In East Jerusalem, 1 Palestinian minor was arrested at the Bab el-Khalil in the Old City after allegedly stabbing and injuring 2 Israeli settlers. Israeli forces also demolished 2 homes, 10 commercial structures, and a barn in ‘Anata. 2 Palestinians were arrested during late-night raids in Jabel Mukaber. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. Former Mossad director Tamir Pardo told AP that “[t]here is an apartheid state here [referring to the West Bank]. In a territory where two people are judged under two legal systems, that is an apartheid state.” Pardo further said “Israel needs to decide what it wants. PA president Mahmoud Abbas spoke with Israeli president Isaac Herzog, who congratulated Abbas on the occasion of Eid al-Adha. In a statement, the UN Security Council urged Israel and the PA to avoid actions that could inflame tensions in the West Bank. PA ambassador to the UN Riyad Mansour called on council members to protect Palestinians from settler violence. (WAFA 6/27; AJ, HA 6/28)

In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Jalud and slashed a tire on their tractor. Israeli settlers also assaulted Palestinian farmers in Qaryut. 18 Palestinians were arrested during late-night raids in and around Bethlehem, Ramallah, Jenin, Nablus, and Habla. The Israeli military said it had indicted 1 Israeli soldier for abducting and assaulting 1 Palestinian man in the West Bank before abandoning the man. The Israeli military prosecution said it also intends to file charges against 3 other soldiers who were involved. (HA 5/8)

EU ambassadors to Israel announced that they will not participate in the EU Europe Day event in Tel Aviv because of Israeli national security minister Itamar Ben-Gvir’s insistence on participating and speaking at the event. The decision was made at an emergency meeting where only the Hungarian and Polish representatives did not oppose participating in the event. The EU delegation issued a statement saying, “we have decided to cancel the diplomatic reception, as we do not want to offer a platform to someone whose views contradict the values the EU stands for.” Ben-Gvir insisted on 5/7 that he will attend to voice criticism of the EU stance on the Palestinian-Israeli conflict. National Security Minister Ben-Gvir and border police commander Amir Cohen issued a statement saying that the border police officer who was convicted on 5/2 for assaulting a Palestinian woman in the Old City in 2021 has been reinstated to the border police until the legal proceedings against her are over. Brett McGurk and Amos Hochstein, senior advisors to U.S. president Joe Biden, met with Israeli prime minister Benjamin Netanyahu after participating in meetings with Saudi crown prince Mohammad bin Salman on 5/7, discussing normalization between Saudi Arabia and Israel. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 6 others during a raid in Aqabat Jaber refugee camp; 2 were arrested. Israeli forces also shot and critically wounded 1 Palestinian during a raid in Bayt Jala. Elsewhere, Israeli forces shot and injured 1 Palestinian during a raid in Nur Shams refugee camp. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of his Religious Zionist Party that Khan al-Ahmar needs to be demolished because of its strategic location and not because it is unrecognized by Israel, as has been the official Israeli line so far. Smotrich said “[i]t is the area that will decide if heavens forbid there will be territorial contiguity that will connect Bethlehem with Nablus and Ramallah.” (HA 5/1)

U.S. senator Chris Van Hollen (D-MD) urged U.S secretary of state Antony Blinken not to edit the new report by the U.S. security coordinator for Israel and the PA Michael Fenzel on the Israeli killing of Al Jazeera journalist Shireen Abu Akleh before it is shared with Congress. In the West Bank, Israeli settlers threw stones at Palestinians and their property in Hebron and Nablus, injuring 2 in Nablus. Israeli settlers also assaulted 1 Palestinian farmer working his land in ‘Urif. Israeli forces shot and killed 7 Palestinians, including the alleged perpetrator of the killing of 2 Israeli settlers on 2/26 and 1 minor, and injured 25 others during a raid in Jenin. 2 Israeli soldiers were injured. The PA called the raid a “heinous crime,” while the U.S. said Israel had a right to defend itself. Israeli forces also raided ‘Askar refugee camp, arresting 2 sons of 1 of the Palestinians killed during the raid in Jenin. Israel Hayom reported that Israeli foreign minister Eli Cohen was working on normalization deals with Mauritania, Somalia, Niger, and Indonesia. Talks about normalization with those countries were reportedly brought up in conversations that included U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan. Israel Hayom said Israeli talks with Mauritania were the most advanced of the 4 and that Israel had asked Germany to assist in its efforts. (ALM 3/7)

In Syria, Israeli forces conducted airstrikes in Aleppo, damaging the runway at Aleppo International Airport. The Syrian transport ministry said it had to reroute earthquake aid to other airports due to the strike. The Parliament of South Africa voted to downgrade the country’s diplomatic ties with Israel, making the Israeli embassy a liaison office, citing Israeli abuses of Palestinians. The South African government has to adopt the motion for the vote to take effect. (MEE 3/7; ALM, MEMO, WAFA 3/8)

In the West Bank, Israeli settlers assaulted 1 Palestinian shepherd in Arab al-Malihat. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Nablus. 27 Palestinians were arrested during late-night raids in Bruqin, ‘Askar refugee camp, Qalqilya, and Qalandia refugee camp. Axios reported that U.S. secretary of state Antony Blinken asked PA president Mahmoud Abbas to pause the PA’s efforts for justice at the UN and other international organizations and to resume security coordination with Israel in exchange for Israel pausing settlement expansion, demolitions of Palestinian homes, and evictions. Israel was reportedly ready to reduce but not halt its activities, while the PA reportedly was ready to pause its efforts. (AX 2/7)

In response to reporting that Secretary Blinken had asked the Israeli government to freeze settlement expansion, Israeli finance minister Bezalel Smotrich said that Israel does not intend to stop its expansion of settlements. (REU 2/7; MEMO 2/8)

In the West Bank, Israeli settlers vandalized 3 cars and wrote racist graffiti in al-Bireh. Israeli forces seized heavy machinery worth $50,000 from the ‘Anin village council. 1 Palestinian man rammed 2 Israeli soldiers near Nablus; the man later turned himself in saying that the incident was an accident. In East Jerusalem, Palestinians in Jabel Mukaber observed a general strike and blocked several roads leading to the neighborhood in protest over planned demolitions in the neighborhood. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Secretary Blinken urged President Abbas to resume security coordination with Israel and to accept and implement a security plan made by U.S. security coordinator Mike Fenzel, which will see PA forces trained specifically to counter militant groups in Jenin and Nablus. The PA had reportedly earlier complained to the U.S. that the plan is untenable without ending Israeli nighttime raids in the cities. Blinken also announced that the U.S. will give an additional $50 million to UNRWA and will continue to work on reopening the U.S. consulate to Palestinians in Jerusalem but did not give a timeframe. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Elsewhere, Israeli forces demolished 1 residential structure and sealed 2 water wells in Arab al-Feihat and demolished 2 residential structures in Bruqin. 20 Palestinians were arrested during late-night raids in Beit Sira, Bayt Rima, al-Mughayyir, Aida refugee camp, Fawwar refugee camp, Nablus, Jenin, Kufeirit, and Ya‘bad. In East Jerusalem, Israeli forces shot and killed 1 Palestinian after he allegedly stabbed 1 Israeli police officer in the Old City; 2 Israeli police officers were lightly injured by shots fired by other police officers. After the incident Israel closed the Haram al-Sharif compound to Palestinians, only allowing Jewish visitors. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. The statement suggested the UN instead use the Jerusalem Declaration on Antisemitism. (JDF, JP 11/1; AJ 11/3)

In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. 20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli settlers threw stones at Palestinians and Israeli activists working an olive grove near Turmus ‘Ayya and set fire to 2 Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian homes in ‘Ayn Bus. Israeli forces shot and killed 5 Palestinians and injured 21 others during a late-night raid in Nablus. Israel claimed it was raiding Nablus to destroy an explosives lab belonging to the Lion’s Den group; at least 1 anti-tank missile was fired by Israeli forces during the raid. The PA called the raid a war crime and said it had reached out to the U.S. to pressure Israel to end its deadly raids. Tens of thousands attended the funeral procession for the 5 victims and a general strike was issued in the West Bank, East Jerusalem, and Gaza. Israeli forces also shot and killed 1 Palestinian during a raid in Nabi Salih. The Israeli military suspended the security coordinator of the Har Bracha settlement after a video from 10/21 showed that he aided Israeli settlers in attacking Palestinians while in military uniform near Burin. The security coordinator was seen providing a settler with a gas grenade while he was watching the settlers attack Palestinians. The security coordinator was reinstated on 10/30. Amnesty International urged the ICC to “investigate unlawful attacks committed during Israel’s August 2022 assault on the Gaza Strip as war crimes.” Amnesty said it had investigated 3 deadly incidents during the assault, 2 of which it with certainty ascribed to Israel and 1 which “likely” was caused by an unguided rocket fired by Palestinian militants. The 2 Israeli attacks Amnesty investigated killed 6 Palestinian civilians, including “a four-year-old boy, a teenager visiting his mother’s grave, and a 22-year-old student at home with her family.” Amnesty said that of the 49 Palestinians killed, 33 were killed by Israel and 7 were killed by rockets fired by Palestinian militants; it was unclear who had caused the deaths of the remaining 8. In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. The request was made during the weekend, when top Palestinian officials met with U.S. secretary of state for Near East affairs Barbara Leaf and her deputy Hady Amr in Ramallah ahead of president Joe Biden’s visit to Palestine, Israel, and Saudi Arabia on 7/13-7/16. Israeli sources told Haaretz that Secretary Leaf had asked Israeli politicians to refrain from sending Israeli soldiers into Area A and not to carry out punitive demolitions ahead of President Biden’s visit. Israeli foreign minister Yair Lapid said that Israel is seeking peace with Saudi Arabia and elaborated, “I won't say whether we have under-the-radar talks with the Saudis . . . The Democrats mentioned 5 issues of concern, including settler violence and non-intervention by Israeli forces, settlement expansion, demolitions, increased funding for West Bank settlements, and the PA program for paying stipends to Palestinian prisoners. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. Under the Joint Comprehensive Plan of Action (JCPOA) agreement, Iran is only allowed to enrich uranium to 3.67 percent purity. Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11.
