Amid escalating tensions in East Jerusalem, Palestinians march through the Old City in protest of the Israeli restrictions at Haram al-Sharif that have been in place since 8/24. Meanwhile, Palestinian youths set fire to an Israeli settler’s car in al-Tur, causing substantial damage and sparking minor clashes with Israeli forces in the area. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions on access at Haram al-Sharif nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and in Kafr Qaddum; 7 Palestinians are injured. Later, IDF troops shoot and injure 3 Palestinians in clashes in Silwad. Meanwhile, the IDF patrols in al-‘Arub r.c. and nr. Hebron and Jericho; conducts late-night raids in Bethlehem, issuing an arrest summons to 1 Palestinian. Tensions continue to escalate in East Jerusalem as Israeli forces restrict access to Haram al-Sharif for a 2d day in a row, barring all Palestinian women and children under 17 from entering between 7:00 and 11:00 A.M., imposing strict inspections for Palestinian men, and closing all but 3 entrances (these restrictions will be in place until 9/13). Israeli forces also demolish 2 Palestinian homes under construction in Jabal Mukabir; arrest 3 Palestinians on raids in the Old City and Ras al-Amud. Israelis begin construction of a new entrance to a synagogue in the Old City, sparking clashes with Palestinians who say that the entrance will restrict access to a home in the area; there are no serious injuries. In the West Bank, IDF troops lightly injure a Palestinian in minor clashes sparked by patrols in a village nr. Ramallah; conduct late-night raids nr. Nablus, Bethlehem, Tulkarm, and Hebron, confiscating property, assaulting 1 Palestinian, arresting 22, and clashing with stone-throwing youths. Israeli forces level land on Gaza’s n. border. In Gaza, 2 rockets are fired toward Israel, with 1 falling short of the n. border and the other exploding in open land on the Israeli side of the border fence; neither cause major damage. Off the n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Meanwhile, hundreds of Palestinian refugees gather in front of UNRWA’s headquarters in Gaza City for the 2d Sunday in a row to protest the agency’s recent reduction in services. In the West Bank, thousands of Palestinians march in Duma, nr. Nablus, in solidarity with the victims of the 7/31 arson attack in the village. Israeli forces erect mobile checkpoints outside the village to stop the march, sparking clashes in the evening; there are no serious injuries. IDF troops assault 1 Palestinian each in c. Hebron and Bethlehem; conduct late-night raids and house searches in 2 villages nr. Nablus, arresting 2 Palestinians; patrol during the day in 3 villages nr. Hebron. Israeli settlers return to the evacuated Sa-Nur settlement, harassing Palestinians in the area; throw rocks at a Palestinian bus s. of Hebron, causing minor damage. In East Jerusalem, Israeli authorities increase restrictions on Palestinians’ access to Haram al-Sharif, barring all Palestinian women and men under the age of 30 from entering between 7:00 and 11:00 A.M. Israeli forces detain 5 Palestinians as they leave the sanctuary. Later, minor clashes break out when 30 right-wing Jewish activists tour the sanctuary; there are no serious injuries. Meanwhile, Israeli forces also set up mobile checkpoints at 5 entrances to the Old City. In c. In the West Bank, IDF troops shoot and injure a Palestinian during a raid in c. Nablus. Less than an hour later, they shoot and injure a Palestinian photojournalist attempting to cover the story. The IDF also conducts raids in a village nr. Jenin, confiscating property and arresting 2 Palestinians; patrols in 2 villages nr. Jericho and 1 nr. Hebron. Israeli chief negotiator, Dep. PM Shalom meets with PLO secy.-gen. Erakat for “trustbuilding” talks in Amman. They present initial proposals for restarting peace negotiations. The meeting will be 1st reported on 7/26. (MNA, TOI 7/26; HA, MNA 7/28)

Israel’s Civil Admin. grants permits for the construction of 1,065 new residences in various settlements around the West Bank, including infrastructure developments that will connect 296 residences to utilities in the Beit El settlement. (HA, TOI, YA 7/22; PCN 7/23; MNA 7/24)

UNRWA issues an urgent appeal for contributions, reaffirming that it is running at a budget deficit of around $100 m. and that if it does not receive sufficient pledges, UNRWA schools will be forced to close throughout the Middle East. (AFP, UNRWA 7/23)

In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Hebron, Qalqilya, and Ramallah, arresting 4 Palestinians, assaulting 2, and issuing an arrest summons to 1; patrol in 3 villages and al-‘Arub r.c. nr. Hebron, as well as 1 village each nr. Qalqilya, Ramallah, and Jericho during the day. An Israeli settler shoots and injures a Palestinian youth nr. Ramallah. Unknown assailants throw stones at a Palestinian nr. the same West Bank settlement where 2 Israeli settlers were shot on 6/19; she is lightly injured. In East Jerusalem, Palestinian youths throw stones at Israeli-owned vehicles nr. the Old City, lightly injuring 1 driver. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. In Egypt, French FM Fabius calls for a return to Israeli-Palestinian peace negotiations after conducting a series of meetings with Egyptian officials. Fabius says he will be advocating for a return to peace negotiations in meetings with Abbas and Israeli PM Netanyahu on 6/21. (MNA 6/20)

Israeli naval forces open fire on Palestinian fishing boats off the Gaza coast on 3 occasions, causing no damage. IDF troops on the Gaza border e. of Jabaliya fire warning shots at Palestinian farmers on 3 occasions, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in Hebron and a nearby village, arresting 2 Palestinians; patrols in 3 villages nr. Ramallah and 2 nr. Hebron. Israeli forces deliver a stop-work notice to a Palestinian home under construction nr. Hebron. In East Jerusalem, around 50 rightwing Jewish activists tour Haram al-Sharif, and Israeli forces arrest 1 Jewish activist and 6 Palestinians. Off the coast of c. Gaza and later nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. IDF troops on the Gaza border e. of Bayt Hanun repeatedly fire warning shots at Palestinian farmers nr. the border fence, causing no injuries. Meanwhile, Hamas forces begin constructing a road less than 300 m from the Israeli border fence. (Hamas leaders will later verify, on 5/26, construction of the road, which they call Jakar Street, saying it will stretch 25 mi. long and 35 ft. wide when complete.) In the West Bank, Israeli settlers break down the doors of several Palestinian-owned shops in c. Hebron. The IDF conducts house searches and raids in Bethlehem, and 1 village each nr. Jenin and Hebron, arresting 3 Palestinians and issuing an arrest summons to 1; patrols nr. Ramallah, and in and around Hebron. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. After Israeli forces bar a group of rightwing Jewish activists from entering a school in Haram al-Sharif, a leader of the activists writes a letter to the Israeli authorities calling for the school to be officially recognized as a synagogue under the Protection of Holy Places Law and for Jews to be allowed to worship there. Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. Off the coast of Gaza nr. Gaza City, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, the IDF floods an olive grove outside Bethlehem during a drill. The IDF also conducts house searches and raids in 1 village each nr. Tubas, Nablus, and Jenin, arresting 2 Palestinians and sparking clashes nr. Jenin; arrests 5 Palestinians in a village nr. Bethlehem; patrols in 3 villages nr. Hebron, 5 nr. Ramallah, and 2 each nr. Jericho and Qalqilya. A group of Palestinian youth affiliated with Fatah steal a Tnuva milk truck and dump its contents in the middle of al-Manara Square in Ramallah. Tnuva is 1 of the 6 Israeli companies targeted by the boycott initiated by the National Comm. against Israeli Punitive Measures on 2/9. In East Jerusalem, Israeli forces conduct raids in the Old City and al-‘Izzariya, arresting 5 Palestinians and issuing summons to 3. In n. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. The prosecutors argue, instead, for the man’s room to be blocked off. (TOI 3/2)

In Washington, Israeli PM Netanyahu addresses the AIPAC conference, saying he has a “moral obligation” to warn the U.S. Congress on 3/3 of the dangers of a potential deal with Iran. Hours later, U.S. Pres. Obama tells Reuters that Netanyahu’s trip to the U.S., and the way it was organized, is a distraction, but not “permanently destructive” to the U.S.-Israel relationship. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. In the West Bank, Israeli settlers uproot around 580 olive and almond trees outside 2 villages nr. Ramallah. The IDF patrols in villages nr. Qalqilya and Hebron, as well as al-‘Arub r.c. In East Jerusalem, a Jewish Israeli man is stabbed with a screwdriver while walking nr. the Old City. At a press conference in Gaza City, Hamas spokesperson Sami Abu Zuhri says that the PA unity govt.’s 6-mo. interim term has expired and that a national dialogue should resume to determine the future of national unity. In the Gaza Strip, IDF troopsshoot and kill a Palestinian farmer approaching the border fence e. of Jabaliya. In the West Bank, a Palestinian shepherd is seriously injured when he steps on an explosive left by the IDF. (He succumbs to his injuries on 11/24.) During a peaceful demonstration in Hebron, IDF troops shoot and injure a Palestinian photojournalist. At a checkpoint outside al-‘Arub r.c., IDF troops detain 1 Palestinian man and lightly injure him. IDF troops raid homes nr. Ramallah and Tulkarm. In East Jerusalem, an Israeli woman breaks into a Silwan home and attacks a sleeping Palestinian woman with pepper spray. Separately, a Palestinian woman is arrested at the Shu‘fat r.c. checkpoint after, according to Israeli police, attempting to stab an Israeli officer with a sharp object. Later in the evening, clashes break out in Shu‘fat r.c. Seventeen Israelis attack a Palestinian taxi driver in the Bnei Brak neighborhood after 2 of them accuse the driver of trying to run them over. Israeli forces raid several homes and stores in al-Bustan, and they issue fines for violations of construction laws. Dozens of Israelis carrying Israeli flags and chanting “death to Arabs” gather in the Old City and demand that the Israeli govt. open Haram al-Sharif. Hours before the Knesset is set to vote on whether to hold early elections, Israeli PM Netanyahu and opposition leader, Kadima party head Shaul Mofaz, make the surprise announcement that Kadima has agreed to join the governing coalition and that they will form a new unity government rather than send the country to early elections (see 5/6/12). The deal is contingent on meet 3 Kadima demands: (1) that Mofaz becomes a vice PM and “special minister in charge of the process with the Palestinians” (already agreed by Netanyahu); (2) that the Knesset passes legislation requiring all Israeli citizens including the ultra-Orthodox to perform military service if they are to receive government benefits; and (3) that unspecified elections reforms are enacted. With Kadima’s 28 Knesset seats, the coalition deal gives Netanyahu control of 94 of 120 seats in parliament and leaves no single faction in a position to topple the government. The deal is also a benefit to Netanyahu from the standpoint that he can keep Barak, a strong ally on the Iran issue, as DM. Israel’s High Court rejects appeals for the release of Islamic Jihad administrative detainees Diab and Halahleh, who have been on hunger strike for 69 days. The High Court also issues a ruling affirming the legal purchase by Jewish settlers of a Palestinian home in Jerusalem’s Old City, ordering the Palestinian family to vacate; and ruling ordering a Palestinian to vacate his shop in the Old City, ruling it is a historic Jewish property. The right-wing Israeli Eldad Foundation announces plans to build a new tourism center at a disputed archaeological site just outside the Old City in East Jerusalem’s Silwan neighborhood. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. Although residents of the houses are given 20 days to appeal the demolitions, the notices are back-dated 18 days. Elsewhere in Silwan, Israeli forces demolish 1 Palestinian home and deliver a demolition order to the Old Town Women Society, which provides aid to at least 70 Palestinian families. Major clashes erupt in Jerusalem sparked by rumors that Israeli authorities plan to allow Jewish settlers to enter the al-Aqsa Mosque compound to mark the Sukkoth holiday. In reaction, Muslim leaders call on Palestinians to rally to defend the mosque, prompting Jewish religious leaders to call followers to defend the Temple Mount. As some 200 Palestinians inside the mosque compound and some 150 Palestinians on the periphery hold off 100s of Jewish settlers fr. reaching the compound, Israeli security forces attempt to seal off the holy site and Jerusalem’s Old City to disperse the protesters and prevent violence fr. spreading. Minor incidents are reported in Ras al-Amud and al-Tur neighborhoods. Some Palestinians throw stones at security forces, who respond with stun grenades and a water cannon. Israeli security forces also arrest 10 Palestinians and violently beat 10s of others who attempt to force their way through IDF checkpoints around the Old City to reach the mosque. Among those arrested are 2 public figures—Shaykh Kamal al-Khatib and Palestinian Legislative Council (PLC) mbr. At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities. The police later claim to have replaced the locks by mistake, and Waqf officials restore the original lock.
