Elsewhere, Israeli forces set up 2 iron gates on roads leading to Huwwara. Israeli forces also arrest 20 Palestinians during late-night raids in and around Hebron, Jericho, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. Israel’s Channel 12 News reports that Netanyahu added a new demand to the recently concluded U.S., Israeli, Egyptian, and Qatari ceasefire talks, stipulating that high-profile prisoners released in the exchange are deported to Qatar. Aaron Bushnell, an active-duty soldier from the U.S. Air Force wearing his uniform self-immolates outside of the Israeli embassy in Washington D.C. In a livestream, Bushnell says that he “no longer will be complicit in genocide” and that he is doing an extreme act of protest which he says is not extreme in comparison to what people are experiencing in Palestine “at the hands of the colonizers.” As he burns, he chants “free Palestine.” Bushnell later dies in hospital. MK Ofer Cassif is indicted on charges of assaulting an Israeli police officer in 2022 while on his way to a protest in the Masafer Yatta area. Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. National Security Council spokesperson John Kirby says the U.S. will reconsider the terrorist designation if the Houthis end their attacks in the Red Sea. NBC reports that Prime Minister Netanyahu rejected a U.S. plan that links Israeli-Saudi normalization with the rebuilding of Gaza and steps toward the creation of a Palestinian state, telling Secretary Blinken in a meeting last week that he is not prepared to allow the creation of a Palestinian state. In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu and attended a meeting of the Israeli war cabinet. Blinken urged Israel to account “for humanitarian and civilian needs in southern Gaza before any military operation there,” and to curb settler violence in the West Bank. Blinken also reportedly expressed support for Israel’s continued war but warned that the longer it takes the more pressure there would be on Israel and the U.S. Blinken also met PA president Mahmoud Abbas in Ramallah, saying the 2 discussed the need for reforms in the PA to combat corruption, aid to Gaza, and settler violence. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The New York Times reported that Israeli military and intelligence officers knew of Hamas’ plans for Operation Al-Aqsa Flood but dismissed the attack as aspirational. The Israeli military obtained a 40-page document it called “Jericho Wall” outlining the plans for the operation, which the Times said was followed “with shocking precision.” The document showed that Hamas had intricate knowledge of Israeli military bases, prompting questions of whether it had informants in the Israeli military. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. In the West Bank, 1 Israeli settler pepper sprayed 1 Palestinian minor in Huwwara. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. PA Pres. Abbas’s spokesperson Nabil Abu Rudayna says that the Palestinians reject any Israeli plan to retain a security presence on any part of the West Bank or East Jerusalem in the event of an agreement to establish a Palestinian state. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Options being considered include war crimes charges, urging sanctions, and ending security cooperation in the West Bank. Fatah official Nabil Shaath tells Palestinian news agency Ma‘an that the PA will further develop a strategy of boycott and civil disobedience in 2013. The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)
