For the 10th consecutive Friday, Israeli forces violently disperse Palestinians, Israelis, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as Israel’s settlements, separation wall, and occupation, in al-Mazra‘a and al-Bireh near Ramallah, 3 villages near Nablus (Beita, Dayr al-Hatab, and Madama), the Huwwara checkpoint, and along Gaza’s border near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; at least 41 Palestinians are injured (1 critically). Meanwhile, Israeli border police arrest a Palestinian in central Hebron, claiming he is carrying a knife. The IDF temporarily shuts down the Huwwara checkpoint near Nablus following clashes in the area earlier in the day. IDF troops arrest 1 Palestinian during a late-night raid near Tubas, and patrol near Salfit and Hebron. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Gaza City, causing no damage or injuries. In the West Bank, IDF troops arrest 5 Palestinians and issue 1 arrest summons during raids and house searches nr. Nablus, Ramallah, and Hebron; and patrol nr. Jenin, Hebron, and Salfit throughout the day. Along Gaza’s border, IDF troops arrest a Palestinian attempting to cross into Israel nr. al-Bureij r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no injuries or damage. (MNA, WAFA 9/3; PCHR 9/8)

The Egyptian authorities open the Rafah border crossing for humanitarian cases passing in both directions. They plan to open it again on 9/4. (OCHA 9/8)

Cross-border violence continues in Gaza as IDF troops violently disperse Palestinians protesting nr. the Erez border crossing and e. of al-Bureij r.c., injuring 14 Palestinians. The Israeli authorities then temporarily close the crossing. Later, IDF troops armed with sniper rifles open fire on a group of Palestinians in an agricultural area along the border fence nr. al-Bureij r.c., killing 1 and injuring 2. The IDF releases a statement describing the incident as an operation designed to “eradicate” a group of armed Palestinian fighters allegedly responsible for several attacks on IDF patrols along the border in recent weeks. Stabbing and alleged stabbing attacks continue amid the ongoing wave of violence. In the West Bank, IDF troops shoot and kill a Palestinian during early morning clashes in a village nr. Hebron. The IDF says that the soldiers used live ammunition only after the man attempted to stab 1 of them. In the evening, IDF troops shoot and kill 2 Palestinian youths in c. Hebron as they are walking home amid a minor protest (the IDF says that they stabbed a soldier in the area). A Palestinian driver rams and kills an Israeli settler nr. Hebron. The Palestinian driver reports the incident later in the day to Palestinian police as an accident. Later, another Palestinian driver rams an Israeli soldier and a settler outside a settlement nr. Jerusalem, injuring both. IDF troops shoot and kill the Palestinian when he exits his vehicle, allegedly holding a knife. After the incident, the IDF raids the Palestinian driver’s home nr. Elsewhere in the oPt, IDF troops violently disperse Palestinian protesters across the West Bank, injuring 18 Palestinians. Israeli forces also obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks, sparking clashes with stone-throwing Palestinian youths and injuring 2 Palestinians with live ammunition. The IDF conducts late-night raids throughout the West Bank and East Jerusalem, arresting 41 Palestinians. Meanwhile, Israeli settlers assault Palestinians and their property in the Hebron, Jenin, and Salfit areas. Palestinian schools and businesses in Issawiyya, East Jerusalem, conduct a general strike in protest of the Israeli authorities’ recent restrictions on access to the neighborhood. Debate over moving toward a universal draft threatens to split Netanyahu’s newly expanded coalition. UltraOrthodox groups, angry over calls to remove their exemption from service based on religious reasons, raise the issue of service waivers for Palestinian citizens of Israel. The 2002 Tal Law exempting ultra-Orthodox Jews engaged in religious studies was invalidated by the High Court in 2/2012 and is set to expire at the end of 7/2012. (NYT 6/30)

Israel’s Housing Min. publishes tenders for the construction of 171 housing units in Gilo and Pisgat Ze’ev settlements in East Jerusalem. IDF troops on the Gaza border e. of Bureij r.c. catch and arrest 3 Palestinians (including 2 teenagers) attempting to sneak into Israel to find work. In the West Bank, the IDF patrols in 2 villages each nr. Ramallah and Salfit in the morning; and in 2 villages nr. Tulkarm and 1 each nr. Qalqilya and Ramallah late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 5 Palestinians are lightly injured by tear gas canisters (4 in Kafr Qaddum, including a child; 1 in Bil‘in). UNESCO’s World Heritage Comm. approves (13–6) a Palestinian request to place Church of the Nativity in Bethlehem on its list of world heritage sites at risk because of its urgent need for repairs. The U.S. strongly opposed the request, stating the church was not imperiled. Israel denounces the vote, saying, ‘‘UNESCO is motivated by political and not cultural considerations.’’ (WP 6/30)

IDF troops on the Gaza border e. of al-Bureij r.c. arrest 3 Palestinian laborers who attempt to sneak into Israel to find work. The IDF enters Araba village nr. Jenin, raids and confiscates materials fr. a protest tent set up in solidarity with jailed Islamic Jihad spokesman Khader Adnan, who has been on hunger strike since 12/17/11 to protest his detention without charge; the homes of several protest organizers and participants are also raided and searched. The IDF also patrols in 3 villages n. of Ramallah in the morning, in 1 village nr. Qalqilya in the afternoon, and in 2 villages nr. Salfit and 1 nr. Qalqilya late in the evening. The IDF also conducts late-night house searches nr. Salfit. Jewish settlers fr. Halamish settlement enter nearby Nabi Saleh and set fire to a mosque; the fire is quickly extinguished. Unidentified assailants blow up Egypt’s natural gas pipeline to Israel for the 12th time in the past yr. No group takes responsibility. Israel generates 40% of its electricity fr. natural gas, and 43% of that natural gas is supplied by Egypt. (NYT 2/5)

Abbas says that Israel has offered nothing new in talks in Jordan, but that 2 more mtgs. are planned in hopes that the sides can agree on baselines for resuming negotiations before the Quartet’s 1/26/12 target date. (NYT 1/13)

Israel’s High Court upholds (6-5) a controversial law that bans most Palestinians who marry Israeli citizens fr. obtaining citizenship on the ground this would pose a security threat. IDF troops on the c. Gaza border fire 2 artillery shells at a group of armed Palestinians nr. the border e. of al-Bureij r.c., moderately wounding 2. In the West Bank, the IDF patrols in 4 villages nr. Ramallah and 2 nr. Tulkarm (synchronized) in the morning; in 2 villages nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths in 1 instance), 2 nr. Jericho, and 1 nr. Salfit in the afternoon; and in Birzeit late at night. Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. Gaza to level land and clear lines of sight along the border fence e. of Bureij r.c., firing on surrounding areas to keep Palestinians away, wounding a farmer working his field nearby. IDF troops on the n. Gaza border fire warning shots at Palestinian and international activists staging a nonviolent protest march to the border nr. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. Obama and Netanyahu hold a difficult but “productive” meeting at the White House to discuss the peace process, particularly their views on the 1967 borders as the basis of Israeli-Palestinian peace talks. Afterward, Obama stresses their points of agreement, while Netanyahu criticizes Obama as “unrealistic.” (CSM 5/20; NYT, WP 5/21)

The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF responds with air strikes on a poultry farm nr. Khan Yunis (an alleged arms cache) and at a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, IDF escorts plain-clothed individuals into Rafat village nr. Salfit in the morning; the group pauses outside the local mosque, pointing at it and taking notes. The IDF also conducts late-night arrest raids, house searches in Hebron and nr. Nablus, and patrols in Anabta village nr. Tulkarm. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. In the West Bank, the IDF patrols Qalandia r.c. nr. Ramallah, firing rubbercoated steel bullets, sound bombs, tear gas at stone-throwing Palestinians who confront them, wounding 1 (possibly a bystander); fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2); conducts late-night raids, house searches nr. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In retaliation, the IDF fires at least 14 missiles toward the port of Tyre and sends fighter jets across the border; no casualties are reported in either attack. (NYT, WP 9/12; JPI 9/24)

On the 1st day of the cease-fire in Gaza, no Israeli-Palestinian violence is reported inside the Strip. Israeli naval vessels, however, fire on Palestinian fishing boats off the coast of Rafah, forcing them to return to shore. Hamas removes armed mbrs. fr. posts along the border with Israel. In the West Bank, the IDF demolishes a Palestinian home in Qalqilya; raids several Palestinian homes in Hebron, detains and photographs 30 residents for no apparent reason; conducts latenight arrest raids, house searches nr. Nablus and in Jenin town and r.c., Qabatya. Jewish settlers fr. Yitzhar nr. Nablus block a road, stone Palestinian cars driving in the area, burn 800 d. of Palestinian olive groves, stone local Palestinians who attempt to reach the area to put out the fires; the IDF observes but only intervenes to detain Palestinians who arrive to extinguish the fire. Jewish settlers fr. Tapuach settlement nr. Salfit burn 48 d. of nearby Palestinian crops. A Jewish settler seriously injures a 70-yr.-old Palestinian man in a deliberate hit-and-run along the Qalqilya-Nablus road outside Qalqilya; the IDF evacuates him to an Israeli hospital. In Gaza City, unidentified gunmen fire on the offices of a Hamas-affiliated newspaper, causing damage but no injuries. In al-Bureij r.c., Hamas-affiliated police raid, fire in the air to disperse a wedding party, claiming attendees were playing pro-Fatah songs; no injuries are reported. Just before U.S. secy. of state Condoleezza Rice arrives in Israel for 6/15–16 mtgs. to encourage Israeli-Palestinian negotiations (see Quarterly Update), the Israeli Housing Min. announces approval for construction of 1,300 new settlement housing units in Ramat Shlomo in East Jerusalem. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 2); fires tear gas, percussion grenades at a similar protest al-Ma‘sara (injuring 5). Jewish settlers enter Nablus to pray at Joseph’s Tomb without prior coordination with the IDF; the IDF evacuates and arrests them. The IDF also sends tanks into Gaza e. of al-Maghazi r.c. to level land along the border fence. In Gaza’s al-Bureij r.c., Hamas-affiliated police attempt to arrest 2 wanted Fatah mbrs., but are attacked, forced to retreat by neighbors and Fatah supporters; no serious injuries are reported. Bayt Hanun, causing no reported injuries. Hamas organizes large rallies in Gaza City (7,000), Rafah (3,000), al-Bureij r.c. (2,000), and Nussayrat r.c. (2,000) to protest ongoing Israeli excavations nr. the al-Aqsa Mosque. A Palestinian is killed when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem; patrols in, fires on residential areas of Balata r.c., Nablus; erects checkpoints, checks IDs in al-Bireh. Jewish settlers fr. Aley Zahav and P’duel w. of Salfit vandalize a nearby Palestinian home, light a fire near the house, damage a car and an animal pen; IDF troops observe but do not intervene. In Gaza City, unidentified assailants detonate an explosive device outside an ESF post, causing damage but no injuries. Later, unidentified assailants detonate a bomb outside Fatah al-Yasir offices nearby, causing significant damage but no injuries.ESF officers find, dismantle another explosive device in Gaza City; the target of that attack is unclear.
