PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. EU high commissioner for foreign affairs Josep Borell calls on Israel to tell the world what it envisions if it does not want a 2-state solution, saying “[w]hich are the other solution they have in mind? To make all the Palestinians leave? To kill off them?” A discussion paper sent to EU countries ahead of a meeting on the Israeli-Palestinian conflict shows that the EU is planning to call for a “preparatory peace conference” to be organized by the EU, Egypt, Jordan, Saudi Arabia, and the Arab League. Israeli foreign minister Israel Katz shows EU foreign ministers a video of an envisioned artificial island off the coast of Gaza he suggests can be a place for Palestinians to live. Borell says Katz evaded talking about the pertinent issues and suggests he could use his time spent with EU foreign ministers better. EU foreign ministers also meet with PA foreign minister Riyad al-Maliki and the foreign ministers of Saudi Arabia, Egypt, and Jordan, discussing the situation in Gaza. Hamas said it had agreed to the terms of the first prisoner exchange and temporary ceasefire. Islamic Jihad said it was coordinating with Hamas on the prisoner exchange deal. The Israeli war, security, and government cabinets convened in separate meetings in the evening to discuss the deal. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. The Biden administration also notified Congress that it will be sending $10 million to Palestinian groups in the West Bank and Gaza to support exchange and reconciliation projects with Israelis. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Israel has been widely criticized for refusing to provide vaccines to Palestinians in the occupied territories, including by U.S. senator Bernie Sanders (D-VT), who said it was “outrageous that [Israeli prime minister Benjamin] Netanyahu would use spare vaccines to reward his foreign allies while so many Palestinians in the occupied territories are still waiting.” The PA foreign minister Riyad al-Maliki called Israel’s decision immoral. The bidding process was halted on 1/15 after a petition by Palestinian residents and Ir Amim, which complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At an Israeli cabinet meeting, Israeli prime minister Benjamin Netanyahu sought to legalize 3 Israeli settler outposts and establish 3 new settlements, but was stopped by Israeli defense minister Benny Gantz, who called the proposal “politically irresponsible . . . especially at such a sensitive time,” referring to either the upcoming Israeli elections of the transition of power in the U.S. (HA 1/19)

U.S. president Donald Trump pardoned the Israeli spy recruiter, Aviem Sella, who recruited Jonathan Pollard to spy on the U.S. for Israel in the 1980s. President Trump cited support for the clemency by Prime Minister Netanyahu, Israeli ambassador to the U.S. Ron Dermer, U.S. ambassador to Israel David Friedman, and Sheldon Adelson’s widow Miriam Adelson. At the confirmation hearing for Antony Blinken, U.S. president-elect Joe Biden’s pick for secretary of state, Blinken said he supported the normalization deals made between the U.S., Israel, and Morocco, and Sudan, Bahrain, and the UAE. Blinken also said that it is “vitally important” that the U.S. involve Israel in reentering the Iran Joint Comprehensive Plan of Action agreement, that he does not see an immediate way forward on finding a solution for the Palestinian-Israeli conflict, and that he and President-Elect Biden both oppose the BDS movement. He furthermore stated that he considers Jerusalem the capital of Israel and that the U.S. embassy to Israel would remain in Jerusalem. PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. Separately, IDF troops stationed along the border fence arrest 2 Palestinians attempting to cross from Gaza into Israel near Rafah, and open fire on Palestinian lands near al-Bureij refugee camp, causing no damage. In East Jerusalem, approximately 524 Israeli settlers tour Haram al-Sharif in the morning, commemorating the Jewish holiday Sukkot. Some of the settlers reportedly pray at the sanctuary. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. In Israel, approximately 30,000 Palestinians and Israelis gather in Jerusalem to call for a resumption of IsraeliPalestinian peace talks. The Israeli NGO Women Wage Peace organized the demonstration.
