IDF troops conduct a series of raids near Jenin, searching for the Palestinian who allegedly planned the 1/9 killing of an Israeli settler. After searching for hours, they surround a building in al-Yamun village where the man, Ahmad Nasser Jarrar, is hiding. When he does not surrender, they begin to demolish the building. According to the Israeli press, Jarrar is armed with a rifle and a bag of explosives when he eventually emerges. The Israeli soldiers then open fire, killing him and sparking clashes with residents of the area; there are no serious injuries. Meanwhile, IDF troops conduct raids in and around Nablus, searching for the Palestinian citizen of Israel responsible for the 2/5 killing of an Israeli settler. A raid in central Nablus sparks major clashes with stone-throwing residents of the area; 19 Palestinians are injured, including 1 fatally (he succumbs to his injuries hours later). Meanwhile, IDF troops arrest 16 Palestinians and assault 3 others during late-night raids near Bethlehem, Qalqilya, Hebron, Jenin, Nablus, Tulkarm, and Ramallah; and patrol near Hebron. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging 1 windshield. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Juhur al-Dik, causing no injuries. Following the PLO Executive Committee decision on 2/3, the PA forms a committee to explore ways the Palestinians could disengage from Israel. One proposal would have the PA adopt the Jordanian dinar as a replacement for the Israeli shekel. Meanwhile, PA pres. Abbas says, “Our hands are extended for peace through negotiations,” insisting that the Palestinians are still interested in a peace agreement with Israel, just not with the U.S. as its main broker. Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Jordan Valley as well as 3 structures in illegal settlement outposts nr. Ramallah. IDF troops arrest 5 Palestinians during late-night raids nr. Bethlehem and Jenin, and patrol nr. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike. The IDF does not comment. Later in the day, Israeli forces shoot down an unmanned aircraft that flew into Israeli airspace from Syria. (HA, JP, NYT 4/27)

The Israeli crackdown on the oPt amid the ongoing wave of violence continues. IDF troops clash with stone-throwing Palestinians outside a settlement nr. Ramallah and along Gaza’s border e. of Khan Yunis, injuring 4. Meanwhile, the IDF patrols in 1 village each nr. Jerusalem and Jenin, sparking clashes with stone-throwers (2 Palestinians are injured with live ammunition); conducts raids around Jenin and patrols across the West Bank. Masked assailants assault Palestinian Legislative Council mbr. Mustafa Barghouti in Ramallah, shouting “let the intifada protect you” and causing minor injuries before fleeing the area. The PA then launches an investigation into the attack. Israeli settlers continue assaults on Palestinians and their property, damaging a Palestinian greenhouse nr. Jenin; setting fire to a car in East Jerusalem and leaving price-tag graffiti nr. the scene. A Palestinian family demolishes its own home in Bayt Hanina, responding to the Israeli police’s 4/2015 order giving them until today to destroy the building or accept a fine of NIS 60,000 (around $15,430). Israeli forces arrest 8 Palestinians on raids in the Old City, al-Tur, al-Suwana, Silwan, Shu‘fat, and Issawiyya. In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. After meeting with PA pres. Abbas and Jordan’s King Abdullah in Amman, U.S. secy. of state Kerry announces that they and Israeli PM Netanyahu have reached a series of understandings, including an Israeli-Jordanian agreement to install cameras at Haram al-Sharif to broadcast live 24 hours a day. Off the coast of Gaza nr. Jabaliya and Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Hamas authorities arrest a shaykh in al-Bureij r.c. for alleged support of ISIS. In the West Bank, the IDF conducts house searches and raids in and around Hebron, 2 villages nr. Jenin, and 1 nr. Qalqilya, arresting 5 Palestinians; patrols in 2 villages each nr. Qalqilya and Jericho, and 1 each nr. Ramallah, Hebron, and Tulkarm. An Israeli soldier assaults a Palestinian at a checkpoint nr. Bethlehem. Israeli authorities close al-Ibrahimi Mosque in Hebron to all Muslim worshippers, allowing Jewish Israelis to enter in celebration of Passover through 4/6. In Balata r.c. nr. Nablus, Palestinian women gather to protest the PASF crackdown in the camp. In East Jerusalem, Israeli forces confiscate a number of solar energy cells in a bedouin village. PA Pres. Abbas announces that the Israeli govt. transferred NIS 1.37 b. (around $350 m.) of the NIS 1.8 b. ($460 m.) in previously frozen tax revenues, but that the Palestinians rejected the money in protest of unilateral deductions Israel made to pay the Palestinians’ debts to Israeli utility providers. In the Gaza Strip, Israeli authorities detain a Palestinian businessman as he is passing through the Erez border crossing. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” protest camp over the last few days, IDF troops raid the camp and pass along a 24-hour evacuation notice, demolishing the camp for a 5th time late at night. IDF troops raid the home of a deceased Palestinian in Hebron, confiscating NIS 50,000 (around $13,000) and issuing a summons to his father. The man was killed in a firefight with Israeli soldiers on 9/22 after he and 2 others kidnapped and killed 3 Israeli settler teenagers in 6/2014. Israeli forces raze 30 dunams of land nr. Bethlehem, preparing the area for the expansion of nearby Efrat settlement. The IDF conducts arrest raids and house searches nr. Hebron, Jenin, and Bethlehem; patrols nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces demolish a home in Silwan, displacing 14 Palestinians; deliver 3 demolition orders to families in Silwan. They also arrest a Palestinian at the Shu‘fat checkpoint. PA Pres. Abbas meets with the Swedish PM Stefan Lofven in Stockholm, then inaugurates a new Palestinian embassy. Lofven announces a new aid program that will see 1.5 b. kronor (around $180 m.) spent on projects that help fight corruption, promote gender equality and human rights under the PA. In the West Bank,Israeli soldiers open fire on a Palestinian man nr. a checkpoint s. of Nablus late at night, critically injuring him.Israeli forces demolish around 25 structures owned by Palestinian bedouin in a village nr. Tubas and deliver stop-work notices to 3 Palestinian-owned buildings in a village nr. Hebron. The IDF conducts a raid in Ramallah, arresting a suspect in the stabbing of 2 Israeli border police guards on 12/26. Palestinian residents of Turmus ‘Ayya nr. Ramallah discover that Israeli settlers uprooted around 5,000 olive trees planted nearby in the past week. In East Jerusalem, Palestinians throw 3 Molotov cocktails at an Israeli settler’s home in Ras al-Amud, causing damage, and Israeli police arrive to search for the perpetrators. Israeli security forces accompany a group of right-wing Jewish activists on a tour of Haram al-Sharif, then arrest 5 Palestinian women who verbally confront the activists. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu.
