DM Matan Vilnai says that targeted power cuts will increasingly be used to punish the Palestinians as long as rocket fire continues and that he expects electricity to be cut by two-thirds in the coming weeks. ESF officers storm and occupy a Fatah office in central Gaza; no injuries or arrests are reported. Some 5,000 Hamas supporters stage marches in n. Overnight in Gaza, the IDF sends tanks and bulldozers supported by aircraft into Abasan, raiding and searching homes, occupying several houses as observation posts, bulldozing 23 d. of olive trees, demolishing 1 Palestinian home, clashing with local gunmen (including firing tank shells and making air strikes), leaving 1 IDF soldier, 1 Hamas mbr. dead, wounding 6 armed Palestinians and 1 bystander. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and Tulkarm (arresting at least 1 AMB mbr. who was among the AMB mbrs. granted amnesty by Israel in 7/06; see 9/23), in Qabatya, and nr. Hebron, Ramallah. Jewish settlers fr. Karnei Shomron steal a harvest of olives fr. a Palestinian farmer nr. Qalqilya. Armed Palestinians fire 5 mortars, machine guns at an IDF undercover unit attempting to infiltrate the Gaza border e. of al-Maghazi r.c., forcing the unit to retreat into Israel. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c. (where armed Palestinians detonate an explosive device nr. an IDF jeep, wounding a soldier), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 3. In Jabaliya r.c., 7,000 Islamic Jihad supporters hold a peaceful rally to mark Jerusalem Day. In Dayr al-Balah, 300 PRC supporters hold a peaceful rally to mark the 2d anniversary of the IDF assassination of PRC leader Jamal Abu Samhadana. (Ismail Abu Abda, ‘Abid Abu Hilu, Ahmad al-Qrainawi, Muhammad al-Qrainawi), wounding 1 bystander; sends troops into Abasan nr. Khan Yunis, bulldozing land, firing on residential areas, wounding 1 Palestinian. An Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. Gaza’s sole power plant, which produces 25% of Gaza’s electricity, shuts down after depleting its fuel reserves (see 8/19; 70% of Gaza’s electricity is provided by Israel, 5% by Egypt). In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Overnight in Gaza, the IDF launches a major raid on Khan Yunis, Abasan, and al-Qarara, killing a total of 10 Palestinians (6 Palestinians are killed in exchanges of gunfire; 1 Hamas mbr. and 1 bystander are killed in an air strike; 2 Palestinians are killed when an IDF tank round hits a home), wounding at least 24; rounding up all men ages 15–50 for questioning (detaining 143); occupying and searching Palestinian homes; and bulldozing 80 d. of land, 1 Palestinian home, and several greenhouses. The IDF launches a smaller raid, land leveling operation in Bayt Lahiya. Bayt Hanun to level land; this time, Palestinian gunmen fire an RPG at a tank, sparking an exchange of gunfire, causing no reported injuries. In the West Bank, the IDF sends troops into Jenin town and r.c. late in the evening, exchanging fire with Palestinian gunmen who confront the troops, wounding local AMB leader Zacharia Zubeidi; conducts arrest raids, house searches in alBireh, Nablus, Qalqilya; fires rubber-coated steel bullets on stone-throwing Palestinians nr. the Qalandia checkpoint, injuring 2; fires rubber-coated steel bullets at 10s of Palestinians and Israeli and international peace activists protest the separation wall nr. Gaza border fire on Palestinian farmers who stray nr. the border fence at 2 sites nr. Wadi Gaza, nr. ‘Abasan, seriously wounding 2 Palestinian children. Kiryat Arba severely beat a 12-yr.-old Palestinian boy; the IDF observes but does not intervene. Jewish settlers fr. Negohot nr. Hebron, attack and injure 2 Palestinians (including a 10-yr.-old boy) in a village nearby. FatahHamas clashes leave 6 Palestinians injured in ‘Abasan in s. Gaza. The worst Fatah-Hamas fighting in Gaza to date leaves a total of 18 Palestinians dead (including 2 children ages 5 and 7, 6 presidential guardsmen; including 12 in Gaza City, 3 in Jabaliya r.c., 1 in Abasan, 1 in Bayt Lahiya), more than 220 injured, with factions exchanging mortar, RPG fire; setting fire to and ransacking rival meeting halls, security compounds (including the n. Gaza headquarters of the PA Military Intelligence, PSF, General Intelligence, as well as a Force 17 barracks, ESF offices, and barracks for the Izzeddine al-Qassam Brigades). In the most serious incidents; the Fatahdominated presidential guard attempts to overrun the Hamas-controlled PA Interior Min. offices in Gaza City, exchanging fire with the ESF there, as well as torching parts of Islamic University (a Hamas stronghold); Hamas mbrs. later attack several buildings at Fatah-dominated al-Quds University and destroying the Palestinian Labor Voice radio station in Jabaliya; and Fatah mbrs. raid a mosque in Abasan, firing on worshipers, killing 1, wounding 8, kidnapping 6. A Palestinian woman wounded in the ESF–Presidential Guard exchange on 2/1 dies. Egyptian mediators resident in Gaza broker talks with Hamas, Fatah officials, who order their mbrs. in the afternoon to begin observing a cease-fire, but exchanges continue late into the evening. (As Egyptian officials leave the talks, their convoy comes under fire, causing no injuries.) In Rafah, 300 Palestinians march calling for a halt to intra-Palestinian violence. Soon after the 6:00 A.M. Palestinian ceasefire deadline, the IDF withdraws all troops fr. Gaza, ending n. Gaza operations that began on 11/21 that killed 22 Palestinians (including at least 6 civilians), wounded at least 67 (including 28 children), destroyed 10 houses and 10 businesses, razed 80 d. of agricultural land. (After the pullout, the UN reports extensive damage—estimated at $6.4 m.—to Dahaniyya airport buildings by the IDF stationed there, noting that damage could not have been caused by crossfire with Palestinians.) Two Palestinians are killed when a tunnel they are digging under the Rafah border collapses. In the West Bank, IDF troops patrol in ‘Azun nr. Qalqilya, fire on stone-throwing Palestinian youths who confront them, wounding 1; conduct arrest raids, house searches in and around Nablus, in Qabatya (fatally shooting 2 Palestinian bystanders) and Qalqilya, nr. Bethlehem and Hebron; issues a military order confiscating 565 d. of land belonging to al-Nabi Samwil, Bayt Surik, Bayt Iqsa villages n. of Jerusalem for construction of the separation wall. The Israeli High Court rejects a petition to reroute a section of the separation wallthat would envelope Bayt Hanina, Bir Naballah, al-Jadira, al-Jib, and Qalandia villages, cutting them off fr. the rest of the West Bank. Rafah, ending a 3-day incursion, during which 7 Palestinian homes were destroyed, roads and water networks were damaged; makes an air strike on the homes of a mbr. of the Popular Resistance Comms. (PRCs) in Jabaliya refugee camp (r.c.), a mbr. of the Hamas-dominated Executive Support Force (ESF) in Rafah (also destroying 3 neighboring houses) after warning the residents to leave; makes air strikes destroying another home in Rafah, 1 in Bayt Lahiya, a workshop in Khan Yunis also giving advanced warning; bulldozes 3 homes nr. the Sufa crossing in Rafah; sends bulldozers into Abasan nr. Khan Yunis to level land. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Overnight, the IDF launches a major raid into Gaza, dubbed Operation Autumn Clouds, sending 100s of infantry soldiers, tanks, helicopters into Bayt Hanun, sealing and imposing a curfew on the town, clashing with Palestinians (who fire automatic weapons, antitank rounds), conducting air strikes, occupying some Palestinian homes as operational bases and sniper posts, bulldozing 18 d. of land, killing 5 Hamas mbrs., 1 Islamic Jihad mbr., 1 PA security officer, 2 civilians, wounding 41 Palestinians (the majority gunmen, but including 8 children, 2 women); 1 IDF soldier is also killed. Palestinians fire at least 8 rockets fr. n. Gaza into Israel in response, lightly wounding 2 Israelis, marking the largest 1-day barrage in wks. The IDF also fires on residential areas of Abasan, wounding 1 Palestinian. Meanwhile, the Israeli cabinet debates, rejects requests by the IDF, frustrated over continued (though declining in recent wks.) rocket fire fr. Gaza, to expand military operations in Gaza, voting instead to continue pinpoint operations. The IDF also fires on Palestinian fishing boats off s. (Ahmad Abu al-Kas, Ayman al-Dar‘awi, Haytham Abu Hassanain), 7 bystanders in a failed assassination attempt; makes an air strike destroying the home of a Hamas mbr. in Abasan (warning residents in advance to leave), damaging 6 nearby homes and a kindergarten. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Qalqilya, nr. Jenin (firing on residential areas). Jewish settlers in Hebron throw stones at Palestinians. In the West Bank, the IDF raids Sanur nr. Jenin, surrounds and evacuates a Palestinian home, fatally shoots wanted AMB mbr. Nabil Hanani in an apparent assassination; patrols in al-Fara‘a r.c. nr. Jenin, firing on stone-throwing youths who confront them, wounding 4; conducts arrest raids, house searches in and around Nablus, nr. Bethlehem; issues military orders for the construction of a new 4,500-m section of the separation wall s. of Qalqilya that will isolate 2,000 d. of Palestinian agricultural land btwn. the wall and the Green Line. Lebanon (killing 9 Lebanese civilians), targets in Baalbek; targets trucks in what is seen as a new campaign aimed at preventing Hizballah from relocating rockets, though most trucks hit are civilian ones bearing essential goods to Lebanese towns, including destroying a convoy in the Biqa‘ Valley carrying medical supplies fr. the UAE; continuing to destroy roads and bridges. At least 20 Lebanese are killed during the day. The IDF confirms that small special forces teams have been conducting “pinpoint operations” in s. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers.
