In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. The Israeli authorities announce the temporary expansion of the fishing zone off Gaza’s s. coast, from 6 to 9 naut. mi. They do not offer an end date. (MNA, TOI 5/3)

The Israel Prison Service (IPS) suspends the family visitation rights of the Palestinian prisoners who went on hunger strike on 4/17. IPS has also reportedly confiscated the phones, clothes, and sheets of 7 prisoners who joined the strike; and denied lawyer Jawad Boulus’s request to visit his client Marwan Barghouti, the Fatah leader who is credited with organizing the strike and who is being held in solitary confinement. Meanwhile, dozens of Fatah supporters set up a tent in Tuqu‘ nr. Bethlehem to show solidarity with the prisoners. Palestinian citizens of Israel set up a similar tent in Umm al-Fahm, and a Palestinian family in Salfit goes on hunger strike in solidarity with their imprisoned relatives. (JP, MNA, WAFA 4/18)

In East Jerusalem, Israeli forces demolish 2 residential trailers in Jabal Mukabir. In the West Bank, IDF troops arrest 3 Palestinians and issue 1 arrest summons during late-night raids nr. Marking Palestinian Prisoners’ Day, approx. 1,500 Palestinian prisoners embark on a mass hunger strike organized by Fatah leader Marwan Barghouti under the banner of “freedom and dignity”. Meanwhile, thousands of Palestinians gather across the West Bank and East Jerusalem to mark Palestinian Prisoners’ Day and show solidarity with the hunger strikers. Israeli forces violently disperse protests outside the Ofer Prison nr. Ramallah, in Bethlehem, and in Abu Dis and al-‘Izzariya, arresting 4 Palestinians and injuring at least 11. A Hamas fighter dies in a tunnel collapse along Gaza’s border. No details about his death are made public. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, IDF troops raid 2 bookstores in Hebron overnight, confiscating materials and sealing them off in response to alleged incitement. The IDF also shuts down the entrances to Tell village s. of Nablus, following reports of stone throwing in the area; arrests 3 Palestinians during late-night raids nr. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. In the Gaza Strip, 1,000s of Palestinians attend a Hamas military parade through Gaza City to mark its 27th anniversary. During the festivities, Hamas demonstrates a drone aircraft’s capabilities, prompting the Israeli Air Force (IAF) to fly 2 jets over Gaza. Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Separately, Israeli troops arrest a Palestinian woman at Kisaout prison where she was visiting her incarcerated husband. In East Jerusalem, Israeli police and municipal officials deliver demolition notices to residences in Silwan and the Old City. Separately, Israeli security forces detain 2 Palestinians on raids in Shu‘fat r.c. and the Old City, as well as 3 Palestinian children for throwing stones at a bus. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. In the Gaza Strip, an Izzeddin al-Qassam Brigades fighter is killed during a training exercise e. of Gaza City. In the West Bank, Israeli settlers throw rocks and glass bottles at Palestinian-owned vehicles nr. Nablus, causing damage. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The IDF conducts arrest raids and house searches nr. Jenin, Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. Israeli security forces also enter Silwan, where they arrest 3 Palestinians, including Fatah’s secy.- gen. in Jerusalem; raid the Palestinian Football Association’s offices in al-Ram. Elsewhere, 3 young Israelis attack a Palestinian youth, causing moderate injuries. During a separate brawl in the Old City between Israeli and Palestinian youth, 1 Israeli is stabbed, another is lightly injured, and the Palestinians are arrested. Late at night, 5 Israeli settlers attack a Palestinian nr. the French Hill settlement. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. In Vienna, reps. of Iran and the P5+1 agree on another extension to the Joint Plan of Action (signed on 11/24/2013). The talks, which began on 1/20/2014, will be extended 7 mos.; however, the negotiators plan to complete a political accord by the end of 3/2015, leaving final technical details for annexes to be agreed on by 7/1/2015. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Israeli leaders defend the 11/21 Gaza cease-fire in the face of strong criticism from politicians like Yesh Atid’s Yair Lapid and Kadima’s Shaul Mofaz, who believe that the operation had not successfully restored ‘‘deterrence.’’ DM Barak asserts that ‘‘it is still not time to enter Gaza in a very wide operation and conquer it.’’ Barak also reveals that Israel dropped 1,000 times as many explosives on the Gaza Strip as landed on its soil. In Gaza, Palestinian factions organize a major rally in Gaza City to celebrate the cease-fire and call for national reconciliation. On a rare visit to Gaza since the Hamas takeover in 2007, Fatah Central Comm. mbr. Nabil Shaath tells the crowds that Israel failed to isolate them from the West Bank. PM Ismail Haniyeh tells the rally that the ‘‘resistance fighters changed the rules of the game’’ but that the fighters should ‘‘guard’’ the truce ‘‘as long as Israel respects it.’’ (AP, MNA 11/22)

Meanwhile, the toll of Operation Pillar of Defense continues to climb: an Israeli soldier dies from injuries sustained by a Palestinian rocket attack during the operation, becoming the 2d soldier and 6th Israeli to die in the fighting. In the Gaza Strip, rescue workers pull the bodies of 2 more Palestinians from the rubble of the Dalou family home (bombed on 11/18), raising the Palestinian toll to 160. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. Israel releases 429 Palestinian prisoners (overwhelmingly Fatah, but including some mbrs. of the Democratic Front for the Liberation of Palestine and the PFLP; around 20 are fr. Gaza) as a gesture to Abbas. Israel also allows 150 Palestinian pilgrims to leave Gaza through the Rafah crossing for the Hajj. The IDF conducts arrest raids in Wadi al-Silqa nr. DM Matan Vilnai says that targeted power cuts will increasingly be used to punish the Palestinians as long as rocket fire continues and that he expects electricity to be cut by two-thirds in the coming weeks. As a gesture to Abbas, Israel frees 57 Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also mbrs. of the DFLP, PFLP, and PA security forces) to mark Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates” there is delayed until 10/2 after Israeli pres. Shimon Peres initially refuses to sign the releases, citing captured IDF soldier Gilad Shalit’s continued detention in Gaza, finally signing them late in the evening. Meanwhile, the IDF on the Israeli side of the Erez crossing fires at a crowd on the Palestinians side gathered to welcome home the prisoners, wounding a 14-yr.-old Palestinian boy.
