In the West Bank, Israeli settlers from the Yitzhar settlement chased Palestinians harvesting olives off their land in Burin. Israeli settlers also attacked Palestinians harvesting olives with stones and sticks near Qalqilya. Elsewhere, Israeli settlers threw stones at Palestinians harvesting olives near Bidya. Israeli settlers also attacked PA land surveyors working in the Masafer Yatta area, forcing them to leave. Meanwhile, Israeli settlers vandalized Palestinian-owned vehicles near Beit Iksa. Israeli forces seized 1 excavator in Dirat. In East Jerusalem, Israeli forces violently dispersed Palestinians said to have been throwing stones at Jewish people at the Damascus Gate plaza; 4 were arrested. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In the West Bank, Israeli settlers with military escort raided Khirbet al-Mufkara in the Masafer Yatta area, throwing stones at Palestinians and their property and injuring 12 Palestinians, including 1 3-year-old who was hospitalized with a fractured skull; 10 vehicles and 1 water tank were also vandalized and settlers stabbed 3 sheep, killing 1. 4 Israeli settlers were arrested by Israeli forces for the attack and all were released on 10/1. Israeli forces raided al-Arroub refugee camp, violently dispersing Palestinians protesting their incursion; 1 minor was injured by live ammunition and others suffered tear-gas related injuries. Israeli forces also raided Qabatiya, injuring 2 Palestinians protesting their incursion with live ammunition. 2 Palestinians were arrested during a late-night raid in Hebron. In East Jerusalem, 151 Israeli settlers toured the Haram al-Sharif compound. Meanwhile, Israeli forces prevented Israeli Palestinian worshippers from reaching the compound. 2 Palestinian minors were arrested during a late-night raid in Isawiya. Jordan sent a formal protest to Israel for their allowing masses of Israeli settlers to tour the Haram al-Sharif compound. PA foreign ministry also called on the Organisation of Islamic Cooperation and the Arab League to help intervene in the Israeli transgressions. (WAFA, WAFA 9/28)

The Intercept reported the Israeli consul general to the southeastern U.S. Anat Sultan-Dadon arranged a meeting with the dean of University of North Carolina at Chapel Hill’s college of arts and sciences, where Sultan-Dadon accused 1 graduate student teaching a course on the Israel-Palestinian conflict of anti-Semitism based on the student’s criticism of Israel. In a response to the Intercept, Sultan-Dadon claimed that the student’s criticism of Israel constituted anti-Semitism under the International Holocaust Remembrance Alliance’s controversial working definition of anti-Semitism. In the West Bank, Palestinians prevented Israeli settlers with military escort from entering Nablus at the Joseph’s Tomb site; 2 Israeli soldiers were reported injured by stone-throwers. Israeli settlers chased Palestinian herders off their own land in Masafer Yatta. Israeli forces violently dispersed a protest at an Israeli checkpoint near al-Bireh, injuring 1 journalist with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested during late-night raids in Biddu and Deir Nidham. In East Jerusalem, more than 770 Israeli settlers toured the Haram al-Sharif compound, waving Israeli flags. 5 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and the Old City. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. According to a cousin of Banat, 1 of his other cousins was arrested before the hearing. The arrested cousin is said to be 1 of the key witnesses to the killing of Banat. (HA, REU 9/27; MEMO 9/28)

At the UN general assembly, Israeli prime minister Naftali Bennett did not overtly mention Palestine or Israel’s occupation, but did say that “Israelis don’t wake up in the morning thinking about the conflict.” Prime Minister Bennett dedicated a portion of his speech to Iran, saying that its alleged nuclear weapons program had “hit a watershed moment, and so has our patience.” (HA, HA, MEMO, REU 9/27; AJ, ALM, AP, HA, HA, HA, HA 9/28; JP, JP 9/29)

The UN Conference on Trade and Development issued a report, saying that 2020 was the worst year for the PA economy since its establishment in 1994. The report stated that the COVID-19 pandemic and the Israeli occupation were the main factors behind the economic decline. (MEMO, WAFA 9/28)

At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. The motion noted that Israel is guilty of the crime of apartheid. The motion is non-binding. PA president Mahmoud Abbas thanked the Labour party for passing the motion. In the West Bank, PA forces arrested some 23 Palestinians in anticipation that they were going to protest against the PA in Ramallah; most of the arrestees were released on 8/22. Israeli forces seized 1 bulldozer rehabilitating a road near Tulkarm. Israeli forces also fired tear gas at Palestinian surveyors working for the PA land settlement authority in Masafer Yatta. In Gaza, Israeli forces violently dispersed Palestinian protesters in the vicinity of the Gaza fence, injuring 41, including 17 with live ammunition, including 1 child who was critically injured. 1 Israeli sniper was injured when 1 Palestinian fired a handgun through a hole the sniper was using to target Palestinians. Later, Israeli forces targeted structures in Nuseirat refugee camp and near Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen between 3-5 nautical miles off the coast. In the West Bank, Israeli settlers from the Yitzhar settlement raided ‘Asira al-Qibliya but were repelled by locals before causing any damages. Israeli forces shot and killed 4 Palestinians during a late-night house raid in Jenin refugee camp; 3 others were injured by live ammunition. PA presidential spokesperson Nabil Abu Rudeineh condemned the killings and called on the international community to intervene. Israeli forces also shot and injured 3 Palestinians using live ammunition during a raid in Tammun. Elsewhere, Israeli forces also seized solar panels in Baziq and Yarzeh, demolished 1 room in Deir Balut, razed 1 road in Atuf, and uprooted olive trees in Bardala. Israeli forces also delivered stop-work orders for 2 houses and 1 agricultural structure in Masafer Yatta and a warehouse in Haris. Israel said it had arrested 1 armed Palestinian man dressed as an Israeli soldier near Qaryut. 7 others were arrested during late-night raids in and around Qusra, Kafr Qallil, Abu Nujaym, Aida refugee camp, and Hebron. Hamas’s political leader Ismail Haniyeh congratulated the Taliban on taking over most of Afghanistan as the organization entered Kabul after the U.S. removed most of its forces. In the West Bank, Israeli settlers left the Evyatar settlement outpost after agreeing to a compromise made with the Israeli government on 7/1 in which Israel will establish an army post on the land and re-examine if it can be used as an Israeli-approved settlement. Israeli settlers also attacked 2 Palestinians with sticks and stones in the Masafer Yatta area, causing injuries. Elsewhere, Israeli settlers uprooted 80 fig, almond, and grape seedlings in Qaryut. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 135 with rubber-coated bullets and tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Salfit, leading to 2 injuries from rubber-coated bullets in Salfit. 4 Palestinians were arrested during raids in and around Dura, Hebron, Tulkarm, and Qiffin. In East Jerusalem, Israeli settlers seized 1 building in Wadi Hilweh. Israeli forces violently dispersed Palestinians demonstrating against demolitions in Silwan, leading to tear-gas related injuries and 1 Palestinian activist was beaten by Israeli police. 2 Palestinians were arrested in Sheikh Jarrah. In Gaza, Israel forces conducted air strikes, causing damage, citing incendiary balloons sent from Gaza toward Israel. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

In the West Bank, Israeli settlers set fire to more than 100 hay bales south of Hebron. Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Ya‘bad; others suffered tear-gas related injuries. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. The senators also called on Secretary Blinken to see that aid to Palestinians be raised to the same amount as before former president Donald Trump slashed it. (AX 6/1; HA 6/2)

Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. In Israel, thousands demonstrated in Tel Aviv for “a joint future” for all Israelis after days of violence among Israeli citizens. PA president Mahmoud Abbas spoke with Qatari emir Sheikh Tamim bin Hamad Al Thani about the recent Israeli attacks on Gaza and East Jerusalem. Emir Al Thani promised to help organize other nations in ending Israeli attacks on the al-Aqsa Mosque. President Abbas also spoke to the emir of Kuwait, Nawaf Al‑Ahmad Al‑Jaber Al‑Sabah, and the Egyptian security delegation that had been working as intermediaries between Israel and Hamas before the ceasefire. The mayor of Lydda Yair Revivo threatened Palestinian-Israeli councilwoman Fida Shehade that he would send the Shin Bet after her because she had criticized the city’s treatment of its Palestinian-Israeli residents. (HA 5/23)

Lebanese prime minister-designate Saad Hariri said he would not continue trying to form a cabinet after Lebanese president Michel Aoun said that he was incapable of doing so on 5/21. (REU, REU 5/22)

The UN security council (UNSC) released its 1st statement since the escalation of violence against Gaza on 5/10, calling for adherence to the ceasefire. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. In the West Bank, Israeli settlers threw stones at 1 Palestinian man, who was hospitalized for his injuries, in the Masafer Yatta area. Israeli settlers also threw stones at Palestinian vehicles near al-Mughayyir and Madama, causing damage. 3 Palestinians were arrested during late-night raids in and around Tubas and Bethlehem. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah demonstrating against Israeli threats of evictions to several families in the neighborhood; 22 were injured, including 6 by rubber-coated bullets. At a counter-protest, the Kahanist lawmaker Itamar Ben-Gvir from Otzma Yehudit (Jewish Power) had set up an outdoor office protected by dozens of Israeli police officers. In a video of the counter-protest, the deputy mayor of Jerusalem Aryeh King was filmed yelling to a Palestinian activist, while standing next to Ben-Gvir, “Abu Hummus [the Palestinian activist], how is your ass? Did they take the bullet out of your ass? Did they take it out already? It is a pity it did not go in here,” pointing to his head. Nearby, 1 Israeli settler-owned vehicle was set on fire, to which 3 Israeli settlers armed with live ammunition fired at unarmed Palestinians; no injuries were reported. 1 Israeli settler also used pepper spray on Palestinians eating an iftar meal near 1 of the houses Palestinians are threatened with eviction; clashes subsequently broke out. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)
