Israeli settlers also raided Qaryut, opening fire at Palestinians in the area; no injuries were reported. Meanwhile, Israeli settlers razed farmland near Qasra. Israeli forces shot and injured a Palestinian child in Husan. Israeli soldiers also assaulted a Palestinian man in Dheisheh refugee camp. Elsewhere, Israeli forces demolished a Palestinian home in Bani Na’im. Israeli forces also razed land in Artas. Meanwhile, Israeli forces notified Palestinian families in Deir Qala that Israel will seize 18 dunams (4.4 acres) of land. 28 Palestinians were arrested during late-night raids in and around Jericho, Balata refugee camp, Bayt Awa, Hebron, Tarqumiyah, Bethlehem, Abu Dis, al-Eizariya, Ramallah, Jenin, and Qalqilya. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Maghazi, and Jabalia refugee camp, killing at least 208 Palestinians and injuring 416. Israeli forces also shot and injured a surgeon inside al-Awda Hosptial, which has been under Israeli siege for 6 days, and hit the Kamal Adwan hospital with an airstrike. Rockets were fired at Israel, injuring 1. In Lebanon, Israeli forces killed a Lebanese official in Taybeh, Hezbollah said it had attacked Israeli soldiers in Shtula and Metula. In the Red Sea, a Norwegian commercial ship, The Strinda, was hit by a cruise missile launched by Yemen according to the U.S. military. More than 18,205 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,645 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, entered Gaza via the Rafah crossing. 33 injured Palestinians and 461 dual nationals were evacuated to Egypt. Palestinians in the West Bank and East Jerusalem were on strike over Israel’s bombing of Gaza. People outside of Palestinian also participated in the strike; most noteworthy was the Lebanese government’s decision to close government offices and institutions in solidarity with Gaza. Comments by Israeli prime minister Benjamin Netanyahu to the Knesset foreign affairs and defense committees were leaked to the press. Netanyahu said the “difference between Hamas and the PA is only that Hamas wants to destroy us here and now, and the PA wants to do it in stages.” Netanyahu also said Gaza will be under Israeli military control and that Gulf states will rehabilitate the area. U.S. National Security Council spokesperson John Kirby said the U.S. was “asking questions” in relation to reporting from Amnesty International and the Washington Post that Israel had used U.S.-supplied white phosphorus in Lebanon. The Post said a journalist had found remnants of 3 artillery shells that indicated that they were U.S.-made white phosphorous shells. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, calling on Israel to take steps to avoid civilian harm and increase aid. EU high representative for foreign affairs Josep Borell called the destruction in Gaza “even greater than destruction suffered by the German cities during the Second World War,” noting that 60-70% of the casualties are civilians and 85% of the population have been internally displaced. Borell also said the EU will propose sanctions on violent Israeli settlers. France, Germany, and Italy also called on the EU to set up a special sanctions scheme to target Hamas. In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, armed Israeli settlers attacked Palestinians harvesting olives near Awarta. Israeli settlers also vandalized 8 olive trees near Hebron. Elsewhere, Israeli settlers assaulted Palestinians and vandalized 1 greenhouse in Ein al-Beida. Israeli forces shot and killed 1 Palestinian child in al-Mazra'a al-Gharbiyeh as Palestinians protested an Israeli settler incursion in the village; 50 Palestinians were injured by baton rounds and tear gas and Israeli forces attacked Palestinian paramedics trying to save the Palestinian child’s life. Israeli forces also shot and killed 1 Palestinian child in Qalqilya at the separation wall. Israel’s defense ministry said that Israel will pay the family of Omar Abdalmajeed As’ad, a U.S. citizen who was killed by Israeli forces during an arrest raid in Jiljilyya on 1/12, $139,000 in exchange for the family withdrawing its lawsuit against the state. The brother of As’ad told The Guardian that his family had not been contacted by the Israeli defense ministry and that they would not accept a deal that forces them to drop their lawsuit, saying they want justice. In the West Bank, Israeli forces prevented Palestinians from reaching a rally against annexation and Palestinian officials from reaching a meeting in Fasayil in the Jordan Valley, leading to tear-gas related injuries. Israeli forces also demolished 1 house under construction in Bayt Sira and 1 house in Beitunia. Elsewhere, Israeli forces delivered an eviction notice to 1 Palestinian in al-Khadir. U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

Israel’s Shin Bet accuses the Palestinian manager of the Gaza branch of World Vision, a Christian aid group, with redirecting around $43 m. of the group’s money to Hamas over the past 6 years. The manager, Mohammad Halabi, was arrested at the Erez border crossing on 6/15. Hours later, the Australian govt. suspends its funding of World Vision. The charity responds, saying that programs in Gaza “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls,” and that they “have no reason to believe the allegations are true.” (NYT, TOI 8/4; TOI 8/5; AJ 8/9)

Egypt’s military announces that it has killed the leader of the Sinai Province of the Islamic State (SPIS) with a recent air strike nr. al-Arish in n. Sinai. The strike was one of many that reportedly killed 45 other SPIS fighters and destroyed a lot of their supplies and munitions. (HA, REU 8/4)

In the West Bank, the IDF raids and searches Palestinian villages around Itamar settlement, particularly in Awarta village, in search for the killers of 5 settlers found murdered on 3/11, detaining at least 20 young men for questioning. At least 27 attacks on Palestinians and their property by armed Jewish settlers retaliating for the Itamar murders are reported in Nablus (10), Hebron (9), Qalqilya (6), and Ramallah (2). Incidents involved: rampaging through Palestinian areas (6 cases, including an attempt to kidnap 2 children); vandalizing homes, businesses, and community buildings (11, including an attempt to set fire to a mosque); stoning and vandalizing cars (10); and cutting down olive trees (1). Meanwhile, a statement released to the press claims responsibility in the name of the al-Aqsa Martyrs Brigade of Imad Mughniyah; AMB officials deny any connection to the purported offshoot group. Netanyahu makes a televised address calling on settlers not to take matters into their own hands and to allow the IDF to search for the assailants, also calling on the PA to halt the incitement that encourages such attacks. After Yemen’s opposition rejected (3/10) as insufficient a proposal by Pres. Saleh to discuss constitutional reform and again demanded he immediately step down, Saleh deploys troops to crush growing antigovernment protests, authorizing them to use water cannons, tear gas, live ammunition, and sniper fire. Over the next few days, injuries quickly rise into the 100s but demonstrations only grow, now involving 10,000s of protesters. IDF Maj. Gen. (ret.) Giora Eiland, who headed the Israeli military’s internal inquiry into the 5/31 Gaza flotilla incident, releases brief excerpts of his classified 100-page final report to the IDF chief of staff concluding that overall the “the entire operation is estimable,” praising soldiers for their “professionalism, bravery, and resourcefulness.” While the report faults planning for the operation as inadequate (relying “excessively on a single course of action . . . while no alternative courses of action were prepared”), it deems the use of live fire on the passengers “justified.” (IFM 7/12; NYT, WP 7/13; JPI 7/23)

Bayt Hanun to examine and dismantle the explosive device, but Israel says it was not meant as a breech of the cease-fire. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, forcing them to return to shore.
