The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. The U.S. put sanctions on the former Lebanese foreign minister and leader of the Christian voting bloc in the Lebanese parliament Gebran Bassil, alleging that he has a particularly big role in Lebanon’s corruption problems and has “aided and abetted Hezbollah’s destabilizing activities.” (AJ, HA, REU 11/6)

In the West Bank, Israeli settlers attacked Palestinian farmers harvesting olives in Bayt Furik. Israeli forces demolished 1 house under construction near Yatta. According to reporting by Politico, the Trump administration is mulling over declaring human rights organizations and other NGOs such as Amnesty International, Human Rights Watch, and Oxfam anti-Semitic. According to the reporting, Secretary of State Pompeo is seeking to get through the declaration to gain favor among evangelical voters for a future run for president. In the West Bank, Israeli settlers stormed Bidya and leveled 16 dunams of land using bulldozers, destroying some 950 olive, almond, fig, grape, and citrus trees, and 1 caravan, and fenced off some 20 dunams (4.95 acres) of Palestinian-owned land in Kisan. Israeli forces demolished shacks used for farming in Tarqumiyya and ordered stop-work on 1 house in Taqqua, seizing 1 concreate mixer. Israeli forces also demolished 1 Palestinian-owned house in Bayt Sira. 13 Palestinians were arrested during late-night raids in and around Hebron, Yatta, Jenin, Tulkarm, and Ramallah. In Lebanon, leaders of Hezbollah’s political wing accused the U.S. of obstructing the formation of a new Lebanese government as a deadline for forming a government passed on 9/15. (HA 9/17)

A bipartisan group of members of the U.S. House of Representatives introduced a resolution supporting the normalization deal between Bahrain, the UAE, and Israel, and called on other Arab and Muslim countries to join. The resolution also called on the U.S. government to ensure that U.S. weapons sales does not harm Israel’s qualitative military edge. (HA 9/18)

Elsewhere, Israeli forces clashed with Palestinians during a raid in al-‘Arub refugee camp, leading to tear-gas related injuries. Israeli forces also prevented Palestinian construction workers from working on a road in ‘Araqa connecting it to Ya‘bad. 5 Palestinians were arrested during late-night raids in and around Qalqilya, Tulkarm, and Dura. In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Israeli forces also injured 2 Palestinians using live ammunition near Bethlehem and Jenin. 1 45-year-old Palestinian prisoner died of a heart attack at Ofer prison near Ramallah. Israeli forces demolished 2 houses and 1 shack and handed demolition notices for 5 Palestinian-owned houses near Yatta. Elsewhere, Israeli forces seized 3 tents in a Bedouin community near Ramallah. 3 Palestinians were arrested during late-night raids in and around Bethlehem, Yatta, and Jenin. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. In the West Bank, Israeli forces shot and injured 1 Palestinian minor using rubber-coated bullets in Kafr Malik. Israeli forces also seized a tractor north of Jericho and handed demolition orders for 5 residential structures and a council building near Yatta. In East Jerusalem, Israeli forces violently dispersed protests during the funeral procession for the Palestinian man who was shot by Israeli forces in the Old City on 5/30. Israeli defense minister Benny Gantz said the Israeli government was “sorry for this incident” and that it would be investigated quickly. Separately, Israeli forces violently dispersed a gathering to commemorate the death of Faisal Husseini in Shaykh Jarrah. 5 Palestinian organizers were arrested, including PA governor of Jerusalem Adnan Gheith. The Haram al-Sharif compound reopened after it was closed on 3/15 in order to prevent the spread of COVID-19. Israeli settlers led by Yehuda Glick toured the Haram al-Sharif compound; during the tour, Israeli forces arrested 3 Palestinians on the compound, including the head of the Palestinian Prisoner’s Society and a Waqf guard. 1 other Palestinian was arrested during a raid in Silwan. 5 people were killed in air strikes in eastern Syria. The British based Syrian Observatory for Human Rights said that Israel was likely responsible for the air strikes. (TOI 5/31)

In the West Bank, 1 Palestinian was shot dead after he attacked 1 Israeli soldier at a checkpoint near Abu Dis. Israeli forces later raided the home of the Palestinian man and arrested his parents in al-Sawahara. During the raid, Palestinians and Israeli forces clashed; 1 Palestinian was hospitalized after being cut by broken glass from his windshield, which was hit by a projectile. Elsewhere, Israeli forces blocked a main access road to Qusra village, leading to clashes with Palestinians. Israeli forces demolished a settlement outpost outside of Yitzhar settlement. 5 Palestinians were arrested during late-night raids in and around Bayt Awa, Hebron, Jalazun refugee camp, and Ramallah. In Gaza, Israeli forces made incursions to level land east of Rafah. In Israel, 1 23-year-old Palestinian prisoner died in a hospital after being found unresponsive in his cell on 4/21. U.S. secretary of state Mike Pompeo said during a press briefing that, “[a]s for annexation of the West Bank, the Israelis ultimately make those decisions, so that’s an Israeli decision,” in response to questions about the Netanyahu-Gantz Israeli government, which will decide on annexation in July. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. 2 Palestinians were hospitalized after being hit by rubber-coated bullets during a confrontation with Israeli forces in Hebron. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. Israeli prime minister Benjamin Netanyahu was indicted in the 3 corruption cases against him. Prime Minister Netanyahu had earlier on that day, before the indictment, withdrawn his request for immunity from prosecution. (AJ, HA 1/28)

U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister.
