of ethnic cleansing and genocide aimed at removing all Palestinians from Gaza. Military spokesperson Hagari ruled out a ceasefire, saying Israel continues to “prepare for the next stages of war.” Foreign Minister Eli Cohen said the Israeli campaign would take several months. The Israeli military also said that it could not confirm that white phosphorus was used in attacks on Gaza but maintained that it would not be “unlawful” in certain situations. Israeli police commissioner Kobi Shabtai said, “[w]hoever wants to become an Israeli citizen, welcome. Anyone who wants to identify with Gaza is welcome. After the Israeli airstrike on al-Ahli Arab Hospital, President Abbas traveled back from Amman to Ramallah to hold an emergency meeting. In a speech Abbas called the airstrike a heinous crime and declared 3 days of mourning. Earlier in the day Abbas met with U.S. secretary of state Antony Blinken in Amman. Blinken later called Abbas to offer condolences on the massacre at al-Ahli Arab Hospital. PA envoy to the UN Riyad Mansour called on the UN Security Council to intervene by demanding a ceasefire. The Knesset National Security Committee approved legislation allowing Israeli prisons to admit new inmates above their legal capacity, which would worsen conditions for Palestinian prisoners. Since 10/7, family visits have been suspended, public phones have been blocked, and all electrical devices have been cut off from power. The Hadassah University Hospital refused to treat a Palestinian militant captured by Israel, saying it would “offend national feelings.” (HA, HA 10/17)

The U.S. announced that President Biden will visit Israel on 10/18. The New York Times reported that Biden’s visit will postpone Israel’s planned ground operation in Gaza by at least 24 hours. The Times also reported that Israel has asked the U.S. for $10 billion in emergency aid. Secretary of State Blinken said the announcement was made after Prime Minister Netanyahu committed to allowing aid to enter Gaza and to establishing safe zones at an 8-hour long meeting of the Israeli war cabinet that Blinken attended. New York governor Kathy Hochul said she will visit Israel. Biden also said he will visit Jordan. Senate majority leader Chuck Schumer said he would push through an emergency aid package to Israel “as quickly as possible.” 6 Republican senators introduced legislation to end all U.S. funding for UNRWA. King Abdullah II said Jordan and Egypt would not take in Palestinian refugees from Gaza, calling it a red line. Abdullah II also met with German chancellor Olaf Scholz in Berlin. Scholz warned Hezbollah and Iran to stay out of the Hamas-Israel war. Scholz later traveled to Israel where he met with Prime Minister Netanyahu, invoking the German genocide of the Jewish people as a reason for Germany to “ensure Israel’s existence and security.” Lebanese foreign minister Abdallah Bou Habib said Israel was “pouring oil on fire” at the Lebanese border. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Facebook said it had broken up a hacker network used by the PA’s intelligence service to spy on journalists, human rights activists, and government critics. UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. Turkish president Recep Tayyip Erdoğan said that Turkey is considering suspending its diplomatic ties with the UAE in light of the UAE’s decision to establish ties with Israel. Oman called the UAE’s decision “historic.” (HA, REU, WAFA 8/14; AJ 8/15)

U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries.
