Israeli prime minister Benjamin Netanyahu and Moroccan king Mohammed VI spoke via phone for the 1st time since the 2 countries’ normalization deal was announced on 12/10. Israeli forces attacked the Syrian city of Masyaf near Lebanon, killing 6 people and causing damage. According to the Syrian military, it had intercepted a “barrage of Israeli missiles.” Low-flying Israeli fighters were filmed over Beirut shortly before the attack. (AJ, DT, HA, TOI 12/25)

Turkey’s president Recep Tayyip Erdoğan told reporters in Istanbul that he wants relations with Israel to be better but that “[t]he Palestine policy is our red line. It is impossible for us to accept Israel’s Palestine policies. Their merciless acts that are unacceptable.” (AJ, HA, MEE, REU 12/25)

In the West Bank, Israeli forces demolished 2 residential structures and seized 1 Palestine TV broadcasting van near Tubas. Israeli forces also seized 1 Palestinian-owned vehicle near Tubas and demolished 1 shack in Beita. 7 Palestinians were arrested during raids in al-‘Arub refugee camp, Qalqilya, ‘Anata, Shu‘fat refugee camp, and Dayr Balut. In East Jerusalem, 4 Palestinians were arrested during a late-night raid in Issawiyya; clashes ensued during the raid, leading to tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya within the allocated fishing zone; no injuries were reported. At a speech to the UN General Assembly, Israeli prime minister Benjamin Netanyahu claimed that Hezbollah is storing missiles in a neighborhood in Beirut and that Iran is a few months away from enriching enough uranium for 2 nuclear bombs. The secretary-general of Hezbollah Hassan Nasrallah said that Netanyahu’s speech was made to incite the people of Lebanon against Hezbollah and that he was lying about his claims. (HA, REU 9/29)

In the West Bank, Israeli forces arrested 1 Palestinian accused of attempting to stab an Israeli soldier near the Ariel settlement. Israeli forces also blocked the entrance to Jalazun refugee camp and 1 main entrance to Salfit. 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron, Jericho, and Hizma, and 1 was arrested at a military checkpoint east of Bethlehem. In East Jerusalem, Israeli forces installed 2 loudspeakers on the Haram al-Sharif compound. 1 Palestinian minor was arrested and later released to 5 days of house arrest in the Old City. The king of Saudi Arabia Salman bin Abdulaziz al-Saud told U.S. president Donald Trump in a phone call that his country would not normalize relations with Israel without the creation of a Palestinian state. (GDN, REU 8/6; AJ, HA 9/7)

In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Israeli forces also injured 2 Palestinians using live ammunition near Bethlehem and Jenin. 1 45-year-old Palestinian prisoner died of a heart attack at Ofer prison near Ramallah. Israeli forces demolished 2 houses and 1 shack and handed demolition notices for 5 Palestinian-owned houses near Yatta. Elsewhere, Israeli forces seized 3 tents in a Bedouin community near Ramallah. 3 Palestinians were arrested during late-night raids in and around Bethlehem, Yatta, and Jenin. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The majority opinion cited “serious damage to a number of basic rights, including property rights and human dignity.” Israeli prime minister Benjamin Netanyahu called the decision a “miserable ruling.” (HA 8/10)

Prime Minister Netanyahu said in an interview that Israel had not annexed parts of the West Bank yet because the U.S. had not given him their final approval. Netanyahu said that U.S. president Donald Trump had been preoccupied by other issues and had put Israeli annexation on hold. (JP 8/11)

After daily protests since the massive explosion in the Beirut port on 8/4, Lebanese prime minister Hassan Diab and his cabinet resigned. Lebanese president Michal Aoun asked the prime minister to stay in a capacity as caretaker until a new government is formed. (AJ, REU 8/10; HA, REU 8/11)

In the West Bank, 1 Palestinian woman was shot dead by Israeli forces in her house during a late-night raid in Jenin. According to her friend, she was shot while closing a window to prevent tear gas from entering the home. Elsewhere, Israeli forces violently dispersed the weekly protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Turmus ‘Ayya; 5 were injured by rubber-coated bullets, 1 by a tear gas canister to his head, and others suffered tear-gas related injuries. Israeli forces ordered a halt to the construction of 2 buildings near Bethlehem. Israeli settlers blocked 1 road south of Nablus, causing traffic jams. 4 Palestinians were arrested during late-night raids in and around Bethlehem, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian 4-year-old girl was killed by what appears to be a stray bullet in Silwan; it is unclear who fired the bullet. In the West Bank, Israeli settlers and Israeli forces clashed with Palestinians after Israeli settlers set up a tent and caravan near Dayr Sharif. Israeli forces destroyed an irrigation system in Jiftlik, demolished 1 residential structure in Susiya, and seized 1 concrete mixing pump in Yatta. 23 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Nablus, Qalqilya, and Shu‘fat. In Gaza, Israel fired missiles at Bayt Lahiya causing damage after alleging that incendiary balloons from Gaza caused damage in Israel. In the West Bank, 1 Palestinian was injured by Israeli forces ramming him with a vehicle during a raid in Tubas. Another Palestinian was injured by Israeli forces shooting him in the head near Nablus; Israeli authorities later said it was a mistake and that the Israeli forces thought the man to be someone else. Israeli forces uprooted and seized some 100 palm trees in Jiftlik. Israeli forces also razed land in Dura. 19 Palestinians were arrested during late-night raids in and around Nablus, Tubas, Ramallah, Jalazun refugee camp, Bethlehem, and Hebron. In East Jerusalem, Israeli forces demolished 3 Palestinian-owned homes and 1 store in Silwan. In Lebanon, the Lebanese government declared a 2-week state of emergency in Beirut in the wake of the deadly blast on 8/4, which killed more than 135 people and wounded more than 5,000. The president of Lebanon Michel Aoun said the government would initiate a transparent investigation into what could have happened. An Israeli court ordered the release of PA governor of Jerusalem Adnan Ghaith who had been detained since 7/19. Governor Ghaith was released with the condition that he does not contact Fatah and other Palestinian officials in the West Bank. (WAFA 8/4)

In Lebanon, a massive explosion causing widespread destruction in Beirut killed at least 135 people, wounded more than 5,000, and left more than 200,000 people homeless. The explosion happened at the Beirut port and it is unclear what caused the explosion, but most sources attribute it to a fire at a fireworks warehouse which spread to an adjacent warehouse storing a large amount of ammonium nitrate fertilizer confiscated several years ago.
