In the West Bank, an Israeli settler assaulted 1 Palestinian man with pepper-spray in Huwwara. Israeli settlers also attacked Palestinian herders in ‘Ain as-Sakout, forcing the Palestinians to flee. Israeli forces closed off Jericho for a second day in a row, impeding traffic in and out of the city during the Eid al-Fitr holidays. 5 Palestinians were arrested, including 4 during a raid in Arab al-Kaabneh in the Masafer Yatta area and 1 at the Container checkpoint. Israeli prime minister Benjamin Netanyahu, National Security Minister Bezalel Smotrich, and Finance Minister Itamar Ben-Gvir met to discuss the government’s response to the upcoming Supreme Court ruling on the demolition of Khan al-Ahmar. The meeting followed calls by Smotrich and Ben-Gvir for the government to end its responses to the Supreme Court related to the matter. On 4/24 the Israeli government issued a brief saying that it should be up to the government to decide when Khan al-Ahmar will be demolished, calling on the Supreme Court to reject the petition demanding the demolition and displacement of the Palestinians living there. The Israeli Supreme Court overturned an order by Israeli defense minister Yoav Gallant to ban participation of Palestinians from the West Bank at an Israeli Memorial Day ceremony for bereaved families. (HA 4/21; HA 4/23)

Israel arrested Imad al-Adwan, a member of the Jordanian parliament, at the Allenby Bridge crossing, claiming he had smuggled weapons and gold into the West Bank. In the West Bank, Israeli settlers grazed their livestock on Palestinian agricultural crops in the Masafer Yatta area, causing damage. Israeli forces set up military checkpoints around Jericho, severely impeding movement in and out of the city. Israeli forces also closed the Huwwara and Za’atara checkpoints, impeding traffic in the northern part of the West Bank, as the second day of Eid was commencing. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif Compound, destroying electric panels and speakers. In the West Bank, Israeli settlers threw stones at Palestinian property in Kafl Haris, causing damage. Israeli settlers also razed land near Bayt Awa and stole a tent in Maeen in the Masafer Yatta area. Israeli forces seized a Palestinian-owned vehicle parked near the al-Jalama checkpoint. 8 Palestinians were arrested during raids in Husan, Tuqu’, and ‘Azzun. In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. Mikati also said that the Lebanese military’s investigation into the firing of rockets from Lebanon concluded that it was not carried out by a particular organization. (WAFA 4/8; HA 4/9)

In the West Bank, 1 Palestinian man shot by Israeli forces during a raid in Nablus on 2/22 succumbed to his injuries. Israeli settlers vandalized 14 olive trees in Husan. Israeli settlers also set up an outpost near Tubas. Israeli forces issued a demolition order for 1 mosque in the Masafer Yatta area and demolished 1 commercial structure in Deir Balut. 12 Palestinians were arrested during late-night raids in Jericho, al-Yamun, Bethlehem, and Hebron. U.S. president Joe Biden expressed his dismay with Israeli prime minister Benjamin Netanyahu’s legislative agenda, saying that Israel “cannot continue down this road. I have sort of made that clear.” Biden also said that Netanyahu would not be invited to the White House in the near term. Biden’s comments came after U.S. ambassador to Israel Tom Nides said that he believed Netanyahu would be invited soon. In the West Bank, Israeli settlers assaulted 1 Palestinian man near Tuba and brought their cattle to graze on wheat and barley crops in Qawawis in the Masafer Yatta area. Israeli forces shot and killed 4 Palestinians, including a minor, and injured 23 others during a raid in Jenin refugee camp. A video of the incident showed Israeli soldiers in civilian clothes shooting a Palestinian man laying still on the ground in his head. The killings were described in the media as assassinations. Israeli forces also shot and injured 3 Palestinians while others suffered tear-gas related injuries during a late-night raid in Nablus in preparation for a settler tour of Joseph’s Tomb. Elsewhere, Israeli forces issued 1 demolition notice for a commercial structure and 2 stop-work orders for agricultural structures in Deir Balut and demolished 1 house under construction in Deir ‘Ammar. 7 Palestinians were arrested during late-night raids in Bayt Jala, Jenin, Nil’in, and Beit Ula. In the West Bank, Israeli settlers also assaulted Palestinian shepherds and tried to steal their sheep near al-Juwaya in the Masafer Yatta area. 13 Palestinians were arrested during late-night raids in Dura, Battir, Qalqilya, and Fasayil. PA forces arrested 18 Palestinians accused of resisting PA forces’ violent dispersal of a funeral procession on 3/8. In East Jerusalem, Israeli settlers assaulted 1 Palestinian at the Damascus Gate plaza. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinians east of Khan Yunis; no injuries were reported. In Israel, about half a million Israelis protested against the Israeli government in several cities, with the largest crowds in Tel Aviv and about 50,000 in Haifa. It was the tenth Saturday in a row that Israelis have voiced their opposition to the judicial overhaul being carried out by the government. PA security forces prevented some 150 Palestinians from holding a press conference at the Watan Media Network office in Ramallah. The group was planning on criticizing the PA’s decisions to withdraw a draft resolution against Israel at the UN Security Council and to participate in the Aqaba summit on 2/26. (PCHR 3/3)

PA prime minister Mohammad Shtayyeh toured Huwwara to inspect the damage after the Israeli settler raid on 2/26. Shtayyeh said it was time to confront the settlers through popular resistance. (WAFA 3/1)

The PA foreign ministry called on the U.S. and international organizations to intervene to end the Israeli sieges of Jericho and Huwwara. Jericho has been under siege since 1 Israeli American man was killed near the Dead Sea on 1/27 and Huwwara was still affected by the large-scale Israeli settler raid on 2/26. (WAFA 3/1)

Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. UN high commissioner for human rights Volker Türk called the comments “unfathomable.” Later on 3/4, Smotrich said “being upset, I misspoke” and Netanyahu called Smotrich’s statements “inappropriate” in a tweet on 3/5. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 Palestinians and 1 international activist with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tuqu’, leading to tear-gas related injuries. 17 Palestinians were arrested during late-night raids in ‘Anata, Huwwara, Hebron, and Beit Umar. Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. In the West Bank, Israeli settlers set fire to a Palestinian-owned car and threw stones at Palestinian vehicles near ‘Urif. Israeli settlers also attacked Israeli forces that were pursuing the suspected arsonist, blocking the soldiers’ vehicle and pushing the soldiers. Elsewhere, Israeli settlers threw stones at 2 schools and homes in Burqa. Israeli settlers also the slashed tires of Palestinian vehicles in Hebron. Israeli forces uprooted olive trees from a settlement farm after the Israeli Supreme Court ruled that the farmland belongs to Palestinian families. Some 40 Israeli settlers were detained during the razing of the land. Israeli forces also issued a demolition notice and a stop-work order for 2 homes in Birin. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. An investigation by dozens of media outlets worldwide led by Forbidden Stories revealed that an Israeli company has been hired to meddle in election campaigns throughout the world. According to the company’s senior staff, the company has successfully meddled in 27 of 33 presidential-level campaigns it has been involved in, including in the 2022 Kenyan elections and the Nigerian elections in 2015. Israel’s acting interior minister Michael Malchieli wrote a letter to the father of the Palestinian man who hit and killed 3 Israeli settlers with his car on 2/10, saying that Israel may revoke his East Jerusalem residency. The Palestinian man who drove the car had been released from a psychiatric ward the day before the incident after suffering a mental health episode. (HA 2/14)

The U.S. State Department withdrew the nomination of James Cavallaro as an independent member of the Inter-American Commission on Human Rights after the pro-Israel publication the Algemeiner published a story on Cavallaro’s criticism of Israel. U.S. State Department spokesperson Ned Price said that tweets that Cavallaro had posted in the past were “inappropriate to say the least,” referring to tweets where Cavallaro criticized representative Hakeem Jeffries (D-NY) for accepting donations from AIPAC and criticized Israel’s human rights record. In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Separately, Israeli forces began a siege of Jericho after an unidentified assailant opened fire at a restaurant at a nearby settlement; no injuries were reported. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. First, seizing $39 million from the tax collected on behalf of the PA to pay to Israeli victims of Palestinian attacks. Second, seizing the funds from the PA which Israel deems the PA spent for payments to Palestinian prisoners and their families in 2022. Third, placing a moratorium on Palestinian construction in Area C. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. The Israeli military reported a rise in Israeli settler attacks on Palestinians from 426 recorded incidents in 2021 to 838 in 2022. It also released data claiming that Palestinian attacks on Israeli forces and settlers had risen from 91 incidents in 2021 to 281 in 2022. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement.
