Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian shepherds and agricultural lands near Dayr al-Balah, causing no damage or injuries. PA president Mahmoud Abbas signs accession papers for the State of Palestine to join 11 international organizations and conventions, including the Universal Postal Union, Convention on the Nationality of Married Women, Optional Protocol to the Convention on the Rights of the Child, Optional Protocol to the Convention on the Rights of Persons with Disabilities, Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, Basel Protocol on Liability and Compensation for Damage Resulting from Transboundary Movements of Hazardous Wastes and their Disposal, Vienna Convention of Road Traffic, Protocol concerning countries or territories at present occupied, Convention on Consent to Marriage, Minimum Age for Marriage and Registration of Marriages, Agreement Establishing the Common Fund for Commodities, and the International Convention on the Arrest of Ships. One day after Israeli defense minister Avigdor Lieberman resigned in protest of Prime Minister Benjamin Netanyahu’s decision to reach a cease-fire with the armed Palestinian groups in Gaza, both Finance Minister Moshe Kahlon and Interior Minister Aryeh Deri call for snap elections to be held as soon as possible. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. For the first time since 2014, the PA cabinet convenes in Gaza. At the outset, PM Hamdallah says that the government is set to take full responsibility of the administration of Gaza “in full cooperation and partnership with all the Palestinian factions and forces,” including Hamas. PA PM Hamdallah and EU rep. to the PA John Gatt-Rutter, along with a delegation of EU officials, visit Susiya village in the s. Hebron hills to show support for the village’s 340 residents. On 5/4, Israel’s Supreme Court upheld the govt.’s plans to evacuate and demolish the village, denying a petition from activists and residents. Gatt-Rutter calls on Israel to reverse its demolition plans. Meanwhile, the bedouin residents of Umm al-Hiran, a village in the Negev, file another petition to Israel’s Supreme Court, appealing the court’s 5–4 rejection of their previous petition that called for a reprieve from the state’s planned evacuation and demolition of their village. The UN releases its “List of Shame,” or blacklist, documenting known violators of children’s rights but excluding Israel and Hamas. Secy.-Gen. Ban excluded Israel and Hamas despite official requests from the PA, in the case of the former, and various international organizations, the U.S., and Israel, in the case of the latter. In response to the recent demolitions of Palestinian property in Israel on 4/13, 4/14, and today, Israeli PM Netanyahu attempts to set up a meeting with Joint List chair Odeh. The Arab High Follow-Up Comm. calls for Palestinian citizens of Israel to conduct a general strike on 4/28. Meanwhile, Israel’s Supreme Court upholds the 7/2011 Anti-Boycott Law, which allows for sanctions to be placed against individuals or organizations that call for boycotts against Israel. Bethlehem. Israeli authorities close al-Ibrahimi Mosque in Hebron to all Muslim worshippers, allowing Jewish Israelis to enter in celebration of Passover through 4/6. In Balata r.c. nr. Nablus, Palestinian women gather to protest the PASF crackdown in the camp. In East Jerusalem, Israeli forces confiscate a number of solar energy cells in a bedouin village. PA Pres. Abbas announces that the Israeli govt. transferred NIS 1.37 b. (around $350 m.) of the NIS 1.8 b. ($460 m.) in previously frozen tax revenues, but that the Palestinians rejected the money in protest of unilateral deductions Israel made to pay the Palestinians’ debts to Israeli utility providers. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. The PA Finance Ministry confirms that Israel’s freeze on tax revenue transfers to the PA is continuing for a 3d mo. and that, as a result, the PA can only afford to pay many of its employees 60% of their salaries. Israel’s Coordinator of Government Activities in the Territories (COGAT), Yoav Mordechai, announces that the amount of water annually allowed into the Gaza Strip will be doubled from 5 to 10 million m3 . (HA, MNA, TOI 3/4)

The Palestinian Central Council (PCC) meets in Ramallah to discuss several issues, including the PA’s economic crisis and the possibility of suspending or cutting security coordination with Israel. At the request of PA Pres. Abbas, they review the interim agreements made with Israel in the 1990s that created the PA. Abbas says that he recently turned down an Israeli offer to unfreeze the transfers of tax revenues in exchange for the Palestinians abandoning their efforts at the International Criminal Court (ICC). The day after Israeli PM Netanyahu’s speech to Congress, U.S. Senate Minority Leader Harry Reid (D-NV) says that Congress should not pass new sanctions-related legislation until the negotiators have had a chance to produce an agreement. In the West Bank, IDF troops shoot and kill a Palestinian man during clashes after a late-night arrest raid in Dahaysha r.c.; an Israeli soldier is lightly injured. IDF troops clash with Palestinians in Bethlehem and nearby Aida r.c., injuring 12 with tear gas, stun grenades, and live ammunition. They also demolish and evacuate the “Gate of Jerusalem” protest tent camp in Abu Dis for the 9th time, arresting a Palestinian woman nr. the camp hours later. The IDF raids the Birzeit home of the Palestinian teenager who stabbed an Israeli in East Jerusalem on 2/22. They also conduct raids and house searches in Bethlehem, and 1 village each nr. The state-owned Israel Electric Corporation (IEC) temporarily cuts electricity to 50 Palestinian communities nr. Jenin and Nablus in response to the PA’s inability to pay its debts. The PM’s office denies responsibility and involvement in the decision to cut power. The IEC says that the Palestinians owe NIS 1.9 b. (around $487 m.). Concluding the trial that began on 1/13, the New York Federal District Court delivers a verdict in a case brought under the U.S. Anti-Terrorism Act by the families of American victims of 6 attacks in Israel from 2002 to 2004, finding the PA and the Palestine Liberation Organization (PLO) liable for $655.5 m. in damages. The Palestinians intend to appeal the ruling. It is unclear how they could pay the penalty, with Israel’s freeze of monthly tax revenue transfers causing an economic crisis for the PA. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” protest camp over the last few days, IDF troops raid the camp and pass along a 24-hour evacuation notice, demolishing the camp for a 5th time late at night. IDF troops raid the home of a deceased Palestinian in Hebron, confiscating NIS 50,000 (around $13,000) and issuing a summons to his father. The man was killed in a firefight with Israeli soldiers on 9/22 after he and 2 others kidnapped and killed 3 Israeli settler teenagers in 6/2014. Israeli forces raze 30 dunams of land nr. Bethlehem, preparing the area for the expansion of nearby Efrat settlement. The IDF conducts arrest raids and house searches nr. Hebron, Jenin, and Bethlehem; patrols nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces demolish a home in Silwan, displacing 14 Palestinians; deliver 3 demolition orders to families in Silwan. They also arrest a Palestinian at the Shu‘fat checkpoint. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. In the Gaza Strip, the union of hospital sanitation workers goes on a full strike following weeks of partial strikes protesting the govt.’s failure to pay them since 6/2. Off the coast nr. Gaza City, Israeli naval forces open fire on a Palestinian fishing boat, critically injuring 1 fisherman. IDF troops along the e. border open fire on agricultural lands, causing no injuries. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. Later, 2 Palestinian men are arrested in connection with the incident and IDF troops raid the injured man’s home in al-‘Izzariya. Separately, IDF troops shut down a secondary school nr. The Palestinian negotiating team resign in protest at Israeli settlement construction, Pres. Abbas announces. Negotiator Mohammed Shtayyeh says that the move had not yet been accepted by Abbas. An unnamed Palestinian official says that there are no immediate plans for new peace talks, in light of the development. In response, U.S. State Dept. spokesperson Jen Psaki notes that Abbas remains committed to a 9-month time frame peace process. The Palestinian and Israeli media report rumors fr. anonymous Awarta residents that a Thai worker for the settler family murdered in Itamar on 3/11 had complained that the family owed him NIS 10,000 in wages and had threatened to kill the family; some sources (e.g., MNA 3/14) say the IDF rounded up all foreign workers in the settlement for questioning immediately after discovering the murders.
