In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Unidentified assailants throw stones at Israeli settlers driving near Nablus, moderately injuring 1 settler. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, an Israeli settler assaults a Palestinian near the Old City. Israeli forces then arrest the Palestinian victim of the assault and a 2d Palestinian during raids in Silwan. A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. Approximately 8,000 Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse them near Rafah, al-Bureij refugee camp, Gaza City, Khan Yunis, and Jabaliya refugee camp; 1 Palestinian is killed and 18 are injured (3 seriously). This brings the death toll stemming from the Great March of Return to 190. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working their fields near al-Qarara, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the occupation in 2 villages near Ramallah (Bil‘in and Ras Karkar) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. Amid rumors of early elections in Israel, Israeli prime minister Benjamin Netanyahu meets with Education Minister Naftali Bennett. Netanyahu reportedly rejects Bennett’s demand to be appointed defense minister. After the meeting, Bennett says that they agreed to call for early elections. Netanyahu then contradicts Bennett, warning against the idea and saying that he “trusts the ministers not to topple a right-wing government and not to repeat the historic mistake of ‘92, when they toppled a right-wing government, put the left in power and brought the Oslo disaster on the state of Israel.” Later, a source close to Netanyahu says the prime minister hopes to maintain his ruling coalition for at least another 6 weeks. At an event in Khan Yunis honoring the Palestinians killed in the recent Israeli assault on Gaza, Hamas’s leader in Gaza, Yahya Sinwar, warns Israel not to test Hamas again, referring to the 11/11 undercover operation that sparked the escalation. “This time you managed to leave with dead and wounded; next time we will release our prisoners from the jails and there will even be soldiers left in our hands.” (HA, TOI 11/16)

A Hamas fighter dies in a tunnel accident nr. Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on a Palestinian fishing boat nr. Bayt Lahiya, causing no injuries. They also arrest 2 of the fishermen and confiscate their boat. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Hebron, and Jenin, and patrol during the day nr. Salfit, Hebron, and Qalqilya. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. In the West Bank, the IDF conducts house searches and arrest raids in Jenin in the morning, in 1 village nr. Ramallah in the afternoon; patrols in 3 villages nr. Ramallah and 1 village nr. It is reported that former U.S. amb. to Israel Martin Indyk will likely head the U.S. delegation to peace talks. Senior Fatah official Nabil Shaath says that a return to direct negotiations is still subject to conditions, while Israeli economics and trade minister Naftali Bennett insists that construction on Jewish settlements will continue regardless. Meanwhile, the Arab League’s Dep. Secy.-Gen. for Palestinian Affairs Mohamed Sabih says that the body supports the Palestinian stance on resuming talks and that it is sceptical of Israeli intentions.
