The IDF implements a general closure of the West Bank and Gaza due to the Jewish holiday Rosh Hashanah. Meanwhile, the IDF delivers stop-work orders to a Palestinian home under construction in Yatta village nr. Hebron, and patrols during the day nr. Nablus, Tulkarm, Qalqilya, Salfit, and Hebron. An Israeli settler attacks a Palestinian-owned car nr. Qalqilya, causing NIS 1,000 (approx. $260) in damage to the windshield and tires. A Palestinian official says that the Israeli authorities have decided to bar non-Jews from al-Ibrahimi Mosque in Hebron on 7 different days in 10/2016 corresponding to Jewish holidays. The mosque will be closed to non-Jews on 10/3–4, 10/9, 10/12, 10/18–19, and 10/26. (MNA 10/2)

IDF troops conduct a raid on the campus of a university nr. Tulkarm, sparking clashes with Palestinian students; 18 Palestinians are injured. Palestinian youths throw stones at IDF troops in a village nr. Qalqilya, sparking clashes; 1 Palestinian is injured. Israeli soldiers assault and arrest 3 Palestinian students s. of Nablus. The IDF conducts a series of late-night raids in Hebron, 3 villages and al-‘Arub r.c. nr. Hebron, 1 village each nr. Tulkarm and Bethlehem, in and around Qalqilya, and ‘Ayn al-Sultan r.c. nr. Jericho, arresting 35 Palestinians, issuing arrest summons to 8, and confiscating over NIS 35,000 (around $9,000). An Israeli settler opens fire on Palestinian farmers harvesting olives nr. Qalqilya, arresting 6 Palestinians and issuing 3 arrest summons; patrol during the day in and around Tulkarm, 3 villages nr. Ramallah, 1 village and ‘Ayn al-Sultan r.c. nr. Jericho, and 3 villages and al-‘Arub r.c. nr. Hebron. They also demolish a Palestinian’s tomb nr. Nablus and confiscate the stones it was built with. Israeli settlers bulldoze Palestinian lands nr. An Israeli court rules that 8 buildings in East Jerusalem must be evacuated and demolished, claiming that the properties are not owned by the Palestinian residents; imposes a NIS 49,000 ($12,650) fine on the residents. A hearing for the case was held on 5/8. (MNA, WAFA 5/11)

Off the coast of Gaza nr. Jabaliya and Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Hamas authorities arrest a shaykh in al-Bureij r.c. for alleged support of ISIS. In the West Bank, the IDF conducts house searches and raids in and around Hebron, 2 villages nr. Jenin, and 1 nr. Qalqilya, arresting 5 Palestinians; patrols in 2 villages each nr. Qalqilya and Jericho, and 1 each nr. Ramallah, Hebron, and Tulkarm. An Israeli soldier assaults a Palestinian at a checkpoint nr. Bethlehem. Israeli authorities close al-Ibrahimi Mosque in Hebron to all Muslim worshippers, allowing Jewish Israelis to enter in celebration of Passover through 4/6. In Balata r.c. nr. Nablus, Palestinian women gather to protest the PASF crackdown in the camp. In East Jerusalem, Israeli forces confiscate a number of solar energy cells in a bedouin village. PA Pres. Abbas announces that the Israeli govt. transferred NIS 1.37 b. (around $350 m.) of the NIS 1.8 b. ($460 m.) in previously frozen tax revenues, but that the Palestinians rejected the money in protest of unilateral deductions Israel made to pay the Palestinians’ debts to Israeli utility providers. Off the coast of Gaza nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces confiscate a bulldozer in e. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. Tubas, arresting 8 Palestinians and sparking clashes in which 2 more are injured; patrols in 3 villages nr. Hebron during the day. PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. This will be the 4th mo. in a row that PA employees have received reduced salaries. (REU, WAFA 4/1)

In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. Also, the IDF conducts house searches and arrest raids in Jenin and 1 nearby village, 1 village nr. Nablus and al-Am‘ari r.c. nr. Ramallah; patrols in 3 villages and al-‘Arub r.c. nr. Hebron, 4 villages nr. Tulkarm, 2 villages nr. Ramallah, and 1 village nr. Jericho. Furthermore, IDF troops demolish 7 structures used for residential and agricultural purposes nr. Hebron. The British and French govts. condemn the 8/31 Israeli announcement to expropriate 988 acres of land in the Gush Etzion settlement bloc. UN Secy.-Gen. Ban also criticizes the expropriation, saying the “seizure of such a large swathe of land risks paving the way for further settlement activity.” (REU, UN 9/1)

An anonymous Palestinian officials tells the media that Israel seized 200 m. Israeli shekels (around $55 m.) from monthly tax revenues it collects on behalf of the PA, to cover unpaid debts (such as those of the Palestinian electricity company). (MNA 9/1)
