In the West Bank, Israeli forces violently dispersed Palestinian protesters in al-Rakiz in the Masafer Yatta area, causing injuries from assault and tear gas. Israeli forces also shot and injured 1 Palestinian minor during a raid in Hebron. 3 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Bethlehem, and Jaba‘. Off the coast of Gaza, Israeli naval forces opened fire at 2 Palestinian fishermen, injuring both with baton rounds and seizing their boat; both were transferred to a hospital for treatment. Israeli naval forces also arrested 2 fishermen within 2 nautical miles and confiscated their boat; neither was injured. Meanwhile, Israeli naval forces opened fire at Palestinian fishermen 550 yards from the shore, damaging 2 boats and 15 searchlights. In Gaza, 2 Palestinians were arrested near the Gaza fence. Meretz MK Michal Rozin said at an event that her party will support Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. Rozin explained that her party is doing so to ensure that the government coalition does not dissolve. The regulation is set to expire at the end of June and Israeli justice minister Gideon Sa’ar is seeking to extend it for 5 years. A UK-based Iranian opposition group, Iran International, reported that an Iranian engineer, Ayoob Entezari, was assassinated by poison at a dinner in Yazd. Iran denied the reporting, saying Entezari died of a disease. It was reported that Entezari was working on drone and missile technology. In the West Bank, Israeli settlers raided al-Juwaya in the Masafer Yatta area, bringing their cattle to graze on wheat and barley crops and assaulting Palestinian herders. Israeli forces shot and killed 1 Palestinian journalist at a checkpoint in al-Arroub refugee camp while she was on her way to work, claiming she had attempted to carry out a stabbing attack against Israeli soldiers; the woman was left without medical assistance for 20 minutes before a Palestinian ambulance arrived. Later, during her funeral, Israeli forces violently dispersed the funeral procession, critically injuring 1 with live ammunition, moderately injuring 2 with live ammunition, and injuring others with tear gas. Israeli forces also shot and killed 1 Palestinian and injured 6 others with live ammunition, including 2 who were critically injured during a punitive demolition raid in Ya‘bad; 1 family home of an alleged Palestinian attacker was demolished by Israeli forces using explosives, displacing 6. 1 of the Palestinians critically injured later succumbed to his injuries on 6/11. Elsewhere, Israeli forces handcuffed and detained for 30 minutes 2 Palestinian girls aged 11 and 12 in Hebron, claiming that Israeli settlers had reported that 1 of them carried a knife—an accusation the girls and their father denied. Israeli forces also demolished 8 residential structures and 2 agricultural structures, and seized 3 tents in al-Fakhit and al-Mirkez in the Masafer Yatta area. Separately, Israeli forces also demolished 1 house and 1 agricultural structure in az-Za’ayyem, displacing 5. Israeli forces also delivered stop-work notices for 6 houses and 4 other structures in Marda, despite the homes and structures being in Area B. Elsewhere, Israeli forces seized 6 Palestinian-owned tractors in the Jordan Valley. 14 Palestinians were arrested during late-night raids in Ras Karkar, al-Midya, Beit Sira, Beit Fajjar, ‘Urif, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian-owned house in Isawiya, displacing 8; 1 member of the displaced family had her arm fractured by Israeli forces during the demolition. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. The bill will still have to pass 3 additional votes to become law. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. Axios reported that the Pentagon is considering downgrading the U.S. official in charge of security coordination with the PA from a 3-star general to a colonel, as part of a larger push to reduce the number of U.S. generals. The ranks of the military attachés in Saudi Arabia and the UAE would also be affected by the potential change. Later, on 6/17, a bipartisan group of 32 U.S. senators wrote a letter to secretary of defense Lloyd Austin, urging him not to downgrade the post of security coordinator. In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. 15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

In the West Bank, Israeli settlers set fire to dozens of Palestinian-owned olive trees in Burin, causing extensive damage. Israeli settlers also interrupted traffic and waved Israeli flags at the main intersection in Huwwara. Elsewhere, Israeli settlers threw stones at a school in ‘Urif, damaging solar panels. Israeli settlers also marched through Hebron, waving Israeli flags. Israeli forces destroyed 1 water well and seized equipment in Ras Atiyeh. Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. The PA condemned the Israeli flag march in Jerusalem on 5/29, saying it “crossed all red lines.” The UAE foreign ministry and the OIC also condemned the large settler encroachment of the Haram al-Sharif compound on 5/29, asking Israel to reduce tensions. (WAFA 5/30; HA 5/31)

The Israeli foreign ministry announced that Suriname will open its embassy to Israel in Jerusalem. The announcement came shortly after Suriname’s foreign minister Albert Ramdin met with the Israeli foreign minister Yair Lapid in Israel. In the West Bank, Israeli settlers assaulted 3 Palestinians in Burqa and threw stones at vehicles and homes in the town. Israeli forces closed the main road between Nablus and Qalqilya, impeding Palestinian movement. Israeli forces also leveled 3 dunams (0.75 acres) of land planted with olive trees near Wadi Rahal. 24 Palestinians were arrested during late-night raids in Silwad, Ramallah, Huwwara, Qalqilya, Ya‘bad, Yatta, Sa‘ir, and Bani Na‘im. In East Jerusalem, 5 Palestinians were arrested during raids. In Gaza, Israeli forces opened fire at Palestinians east of Khuza‘a and Maghazi; no injuries were reported. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The PA will not hand over the bullet to Israel, as Israel had requested. The PA handed a copy of its investigation to the U.S. (AJ, AP, AX, HA, REU, WAFA, WAFA 5/26)

PA president Mahmoud Abbas appointed PA minister for civil affairs Hussein al-Sheikh the new secretary-general of the PLO Executive Committee. The position of secretary-general had been vacant since Saeb Erakat passed due to complications from the COVID-19 virus on 11/10/2020. (HA, MEE, WAFA 5/26)

Al Jazeera said it was preparing a file to be sent to the ICC pertaining to the Israeli killing of its journalist Abu Akleh and the Israeli bombing their offices in Gaza in May 2021. (AJ, MEE, REU 5/26; AP, HA 5/27)

The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. The law applied to all Iraqi citizens, state and independent institutions, and foreigners working in Iraq. Violations of the law can be punishable by death sentences or life imprisonment. 83 Democrats in the U.S. house and senate signed a letter to U.S. secretary of state Antony Blinken urging him to intervene against Israeli plans to forcefully displace more than 1,000 Palestinians living in Masafer Yatta, an area Israel has converted into a firing zone. The letter underscored that the Israeli move “could further undermine efforts to reach a two-state solution” and contravenes international law. (ALM, HA 5/26; MDW, MEE, WAFA 5/27; TOI 5/31)

The U.S. company Meta, which operates Facebook, turned down an Israeli request to block a Facebook page Israel claims is “clearly linked to Hamas.” Meta said that the Israeli claim did not hold any merit. (HA 5/26)

In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. In the West Bank, Israeli settlers vandalized Palestinian property in Imreiha and assaulted 12 Palestinians in al-Mazra‘a al-Qibliya. Israeli forces seized 2 residential structures belong to 2 families in Markaz in the Masafer Yatta area, displacing 12 for a 2d time since 5/11, when Israeli forces also demolished their residential structures. Israeli forces also delivered stop-work notices for 6 residential structures in Artas. 12 Palestinians were arrested during late-night raids in Bayt Rima, al-Ubeidiya, al-Khader, Hebron, and Nablus. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Qalandia refugee camp and Biddu. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis. The U.S. on 5/20 reiterated its call for a “thorough and transparent” investigation, while not directly addressing the Israeli decision not to launch a criminal investigation. 1 member of the Meretz party, Ghaida Rinawie Zoabi, said she was leaving the government coalition, making the coalition a minority government with 59 out of 120 seats at the Knesset. Rinawie Zoabi criticized the coalition for being right-wing and hawkish, specifically pointing out the Israeli-led violence at the Haram al-Sharif compound and the killing of Abu Akleh. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. The Israeli high court of justice approved the eviction of more than 1,000 Palestinians living in 8 villages in the Masafer Yatta area. The court held that the Palestinians living there had moved to the area after 1981, when Israel declared the area a firing zone. The Palestinian petitioners said that they have been living in the area since before the establishment of Israel in homes built in natural caves, and argued that the expansion of their residential area was a result of a natural increase in population size. In a 2000 court ruling, the residents at the firing zone were granted permission to stay temporarily, but were prohibited from building on the land. The petitioners were ordered to pay $5,900 each in court fees. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

Israeli officials told Axios that U.S. president Joe Biden was disappointed that Israel refused to co-sponsor a UN security council resolution condemning Russia’s invasion of Ukraine on 2/27. Israel is said to have asked the U.S. to understand its vague position regarding Russia’s invasion, given Israel’s cooperation with Russia on matters relating to Syria. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. A bipartisan group of 42 members of the U.S. house of representatives wrote to secretary of state Antony Blinken urging him to lobby against the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. It was reported that the U.S.-based venture capital firm Integrity Partners are in talks with the NSO Group to acquire the company in 2022–23. Integrity Partners says they will restructure the company to only allow the governments of New Zealand, the U.S., Australia, the UK, and Canada to use its spyware. The spyware was said to have been used without a warrant or court order. The Israeli police bought the spyware from NSO Group in 2013 for $859,500, according to an invoice. The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. He also claimed that PFLP members controlled the organizations. (HA 12/8)

Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In the West Bank, Israeli forces demolished 1 house—displacing 13—and a water well in Hebron, razed 100 dunams (25 acres) of agricultural lands in Masafer Yatta, and demolished 3 agricultural structures in Nahalin. In East Jerusalem, Israeli settlers led by Jerusalem deputy mayor Aryeh King delivered an eviction notice to the Salem family in Sheikh Jarrah, ordering the family to leave their home of 70 years before 12/21. An appeals court in the Netherlands ruled that Israeli defense minister Benny Gantz cannot be tried in Dutch courts for the 2014 air strike in Gaza that killed 6 relatives of a Dutch citizen. Defense Minister Gantz announced that Israel had completed an underground barrier around Gaza, started in 2016. The barrier project also includes above-ground walls, a naval barrier, and a radar system. (AJ, MEE, MEMO, REU 12/7; MEMO 12/8; MEE 12/11)

A freedom of information request filed by Israeli human rights organization Bimkom revealed that 797 demolition orders were delivered in Area C during 2020, the highest in 5 years. In the same period, 24 construction permits were granted out of 2,550 requests. (HA 12/7)

In the West Bank, 2 Israeli settlers were escorted out of central Ramallah by Palestinian security forces after Palestinians attacked their car and subsequently set it on fire. Israeli officials claimed the 2 had entered central Ramallah by mistake, while others reported that the 2 were playing loud religious music to try to provoke a reaction from Ramallah residents. The 2 settlers were unharmed. Israeli forces demolished 2 agricultural structures in Nahalin. Israeli forces also raided the home of 1 Palestinian journalist coving the displacement of Palestinians in al-Twana in the Masafer Yatta area, seizing his cameras. Elsewhere, Israeli forces seized 6 tractors, 5 cars, 4 water tanks, and 3 trucks in Khirbet ar-Ras al-Ahmar. 4 Palestinians were arrested during house raids in Yatta, Idhna, Rafat, and Beit Sira. In East Jerusalem, around 150 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Isawiya and Silwan. 1 Israeli settler was sentenced to 20 months in prison for throwing stun grenades at Palestinian homes in Sarta in January, injuring 1. The settler was part of a group of several settlers who also threw rocks and vandalized 4 homes and 2 cars. (HA 12/1; MEMO 12/2)

The company Meta Inc., formerly known as Facebook, said it had removed 150 accounts, 79 pages, and 13 groups from Facebook and Instagram that it says are linked to Hamas. (HA 12/2)

At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. In the West Bank, Israeli settlers physically assaulted 3 Palestinians, with 1 Palestinian suffering a fractured arm, near al-Tha‘ala in the Masafer Yatta area; Israeli forces that intervened gave 1 of the Israeli settlers the club back to him that he used to attack the Palestinians after separating the 2 sides. Israeli forces shot and injured 1 Palestinian minor with a rubber-coated bullet in Beit Umar. Israeli forces also shot and injured 2 Palestinian minors during a late-night raid in al-Bireh. 6 Palestinians were arrested during late-night raids in Sa‘ir and Qalqilya. Israel’s Central Command extended defense minister Benny Gantz’s order to declare 6 Palestinian rights organizations “terror groups,” from 10/22, to the West Bank. The extension to the West Bank, where the 6 Palestinian rights organizations operate, means that the Israeli military will be able to arrest their employees, raid their offices, and confiscate their equipment. According to statistics from the Israeli ministry of defense, 8 Palestinians have been killed in 2021 during protests in the West Bank by Israeli soldiers using the Ruger rifle, which Israel uses as a crowd-dispersal tool. In comparison, 1 Palestinian was killed by Israeli soldiers using the Ruger rifle in 2020 and a total of 12 were killed by soldiers using the rifle between 2016 and 2021, according to the Israeli  data. The statistic was released as part of a parliamentary question by Gaby Lasky of Meretz (Vigor), who argued that Israeli forces should stop using the weapon at Palestinian demonstrations. (HA 11/7)

In Iraq, unknown perpetrators tried to assassinate Iraq’s prime minister Mustafa al-Kadhimi at his residence in Baghdad. Prime Minister al-Kadhimi was unharmed, but 6 members of his security force were injured. (AJ, ALM, AP, MEE, MEE, MEMO, REU, WAFA 11/7; MEMO, REU 11/8)

In the West Bank, Israeli settlers uprooted 900 olive and apricot saplings and stole olive harvests in Sabastia. Israeli settlers also uprooted 70 trees in the Masafer Yatta area. Israeli forces shot and injured 1 Palestinian man with live ammunition during a late-night raid in Tammun. Israeli forces also shot and injured 1 Palestinian minor in Silwad before arresting him. Elsewhere, Israeli forces demolished 1 structure in Haris and 1 house in Abu Nawwar, displacing 8 Palestinians, and delivered a stop-work notice for a house under construction in Deir Balut. 10 Palestinians were arrested during late-night raids in and around Ramallah, Kobar, Beita, ‘Azzun, al-Shuyukh, and Beit Umar. In East Jerusalem, 1 Israeli police officer was filmed hitting 1 Palestinian teenager at the Damascus Gate plaza. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. Later, on 10/14, the officer was suspended for 5 days. 3 Palestinian minors were arrested in Silwan and al-Tur. Off the coast of Gaza, Israeli naval forces confiscated 1 Palestinian fishing boat anchored some 6 nautical miles west of Gaza. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The ICRC further stated that Palestinians growing olives face 3 challenges: impediments to their movement and access, harassment and violence by settlers, and impacts of climate change. The Palestinian prisoner administration said that some 400 Palestinian prisoners in Israeli prisons soon will start an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century. The PFA said in a statement that it views Infantino’s participation in the event “as a total affront to the values of religious tolerance and peaceful coexistence, both endorsed by the FIFA statutes.” (WAFA 10/12; WAFA 10/13)

The commander of an Israeli military unit that was attacked by Israeli settlers from the Yitzhar settlement on 10/11 said they did not respond violently because his unit was in a Jewish community. The commander said that “the core of Yitzhar are good people.” (HA 10/12)

Israel’s justice minister Gideon Saar said at a conference that the U.S. consulate to Palestinians will not reopen in Jerusalem, saying, “It needs Israeli approval . . . We will not compromise on this issue.” (REU 10/12; MEMO 10/13)
