In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Aqraba, forcing them to flee. Israeli forces raided Jenin, killing 5 people, including a child, and injuring 14, with 1 death and 11 injuries resulting from an airstrike. Israeli forces prevented the Palestinian Red Crescent from reaching the injured and put the Jenin Governmental Hospital and the Ibn Sina Hospital under siege. Israeli forces also shot and killed 2 Palestinians, including a child, near al-Bireh and in Qabatiya. Israeli forces also shot and injured 6 Palestinians, including 2 children, during raids in Qarawat Bani Hassan, Burqa, al-Arroub refugee camp, Qabatiya, and Beit Umar. Elsewhere, Israeli forces also violently dispersed Palestinians gathered near the Ofer Prison, dropping tear gas from drones, shooting 3, including a child, with live ammunition, and opened fire at a Palestinian Red Crescent ambulance near the Ofer Prison, causing damage. Israeli forces also razed 100 dunams (25 acres) of land east of Qalqilya, uprooting 150 olive trees. 17 Palestinians were arrested during raids in and around Askar refugee camp, Jenin, Hebron, Qalqilya, and Jericho. In East Jerusalem, Israel forced a Palestinian family to demolish their own home in Jabel Mukaber, displacing 4 people. In Lebanon, Israeli forces opened fire at a UNIFIL vehicle; no injuries were reported. Israel also said it had shot down a surface-to-air missile launched from Lebanon. The Gaza Media Office did not update the casualty numbers, leaving the comprehensive death toll as of 11/23 at around 14,800 Palestinians, including 6,000 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 229 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 56 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 187 trucks carrying aid, 4 trucks carrying diesel, and 4 trucks carrying cooking oil entered Gaza via the Rafah crossing. 61 trucks carrying aid entered northern Gaza. The Committee to Protect Journalists said 57 journalists have been killed since 10/7, including 50 Palestinians, 3 Lebanese, and 4 Israelis. Gaza’s Media Office said the number of Palestinian journalists killed in Gaza was 67. The Palestinian Prisoners’ Club said Israel has arrested 3,160 Palestinians since 10/7. 39 Palestinian prisoners were released from the Damon, Megiddo, and Ofer prisons on the second day of the prisoner exchange. 13 Israelis and 4 Thai nationals were released. The exchange was delayed by 7 hours as Hamas said Israel had violated the agreement by only allowing half the agreed number of aid trucks to enter northern Gaza and not releasing Palestinians who had been imprisoned for a longer period than 2 years. Israel said the UN was responsible for the lack of aid deliveries. Before the exchange took place, Israel threatened that it would start bombing Gaza at midnight if the issues were not resolved. Egypt said it had received positive signals from both sides that the ceasefire could be extended beyond the initial 4-day period. A delegation of Qatari intelligence officers arrived in Israel to ensure the exchange process continues “smoothly” and to discuss a possible extension of the ceasefire. The Tulkarm Brigades said it had executed 2 Palestinian men, saying they were collaborators with Israel giving information that led to the killing of 3 Palestinians by Israeli forces on 11/6. The group released a video on Telegram that purportedly showed the 2 men confessing to working with Israeli intelligence. The group also said that anyone who had been working with Israel had until 12/5 to come forward. The bodies of the executed men were reportedly hung from an electric pole. (AP, HA, REU 11/25)

The New York Times said that in the first 2 weeks of the Israeli attacks on Gaza 90% of the bombs Israel stuck Gaza with were 1,000-2,000-pound U.S. made satellite-guided bombs, citing a senior U.S. military official. U.S. military officials said that 500-pound bombs were too large to target urban areas. The Times also said that Israeli attacks on Gaza have killed more Palestinians faster than in any other conflict in the 21st century. A former U.S. intelligence analyst said the Israeli attacks were comparable to those in the Vietnam War and World War II. (NYT 11/25)

In the West Bank, 1 Israeli settler was lightly injured by glass shards from his vehicle after his car was hit by live ammunition near Huwwara. Israeli settlers set up tents on Palestinian-owned land near Yatta. Hundreds of Palestinians took part in a funeral procession from Ramallah to Nabi Salih for the 2-year-old Palestinian boy who was critically injured by Israeli forces on 6/1 and died of his wounds on 6/5. Israeli forces attacked Palestinians in Nabi Salih after the funeral, injuring 1 with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces uprooted 50 olive trees in Hizma. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Teneh Omrim settlement near Hebron; the man was allegedly attempting to stab settlers. Israeli settlers also raided Turmus Ayya and al-Mughayyir opening fire at Palestinians, injuring 1 with a shot to the head and 4 with stones and setting fire to vehicles and bales of hay. Palestinians said that Israeli soldiers were at the scene but did not prevent the settler attacks nor arrest any settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. The Washington Post published an investigation into an Israeli raid in Jenin on 3/16, detailing how Israeli forces killed a 14-year old Palestinian bystander while assassinating 2 Palestinians. The investigation also found that the 2 Palestinians who were targeted were not armed and confirmed initial reporting that 1 of the targets was shot several times despite being incapacitated. Belgium, France, Italy, Spain, Sweden, the UK, Denmark, Finland, Germany, Ireland, and the EU released a statement called on Israel to compensate the EU for demolitions and confiscations of EU-funded items, amounting to $1.3 million. The group also called on Israel to halt all demolitions and confiscations and condemned Israeli policies in Masafer Yatta and Israel’s failures to addressing settler violence. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. There were rallies in several cities throughout the West Bank and Gaza mourning Abu Hamid. The U.S. White House announced that president Joe Biden will visit Palestine, Israel, and Saudi Arabia on 7/13-7/16, after the trip was postponed. The trip was originally scheduled for June. During his trip, President Biden is scheduled to meet with PA president Mahmoud Abbas, Israeli prime minister Naftali Bennett, and Saudi crown price Mohammed bin Salman. Iran’s Fars News reported that 1 employee at the Semnan Space Center was killed while on a mission. The reporting followed the death of an Iranian aerospace expert working for the Revolutionary Guard on 6/12. The initial reporting said the man was killed in a car accident. Several Iranians linked to Iran’s Revolutionary Guard, nuclear, and missile programs have been killed or mysteriously died in the past weeks. Israeli forces also shot and killed 1 Palestinian man during a raid in Silwad; 6 others were injured. Commander of the Samaria Brigade Roi Zweig told his soldiers, in a televised speech, that they had to “restore the honor to this land and the people of Israel,” before the troops entered Nablus to guard the site of Joseph’s Tomb, which is undergoing restoration work after it was vandalized on 4/9. Turkish foreign minister Mevlüt Çavuşoğlu told Israeli journalists in Ankara that Israel must respect “the international law on the Palestinian issue” to normalize ties with Turkey. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. PA prime minister Mohammed Shtayyeh called on the UN to send monitors to the West Bank to help prevent Israeli settler attacks, as the frequency of the attacks on Palestinians has been rising in recent months. Swedish foreign minister Ann Linde visited Israel in an effort to mend ties between the 2 countries, which have been cold since Sweden recognized the State of Palestine in 2014. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. UNRWA commissioner-general Philippe Lazzarini said that the agency is facing an “existential” budget crisis and currently needs $120 million to keep running its education and health care service. The Intercept reported the Israeli consul general to the southeastern U.S. Anat Sultan-Dadon arranged a meeting with the dean of University of North Carolina at Chapel Hill’s college of arts and sciences, where Sultan-Dadon accused 1 graduate student teaching a course on the Israel-Palestinian conflict of anti-Semitism based on the student’s criticism of Israel. In a response to the Intercept, Sultan-Dadon claimed that the student’s criticism of Israel constituted anti-Semitism under the International Holocaust Remembrance Alliance’s controversial working definition of anti-Semitism. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Kahanist Israeli lawmaker Itamar Ben-Gvir of the Otzma Yehudit (Jewish Power) party called the Palestinian Israeli deputy speaker of the Knesset Ahmad Tibi a terrorist before being forcefully removed from the Knesset podium he was speaking from. Tunisian president Kais Saied ousted the Tunisian government and froze the parliament in what was said to be a coup. Tunisian forces also stormed the Al Jazeera offices in Tunis and expelled the staff from the premises. Tunisians had taken to the street on 7/25 to protest the government after a new COVID-19 spike and continued economic difficulties. In Lebanon, Najib Mikati secured 72 of 118 votes in the Lebanese parliament to be approved as the new prime minister-elect. 4 members of congress, Tom Malinowski (D-NJ), Katie Porter (D-CA), Joaquin Castro (D-TX), and Anna G. The members’ call follows reporting from 7/18 that NSO Group, with approval from the Israeli government, sold its Pegasus spyware to foreign governments, which have used the spyware on journalists, activists, and heads of other countries. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Axios reported that Israeli prime minister Benjamin Netanyahu was seeking to consolidate his power over Israel’s Iran policy before the Joe Biden presidency. In a letter to Israeli defense minister Benny Gantz, foreign minister Gabi Ashkenazi, ambassador to the U.S. Ron Dermer, and the Mossad director and IDF chief of staff, Prime Minister Netanyahu said that, “the Israeli government position regarding the Iran nuclear deal will be finalized exclusively by the Prime Minister on the basis of analysis done by the national security council in the Prime Minister’s office.” Axios wrote that Netanyahu wants a more hawkish stance on President-Elect Biden’s wish to re-enter the Joint Comprehensive Plan of Action than the rest of the relevant cabinet members and officials.
