During the day in Gaza, the IDF fires on Jabaliya r.c., seriously wounding a Palestinian woman inside her home. In the evening, Olmert convenes his security cabinet, which authorized the IDF to step up attacks on Hamas, Islamic Jihad. Soon after, the IDF makes an air strike targeting IQB cmdr. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Palestinians fire at least 12 rockets, 2 mortars fr. Gaza into Israel, damaging 2 trucks on the Israeli side of the Qarni crossing but causing no injuries. In Rafah, an al-Aqsa Martyrs Brigade (AMB) mbr. is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in al-Arub r.c nr. Hebron and in and around Bethlehem, Jenin town and r.c.; raids 4 TV and radio stations in Nablus seizing computers and broadcasting equipment; begins bulldozing 130 dunams (d.; 4 d. = 1 acre) of apricot and date orchards nr. Artas nr. Bethlehem to make way for the separation wall. Under IDF escort, Jewish settlers fr. Efrat nr. Bethlehem uproot Palestinian trees nr. the settlement. Jewish settlers fr. Karme Tzur nr. Hebron unleash an attack dog on a Palestinian farmer working his land nr. the settlement, injuring him. Meanwhile, Hamas, Fatah observe a ceasefire during the day; stores begin to reopen and residents venture out for the 1st time in a wk. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. Separately, a car bomb explodes nr. a shopping mall in the Christian neighborhood of Achrifiyya in Beirut, killing 1 Lebanese woman, wounding 12; no group claims responsibility. Arafat, Barak, Clinton, Mubarak, King Abdallah, the UN's Annan, the EU's Solana meet in Sharm al-Shaykh. Talks continue for 16 hrs., stretching past midnight, without success. A separate, very heated mtg. is held among Secy. of State Albright, Israel's acting FM Ben-Ami, the PA's Local Government M Erakat, Egyptian FM Musa to draft an outline of the rules of disengagement. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. The UNGA, citing a rule that allows it to take up matters of international peace and security when the UNSC proves unable or unwilling to do so, begins preparing for an emergency session to debate a resolution condemning recent Israeli violence. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. Israeli cabinet issues statement warning guerrillas in southern Lebanon that Israel will retaliate for recent attacks in "security zone." Arab World: Al-Safir, Beirut daily, carries attacks on PLO political advisor Abu Sharif's peace proposals circulated at the recent Arab Summit. Groups attacking statement are: PFLP, Fateh-Uprising, Popular Struggle Front, the PFLP-General Command, and Partisans of the Islamic Revolution in Palestine [NYT 6/22].

Occupied Palestine/Israel: Several thousand people, including several Jews, march to commemorate 30th anniversary of 1956 Kafr Qasim massacre (WP 10/30).

Other Countries: Le Monde reports that Syria helped France reach "truce" with group believed to have exploded bombs in Paris. "Truce" will last until February when Georges Ibrahim 'Abdallah is to stand trial. Meanwhile, Saudi newspaper publishes interview with French interior minister saying Syrian and French secret services were involved in "real cooperation" to prevent terrorist bombings (NYT, WP 10/30).

Arab World: In Lebanon, Palestinian Amal rocket and artillery battles spread to Beirut suburb Burj al-Barajinah, which has been quiet since the summer when 200 were killed in Palestinian camps. Druze leader Walid Jumblatt warns Palestinians against using south Lebanon for "military adventurism." AP reports UN and Palestinian sources estimate 3,500 Palestinian guerrillas have returned to refugee camps in Lebanon in past six months (NYT, WP 10/30). Syria begins formation of joint leftist force to fight Fateh in the Lebanese camps. Force would comprise fighters from Druze Progressive Socialist party, Lebanese Ba'th, Syrian Social Nationalist party, and Lebanese Communist party (JP 10/30).

Occupied Palestine/Israel: Egyptian and Israeli negotiators on Taba dispute announce agreement on all but two conditions for arbitration: arbitrators and demarcation of boundaries of 700-meter beach [NYT, WP 8/11].

Arab World: In Baghdad, PLO Executive Committeends 2-day meeting with statement condemning U.S., Israeli, and jordanian plans to improve conditions in West Bank and Gaza as attempts to perpetuate Israeli occupation, calls for unity among all Palestinian factions [NYT 8/11; FJ 8/14].
