The Palestine Chronology

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. Special advisor to U.S. president Donald Trump Jared Kushner met with Israeli prime minister Benjamin Netanyahu ahead of a joint trip by Israeli and U.S. officials to Morocco on 12/22 as part of the 2 countries’ normalization deal. (HA 12/21)

As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

Canadian foreign minister Karina Gould said Canada would provide the UNRWA with $70 million over the next 3 years. (AJ 12/22)

Occupied Palestine/Israel: Sec. of State Shultz holds separate meetings with P.M. Shamir, F.M. Peres, and Def. Min. Rabin. Palestinian leaders boycott talks with Shultz [WP 2/27]. Shamir rejects proposed international conference and exchange of land for peace [NYT 2/27]. Members of Likud and Tehiya parties demonstrate outside meeting between Shamir and Shultz [NYT 2/27]. IDF bans media from several W. Bank, Gaza Strip cities [WP 2/27].

Military Action

Occupied Palestine/Israel: Protests are reported throughout the W. Bank and Gaza Strip. In Gaza's Jabalya cmp, youth is killed accidentally by piece of concrete thrown by protesters; some sources claim youth was shot and killed at mosque in Bayt Lahiyah [FJ, LAT 2/28]. At least 20 are hospitalized after soldiers break into homes in Jabalya [H 2/28]. Officials at Gaza's Shifa Hospital reportreating 11 wounded by gunshot, about 20 injured by tear gas, beatings. In Tubas near Nablus, soldiers open fire on worshipers leaving mosque after Palestinian throws knife at officer; bystander is shot, killed. Army is investigating whether Hebron resident was killed by tear gas inhalation or gunfire. Army is also investigating death of resident of 'Arrub refugee camp near Bethlehem; hospital sources report he was shot in chest by soldiers. Army announces arrest of 4 soldiers filmed beating, breaking arms of 2 Palestinians and suspension of unit's deputy commander; the Palestinians are released [WP 2/27; LAT 2/28]. In Jenin 3,000 marching Palestinians clash with IDF troops; soldiers respond to crowd throwing stones and bottles with tear gas, rubber bullets, and live ammunition, wounding 3 [LAT 2/28]. Soldiers shoot, kill 2, wound 6 during clash in Halhul [Fl 3/6]. At least 6 are wounded by gunfire in violent clash in Dahriyyah, near Hebron. Troops in military vehicles accompanied by bulldozer and helicopter clash with villagers in Mazra'ah al-Sharqiyyah, Dayr al-Sudan, Ibwayn, and Mazra'ah al-Nubani [Fl 3/6]. Ya'bad village, near Jenin, is ordered under curfew after Palestinian is run over, killed by military vehicle [Fl 3/6]. Curfews are imposed in Maghazi camp, Rafah's Shabura quarter, and Dayr al-Balah camp; curfews continue in Yamun village and Beach, Jalazun, and Am'ari camps [FJ 2/28].

Military Action:

Cease-fire generally holds, despite intermittent artillery duels between IDF and PLO; IDF pounding guerrilla positions with artillery from land and sea, particularly around the Burj al-Barajneh refugee camp, but clashes remain limited; Palestinian guerrillas shower E. Beirut suburb of Baabda with rocket and shellfire as Israeli Defense Minister Sharon arrives to meet with US envoy Habib; IDF tanks surround small Lebanese military port of Kaslik.

Casualties:

First running water in two weeks draws many out of buildings (resumption of water seems to be a result of US pressure); rescue workers still pulling out bodies from collapsed buildings; estimated 130,000 refugees living hidden in lobbies, basements, underground garages of unfinished buildings and in public gardens.

Political Responses:

Israel/ Occupied Territories: Sharon campaigns against Habib plan for PLO evacuation (Sharon, after meeting with Habib outside Beirut, denies there is an agreement; aides call Habib plan a "fraud" that will allow PLO to stay on in Beirut behind protection of international peacekeeping force); Israeli Cabinet sharply divided (Begin reportedly disassociates self from Sharon); Muslim leaders call strike on West Bank to "reflect" on events in Lebanon; Israelis want a multinational peacekeeping force deployed only after all or most of the Palestinian and Syrian fighters have left; PM Begin believes that PLO guerrillas will leave shortly without IDF having to enter W. Beirut; Israeli Ambassador to US Moshe Arens states that Israel requires rosters accounting for all Palestinian guerrillas in Beirut.

Palestinians/ Lebanese: PLO proposes first group leave by sea; Lebanese government expected to make official request for international forces to come to Beirut within next 24 hours; Camille Chamoun calls on Syrians to evacuate Bekaa; Major Haddad rejects buffer troops before PLO pullout; Muslim leadership fears that IDF and Phalangist ally will occupy W. Beirut if PLO leaves before arrival of international force.

Arab Governments: Arab League head says quorum of member states agree to attend meeting; Sudan indicates willingness to provide refuge for guerrillas; in Kuwait, 100,000 protest Israeli invasion; Jordan announces willingness to accept some fighters; Iraq signals approval; Syria agrees to accept PLO leadership and headquarters and any fighters who served under Syrian command in Lebanon; King Hussein willing to grant general amnesty to Palestinians holding Jordanian passports who fled after 1970 civil war.

US and Other Countries: Shultz sends letter to Begin assuring Israel a final agreement nears completion; Newsweek poll indicates 60 percent of Americans disapprove of Israeli invasion of Lebanon, 43 percent favor cutting off Israeli military aid, nearly half think US should deal directly with the PLO (43 percent opposed); France has two regiments of paratroopers on stand-by orders to go to Beirut to supervise PLO evacuation; Italian government ready to send mechanized battalion to join French regiments.
