The Palestine Chronology

A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. In East Jerusalem, Israeli security guards shoot and injure a Palestinian man at a Light Rail station nr. the French Hill settlement, after reportedly mistaking his belt buckle for a knife. Israel’s High Court of Justice approves COGAT’s request to demolish a number of tents and homes in a Palestinian village nr. Hebron. Approximately 450 Palestinians will be displaced. (MNA 5/4; JP 5/5)

Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

In the Gaza Strip, Egyptian troops open fire on Palestinian youth along the border e. of Rafah, killing 1 and arresting 3. In 2 separate incidents, Israeli soldiers stationed along the border fence (e. of Khan Yunis r.c. and e. of Jabaliya r.c.) open fire on stone-throwing Palestinians, moderately injuring 2. In the West Bank, Israeli settlers from the Adi Ad outpost throw stones outside Turmus ‘Ayya at 2 vehicles from the U.S. Consulate General in Jerusalem, causing light damage. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), where they arrest 1 Palestinian. In the evening, Israeli troops clash with stone-throwing Palestinians in a village nr. Ramallah, then impose a curfew on the village and arrest 1 resident. U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nearby, forcing them to leave. The IDF also makes an air strike on a group of Palestinians nr. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. In Gaza, the IDF withdraws fr. al-Shuka, ending a 3-day arrest and bulldozing operation, having wounded 2 Palestinians, demolished 2 Palestinian homes; fires a tank shell at Palestinians collecting scrap metal nr. the n. Gaza border, wounding 6; makes 2 air strikes on suspected rocket-launching sites nr. Bayt Hanun, damaging an UNRWA school; sends bulldozers and tanks to uproot trees and level land to clear lines of sight nr. the Erez crossing, firing on residential areas of nearby Bayt Hanun, causing no reported injuries; conducts similar bulldozing operations along the border e. of Jabaliya r.c. and Rafah; demolishes 7 smuggling tunnels on the Gaza-Egypt border. Palestinians fire 9 rockets fr. Gaza into Israel, causing light damage but no injuries; the IDF responds with air strikes, heavy machine gun, tank, surface-to-surface missile fire on launch sites across Gaza, wounding 10 Palestinians. In the West Bank, the IDF makes an overnight incursion into ‘Azun nr. Qalqilya, imposing a curfew, firing on residential areas, wounding 2 Palestinian children (ages 13, 14) before withdrawing late in the morning; raids, searches, occupies 3 Palestinian homes in Hebron, citing the need to protect local settlers; conducts arrest raids, house searches in and around Nablus. The PSF arrests 7 Palestinians (at least some of whom are PRC mbrs.) in Jabaliya r.c. in connection with the 10/15 Erez bombing, sparking a gunfight that leaves 7 PSF officers wounded; later attempts to arrest an 8th Palestinian but retreats under machine gun fire; 10s of Palestinians in Jabaliya protest the arrests, which Israel says are meaningless. The IDF sends 50 armored vehicles back into Rafah to continue the search for smugglers’ tunnels, fatally shoots 1 PSF officer, wounds 14 Palestinians; a Palestinian dies of injuries received in Rafah on 10/10. The IDF also conducts arrest raids in Qalqilya. After the IDF lifts the curfew on Nablus, Palestinian youths, angry over the IDF imposition (10/15) of the curfew to facilitate a Jewish pilgrimage, throw burning tires at Joseph’s Tomb, causing some damage. Before dawn, the IDF sends 40 tanks and helicopters into Khan Yunis, occupying and blowing up buildings, firing on residential areas, killing a total of 14 Palestinians; in one incident a missile fired by an IDF helicopter at a Palestinian crowd kills 10 Palestinians, wounds more than 100; in a 2d incident, troops fire on a hospital where 100s of Palestinians are gathered to check on the status of relatives, leaving a hospital worker clinically dead, seriously injuring 3 (including a child shot in the neck), and firing grenades at the admin. office, equipment and supplies dept., training dept., and other facilities. The IDF the raid is part of its new strategy to put pressure on Hamas (see 9/24), calling Khan Yunis a "nest of terror." The IDF lifts the day curfew on w. Nablus; shoots at, mortally wounds a Palestinian motorist on the Nablus + n. Qalqilya road, blocks an ambulance fr. reaching him, allowing him to bleed to death; shells around an elementary school in Jenin while class is in session, causing damage to the school but no injuries; raids a school in the al-Mawasi area of Gaza, arresting 1 staff mbr.; bulldozes 78 dunams of olive groves nr. Jabaliya r.c. In Gaza City, masked Palestinian gunmen kidnap, murder PSF riot police chief Raghib Abu Lahiya. An attempt by PSF officers to arrest the assailants sparks a clash that leaves 5 Hamas mbrs. dead, 30 other Palestinians injured; Hamas denies involvement, says one of its mbrs. whose brother was killed by Abu Lahiya on 10/1/01 arranged the murder as a personal vendetta.
