Israeli forces also shoot and injure 2 Palestinian men during raids in Tell and Qiffin. Elsewhere, Israeli forces demolish a home and an agricultural structure and uproot trees in Birin. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Maghazi, Rafah, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 249 Palestinians, including a 5-year-old in a bombing of a Doctors Without Borders shelter. 9 Israeli soldiers are killed in combat, including 6 who are killed by Israeli forces detonating a tunnel before they exit it. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces assassinate senior commander in Hezbollah’s Radwan forces Wissam al-Tawil and one other person in a strike on the car they are traveling in in Khirbet Selm. Israeli forces also attack Marwahin and Ayta ash Shab. Hezbollah fires a rocket at a home in Shtula, lightly injuring an Israeli, and an anti-tank missile at an Israeli soldier near the Blue Line. In Syria, Israel says it has assassinated Hassan Halashah in Beit Jinn, claiming he was responsible for Hamas launching rockets from Syria at Israel. More than 23,084 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 58,926 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 333 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 183 Israeli soldiers have been killed and 1,042 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 112 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah el-Sisi in Cairo, discussing ways to end Israel’s war in Gaza and the surge in settler violence in the West Bank. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. It is unclear if Cassif will be expelled as the law to expel Knesset members only permits expulsion on the basis of racist incitement or support of armed struggle against Israel. (HA 1/9)

U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Bin Zayed reportedly sarcastically told Netanyahu to “ask [Ukrainian president Volodymyr] Zelenskyy for money.” (AX 1/8)

In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Israel said it had assassinated the commander of Hamas’ Shuja’iya Brigades Wisam Farhat. 2 Israeli soldiers were killed in Gaza. Rockets were launched from Gaza at Israel, reportedly injuring 1. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 77 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, and 7 Saudi donated ambulances arrived in Gaza. 903 people were evacuated to Egypt, including 13 injured Palestinians. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, Israeli settlers opened fire at a Palestinian car traveling near Marda, causing damage. Israeli settlers also vandalized 40 olive trees in Kafr ad-Dik and stole an olive harvest in Awarta. Israeli forces shot and killed 2 Palestinians and injured 14 others during a raid in Jalazone refugee camp. Israeli forces also prevented Palestinians from harvesting olives in Iskaka. More than 120 Palestinians were arrested during late-night raids in and around Hebron, Jalazone refugee camp, Bayt Rima, Jericho, Bethlehem, Jenin, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, preventing Palestinian students from attending classes. In Gaza, Israeli airstrikes killed at least 400 Palestinians. Israel said it had attacked 320 targets in Gaza overnight, including 2 mosques. Rockets were fired at Israel, causing damage. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. Israel said it allowed 14 trucks of aid to enter Gaza after having its forces inspect the contents. A total of 20 trucks carrying food, water, and medicine entered Gaza. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. Sunak said the UK will donate $25 million in aid to Gaza and said the UK believed it was a misfired rocket from Gaza that hit al-Ahli Arab Hospital on 10/17. (AJ 10/22; HA 10/23)

U.S. National Security Council spokesperson John Kirby said it is still not time for the U.S. to call for a ceasefire. The U.S. also sent 3-star general James Glynn to advise Israel. Glynn is reported to be an expert in urban warfare. (AJ 10/22; AP 10/24)

China’s special envoy on the Middle East Zhai Jun said China is willing to do “whatever is conducive” to promote a ceasefire and retore peace, calling the situation in Gaza “very serious.” (AJ, REU 10/23)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles and stole an olive harvest near Burqa. Israeli settlers also used pepper spray against 2 Palestinians at the Awarta checkpoint. Elsewhere, Israeli settlers opened fire at Palestinian vehicles in Shaab al-Butum in the Masafer Yatta area, causing damage. Israeli settlers also assaulted a Palestinian man in Deir Istiya. Israeli forces shot and killed a Palestinian minor in Beita. Israeli forces also violently dispersed Palestinian protesters, injuring 2 with live ammunition, in Tubas. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, Deir Istiya, and Ramallah. In Gaza, Israeli airstrikes killed around 450 Palestinians and caused extensive damage. Israel also assassinated Hamas commander in the Khan Yunis Battalion Bilal al-Kadra. Rockets were fired from Gaza at Israel, causing injuries. In Lebanon, UNIFIL said its headquarters in southern Lebanon was hit by a rocket. Hamas said it had fired 20 rockets from Lebanon at Israel. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Due to a lack of space in cemeteries, about 100 unidentified Palestinian bodies were laid to rest in mass graves in Gaza City. 55 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,173 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 3,436 have been injured since 10/7. The UN reported that nearly 600,000 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The UN acknowledged that the number of displaced Palestinians was likely much higher because of the Israel order for Palestinians in the north to leave for the south. The WHO said 4 hospitals in northern Gaza have been made nonoperational due to Israeli attacks and 21 hospitals have been ordered to evacuate by Israel. WHO also said it delivered medical supplies to 2,000 patients in Gaza “[d]espite the Israeli airstrikes.” There were reports of aid amassing near the Rafah crossing as Israel has not promised safe passage for the aid to enter Gaza. The U.S. said Israel had agree to supply water to some areas of Gaza. Hamas said the water had not started running as of 10/16. UNRWA said that water has run out at UN facilities sheltering Palestinians who have fled their homes. The remaining seawater distillation plant in Gaza closed due to a lack of fuel. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. Soon, I believe, with this there will be no food or medicine either.” Lazzarini said UNRWA was no longer able to provide humanitarian assistance in Gaza. 14 UNRWA employees have been killed and 13,000 displaced from their homes. PA president Mahmoud Abbas told Venezuelan president Nicolás Maduro that Hamas’ actions and policies do not represent the Palestinian people. A landlord in Planfield, Illinois stabbed and killed a 6-year-old Palestinian American boy and severely injured his mother. The man screamed “you Muslims must die!” as he attacked the 2 in their apartment. President Biden called the killing a “horrific act of hate.” (AJ 10/14; AJ, AJ, HA 10/15; HA, WAFA 10/16)

Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. President Biden tweeted “[w]e must not lose sight of the fact that the overwhelming majority of Palestinians had nothing to do with Hamas’s appealing attacks, and are suffering as a result of them.” Biden also told 60 Minutes that it would be a big mistake for Israel to reoccupy Gaza. In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish.
