In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. The Palestinian Central Elections Commission also warned that its website could have been hacked and asked Palestinians to verify their data and report anything unusual. (PCHR 2/18; HA 2/21)

Israel extended its ban of inbound and outbound flights until 3/6 to avoid the spread of COVID-19 mutations from other countries. (HA, JP 2/18)

Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. In the West Bank, Israeli settlers attacked 1 Palestinian child outside of her home in Madama and threw stones at her family’s house; she was hospitalized for her injuries. Israeli forces demolished 1 school and 1 mosque under construction in the Masafer Yatta area and 11 vending stalls in ‘Anin. Israeli forces also prevented maintenance work to be carried out in al-Ibrahimi Mosque. 1 Palestinian was arrested during a late-night raid in Bethlehem. In East Jerusalem, 4 Palestinians were arrested in the Old City and Jabal Mukabir. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. The Israeli higher planning committee gave the final approval for 365 new settler units and preliminary approval for 415 other settler units in the West Bank as promised by Israeli prime minister Benjamin Netanyahu on 1/11. The decision drew condemnation from the PA, EU, UN, and several Arab countries. PA prime minister Mohammed Shtayyeh said he hoped that U.S. president-elect Joe Biden would work toward curbing Israeli settlement activities. Israeli defense minister Benny Gantz said that Prime Minister Netanyahu tried to stop Gantz’s approval of a small number of Palestinian construction projects in the West Bank. The Israeli minster of education Yoav Gallant instructed his ministry to ban schools from hosting representatives from organizations that “treat the IDF soldiers with contempt and call Israel an apartheid state.” Members of the Knesset have complained about B’Tselem director Hagai El-Ad’s access to speak to high school students. In the West Bank, Israeli settlers set up 1 tent and 1 water tank on Palestinian-owned land east of Ramallah. Israeli settlers with military escort also toured Sabastiyya, closing off parts of the town to Palestinians. Elsewhere, Israeli settlers razed a tract of land near Awarta. 7 Palestinians were arrested, including 1 who was shot and injured by Israeli forces while near Bani Na‘im, and 6 others during raids in and around Salfit, Tuqu‘, Bethlehem, Qalqilya, and Jenin; during the raid in Salfit, 2 Palestinians were assaulted and 1 car was damaged. A new Federal Registration Notice by the U.S. Customs and Border Protection said that all products from Area C of the West Bank must be labelled as originating in Israel, while goods from Areas A and B must be labelled “product of West Bank.” The change was, according to the notice, made to reflect the “guidance from the U.S. Department of State that the country of origin marking requirements for goods produced in certain areas of the West Bank be updated to reflect the fact that producers in these areas operate within the economic and administrative framework of Israel.” (HA 12/23; WAFA 12/24; WAFA 12/26)

The EU contributed $22.5 million and Spain $1.22 million to the PA Ministry of Social Development for the distribution of cash aid to 115,000 vulnerable families in the West Bank and Gaza. (WAFA 12/23)

In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli forces notified Palestinian residents near Kisan that it will confiscate 200 dunams (49.5 acres) of Palestinian-owned land, and 1 Palestinian was handed a demolition notice for 1 barn in Kisan. 1 Palestinian BDS activist, who was arrested on 7/30, was remanded for 15 days by an Israeli military court near Jenin. 6 Palestinians were arrested during house raids in and around Nablus and Hebron; during the raids in Nablus, 1 Palestinian was injured by live ammunition and 2 others suffered injuries from broken glass as a result of the gunfire. In East Jerusalem, 2 Palestinian families started demolishing their own homes in Silwan and Jabal Mukabir to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in the Old City, Shu‘fat, Issawiyya, and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within the allowed fishing area northwest of Khan Yunis; no injuries were reported. In the West Bank, 4 Palestinians were arrested at the Allenby border crossing for attempting to smuggle some 100 goldfinch birds to Hebron. Another 3 Palestinians were arrested during late-night raids in and around Jenin. 1 Palestinian was arrested in al-‘Arub refugee camp. In East Jerusalem, 1 Palestinian was arrested in the Old City. In the West Bank, Israeli forces demolished a water tank for irrigation near Bardala in the Jordan Valley. 4 Palestinians were arrested by Israeli forces, 3 during late-night raids in and around Hebron, Bethlehem, and Jericho. 1 was arrested at a flying checkpoint by Ni‘lin. In East Jerusalem, Israeli forces raided a stadium in the Old City where a soccer tournament was about to start. During the raid, several Palestinians sustained injuries. Israel’s Public Security Minister Gilad Erdan had signed the order to stop the tournament, stating “The event will be held on behalf of and/or is sponsored by the Palestinian Authority.” Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from the coast. In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hospitalized after being shot in his mouth by a rubber-coated bullet. Israeli forces also violently dispersed Palestinians protesting in Ni‘lin village. Elsewhere in the West Bank, Israeli settlers threw stones at Palestinians driving on Route 60 near Burqa; no injuries were reported. Parts of Route 60 south of Bethlehem were closed for a marathon arranged by Israeli settlers. An Israeli settler critically injured a 15-year-old Palestinian by ramming into him with his car by Tuwanah near Hebron. Palestinians were detained at a flying checkpoint east of Jenin. In East Jerusalem, 3 Palestinians were arrested: 1 during a late-night raid in the Old City of Jerusalem and 2 at Haram al-Sharif. In Gaza, 1 Palestinian was critically wounded by an Israeli sniper using live ammunition during the weekly Great March of Return protest. A new settler bypass road in the Nablus district of the West Bank was approved for construction by the Israeli Ministry of Defense. The road will bypass the Palestinian town Huwwara and parts of the road will be built on Palestinian-owned land previously seized by Israel. (MNA 4/5)

The South African foreign minister Lindiwe Sisulu announced that South Africa would not reinstate its ambassador to Israel who was recalled in 2018 due to Israel’s lethal response to the Great March of Return. (HA 4/6)

After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and the Old City. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Gaza City, Rafah, Khan Yunis, Jabaliya refugee camp, and al-Bureij refugee camp; at least 17 Palestinians are injured. In East Jerusalem, the Israeli authorities order a Palestinian restaurant in the Old City to close for 10 days as punishment for hiring a West Bank resident who did not have permission to enter East Jerusalem. In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes sparked by a raid in Balata refugee camp near Nablus. They also patrol near Hebron, Salfit, and Tulkarm. Texas comptroller of public accounts Glenn Hegar places the U.S.-based home-sharing company Airbnb on Texas’s “List of Companies that Boycott Israel,” triggering a suspension of all state dealings with the company. The move is reportedly an implementation of the law Texas passed in 2017 barring state contracts with companies that boycott Israel. (HA, JTA 3/4)

In the West Bank, IDF troops conduct raids in al-‘Arub refugee camp near Hebron, sparking clashes with stone-throwing residents of the area; there are no serious injuries. In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. Haaretz reports that 2 U.S. police departments have backed out of a program involving skill-sharing and cooperation with Israeli police officers, following pressure from Palestinian solidarity activists in their communities. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids in and around Nablus and Hebron; and patrol near Nablus and Hebron. In East Jerusalem, Israeli forces arrest a Palestinian suspected of planning to carry out an attack on Israelis after a car chase through the city. They also forcibly remove several Coptic priests from an entrance to the Church of the Holy Sepulchre in the Old City. The priests were holding a sit-in protest against some recent Israel-led restoration work on a contested part of the church. Several of the priests suffer minor injuries. Meanwhile, approximately 326 right-wing Jewish activists tour Haram al-Sharif throughout the day to commemorate Yom Kippur. Israeli police assault and injure 7 Palestinians and arrest at least 5 others amid the ensuing confrontations at the sanctuary. An Israeli tank then shells a Hamas post near Gaza City for the second time today, causing damage. In the West Bank, IDF troops arrest a Palestinian activist at Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition. While no Israeli official has confirmed the terms of the 7/20 cease-fire on the record, a senior Israeli official says that Hamas offered to put a stop to “the fire terror” and the “terror at the fence” in exchange for an end to the air strikes, contradicting a Hamas official’s depiction of the deal on 7/20. “Hamas suffered a serious blow yesterday, and requested a cease-fire via Egypt, while promising to stop the arson terror and terror at the border fence,” the official says. “If Hamas violates the truce they will pay an even heavier price.” Later, Hamas officials say that they will not work to stop the incendiary kite and balloon attacks until Israel lifts restrictions on Gaza. Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. While the Israeli authorities ramp up their crackdown, thousands of Palestinians visit Haram al-Sharif on the 3d Friday of Ramadan, and Israeli police deploy additional battalions throughout East Jerusalem. IDF troops shoot and injure 2 Palestinian youths attempting to cross into Jerusalem from Bethlehem to pray at the sanctuary. Separately, IDF troops also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr.
