In the West Bank, the IDF conducts arrest raids, house searches in and around Ramallah, and in Jenin town and r.c., Nablus. Jewish settlers fire on a Palestinian bus nr. Beit Lid Junction btwn. Nablus and Tulkarm, forcing the bus off the road but causing no injuries. In Jabaliya r.c., unidentified assailants blow up a patrol car belonging to the Hamas-affiliated Gaza police (by this date, the Hamas government in Gaza has dissolved the Executive Support Force, reorganizing members into 4 units that previously existed under the PA Interior Min.: police, internal security, national security, and naval police), causing no injuries. At Ramallah’s Birzeit University, a large fight breaks out btwn. student groups affiliated with Fatah and the Popular Front for the Liberation of Palestine (PFLP), leaving 1 student injured; the university suspends classes until 11/26 to contain the violence. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. Israeli human rights groups petition the Israeli High Court to halt the government’s 10/24 plan to cut electricity to Gaza to pressure Hamas, arguing collective punishment, forcing the IDF to suspend implementation.Israelsays that it will continue to cut 1% of Gaza’s electricity for 15 mins. at a time as a “symbolic” response to Palestinian rocket fire until Israel’s atty. gen. rules otherwise. Overnight and into the afternoon, IDF troops conduct arrest raids, house searches in Khan Yunis, also bulldozing 30 d. of agricultural land. Islamic Jihad and the PRCs in n. Gaza take joint responsibility for a predawn rocket strike on the IDF’s Zikim base nr. the Gaza border that hits a tent full of sleeping soldiers, critically wounding 1, seriously wounding 2, moderately wounding 7, marking the highest casualty toll in a rocket strike to date; another 60 soldiers are lightly injured or treated for shock. The IDF responds with air strikes, shelling on suspected rocketlaunching sites in n. Gaza, hitting a home in Bayt Hanun, wounding 4 Palestinian children and an adult. Palestinians retaliate by firing 7 mortars fr. Gaza into Israel, causing no damage or injuries. The Israeli DMin. begins drafting an assessment for DM Ehud Barak of the impact of cutting water, electricity, fuel services to Gaza. In the West Bank, the IDF demolishes 21 agricultural structures in Anata nr. Avraham Avino, escorted by IDF troops, occupy the roof of al-Aqtab Mosque (seized by the IDF in 1994 after the Ibrahimi Mosque/Tomb of the Patriarchs shooting), begin construction on it to expand their outpost. In Gaza, the IDF bulldozes Palestinian land 300 m. inside Gaza n. of Jabaliya r.c., occupying the area. In the West Bank, the IDF fatally shoots a Palestinian nr. Hebron who allegedly attempted to infiltrate an IDF post; conducts arrest raids, house searches nr. Ramallah, in Jenin town and r.c. (firing on residential areas, wounding a Palestinian woman inside her home), Nablus; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists attending the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 2 internationals. Jewish settlers fr. Rachelim settlement nr. Nablus uproot and cart away 300 Palestinian olive trees fr. nearby Qaryut (the IDF secures the return of 140 trees). Jewish settlers fr. Yitzhar nr. Nablus cut down 20 Palestinian olive, almond trees in nearby Burkin village. Jewish settlers fr. Tekoa nr. Bethlehem set fire to 300 d. of nearby Palestinian agricultural land, including 400 olive trees. Jewish settlers fr. Ramat Yishai in Hebron burn 50 nearby Palestinian olive and almond trees. In Gaza, Fatah-Hamas fighting escalates for the 4th day, leaving at least 24 armed Palestinians, 4 civilians dead and more than 100 wounded (the highest 1- day total in 18 mos. of factional fighting), as gunmen on both sides continue to ignore appeals by their political leaders to halt the violence. (Egyptian mediators try to broker another cease-fire, but the Hamas delegation cannot reach the talks because of Fatah roadblocks.) By evening, Hamas is reported to be in control of most of n. Gaza. During the day, Hamas gunmen and ESF mbrs. surround secondary Fatah and PA security posts across Gaza. In light of increasingly coordinated Hamas attacks, Abbas accuses Hamas of attempting to stage a coup, for the 1st time orders his security forces to defend their positions. Of note: Hamas stages major assaults on Fatah’s security headquarters in Khan Yunis and Gaza City, where some 200 Hamas mbrs. firing mortars and RPGs seize the post from 500 Fatah fighters. After dark, 100s of Hamas gunman raid a major hilltop NSF post in Jabaliya r.c., using small arms and grenades, taking the post after an intense gunfight that leaves 21 dead and 60 wounded (included in the figures above). PA presidential guardsmen fire RPGs at Haniyeh’s home in what Hamas condemns as an assassination attempt (no one is injured); in retaliation, Hamas mbrs. fire mortars toward Abbas’s Gaza residence, causing no damage or injuries (Abbas is in Ramallah). Hamas mbrs. also attack the home of PSF cmdr. Hassan Muhsin (not home at the time), killing his wife, son, daughter, and niece; ransack the vacant home of PC mbr. Inside Israel, the Israel Lands Authority demolishes a home in the Israeli Palestinian neighborhood of al-Jawarish in Ramla built without a permit. Jabaliya r.c., killing 2 Hamas mbrs.; fires at least 4 missiles at another empty training facility in al-Mawasi, destroying it; sends ground troops into areas nr. Jabaliya, shooting and wounding 1 Palestinian. In Nussayrat r.c., 3 Islamic Jihad mbrs. are killed when a bomb they are making explodes prematurely. In the West Bank, the IDF sends undercover units into Ramallah to ambush, assassinate AMB mbr. Omar ‘Abd al-Halim, wounding 5 bystanders; sends undercover units into Kafr Dan nr. Jenin to ambush, assassinate Islamic Jihad mbr. ‘Id Hisham Khalil; makes arrest raids in and around Jenin town and r.c. Muhammad Shatat as he drives in Gaza City (causing no injuries), hitting 2 suspected weapons caches and 2 money exchanges in Jabaliya r.c. (also destroying a Palestinian home) and Gaza City (wounding 7 Palestinians, including a pregnant woman, 2 children). Palestinians fire at least 3 rockets fr. Gaza into Israel, causing no damage or injuries. In Jabaliya, 2 Abu Rish Brigades mbrs. (affiliated with Fatah) are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem and Nablus, in Qalqilya, and nr. Hebron, Jenin, Ramallah, Salfit, Tulkarm. Meanwhile, Abbas, Hamas-affiliated PA PM Ismail Haniyeh meet in Gaza to discuss ways of calming intra-Palestinian violence. Abbas also meets with reps. of other factions to urge them to halt rocket fire into Israel. Unidentified gunmen fire on the home of a Fatah leader in Gaza City, wounding 1 Palestinian. With the cease-fire at Nahr al-Barid r.c. holding, the Lebanese army reinforces troops around the camp. Palestinian refugees continue to flee the r.c. during the day, most heading to nearby Biddawi r.c.; at most, half of the 40,000 residents remain. The UN warns the camp is still without water, electricity; food supplies are low. The PLO says it would not object to the Lebanese army entering the r.c. if necessary; raises the possibility of sending in fighters fr. Palestinian factions who know the layout of the r.c. to roust the FI mbrs. Palestinian leaders in the camp and local Islamist figures in Tripoli attempt to negotiate a FI surrender. As part of an ongoing crackdown on Hamas in Gaza, the Israel Defense Forces (IDF) makes an air strike on a Rafah building controlled by the Executive Support Force (ESF)—a branch of the Palestinian Authority (PA) Interior Min. loyal to Hamasaffiliated PM Ismail Haniyeh—killing 3 ESF mbrs. and wounding at least 21 ESF mbrs., 3 mbrs. of the Fatah-affiliated PA Preventive Security Force (PSF) in a PSF office nearby, 3 bystanders (including 2 journalists). Hamas mbrs. fire 12 rockets fr. Gaza into Israel, hitting a home in Sederot, moderately injuring 1 Israeli, and hitting a transformer, cutting electricity to 24,000 residents. The IDF responds with an air strike on a house nr. Jabaliya refugee camp (r.c.), killing 2 Hamas mbrs., wounding 3. Israeli PM Ehud Olmert convenes his security cabinet which authorizes the IDF to carry out “severe and harsh” attacks on Gaza, including assassinations of resistance leaders, to prevent further rocket fire, effectively ending the 11/26/06 Gaza cease-fire, frequently violated by both sides. Meanwhile in Gaza, factional fighting btwn. Fatah, Hamas (ongoing since PA Pres. On the day Israel marks independence day and Palestinians commemorate the Nakba, Hamas’s Izzeddin al-Qassam Brigades fires 6 rockets and 8 mortars into Israel, causing no injuries, reiterating that it will no longer abide by the 11/26/06 cease-fire; the IDF responds with helicopter air strikes on n. Gaza and fires on an open area e. of Rafah; no damage or injuries are reported on either side. (Also in Gaza, a Palestinian is injured in Jabaliya r.c. while trying to dismantle an unexploded IDF shell.) Meanwhile, moderates in Hamas’s political wing say they are working to preserve the cease-fire. In the West Bank, the IDF occupies a Palestinian home in Saffa nr. Ramallah as an observation post; patrols, fires on residential areas of Nablus; conducts latenight arrest raids, house searches in Hebron. Nr. Jenin, 2 Palestinian children (ages 4, 7) are injured when they accidentally trigger unexploded IDF ordnance. Thousands of Jewish settlers march to the evacuated Homesh settlement site to protest the 2005 disengagement despite the IDF’s declaration of the area as a closed military zone; 2 IDF soldiers are injured trying to keep settlers from the site. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Gaza for the 1st time since the 11/26 cease-fire went into effect, wounding 4 Islamic Jihad mbrs. preparing to fire a rocket into Israel, also killing 1 Palestinian bystander and wounding 2; Israel says the strike was not intended to signal a change of policy or an escalation. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Israel through the Kerem Shalom crossing, sparking an exchange of gunfire that leaves at least 5 Palestinians dead (including 4 presidential guardsmen, 1 female bystander), 34 wounded (including 14 bystanders); the shipment of supplies (widely believed to be arms and ammunition though in separate statements, Fatah says it is food and medical supplies, equipment and tents, generators and spare parts) fr. the UAE reportedly was organized by Gaza strongman Dahlan, with the knowledge of the U.S. and Israel, and was intended for guard units loyal to him; the contents of the trucks cannot be confirmed, as they are seized during the clash (it is unclear by whom). The Fatah-aligned PA Government Employees Union (GEU; comprising some 80,000 members, about half of public workers, including 25,000 healthcare workers and 37,000 teachers) ends a strike that began on 9/2 to protest the Hamas-led PA’s failure to pay salaries (see Quarterly Update in JPS 142); the workers are to receive 1-mo.’s salary immediately, with the remaining back salaries paid in installments over the next 6 mos.
