Sporadic shellfire hits Christian areas north of Beirut; RPG fired at IDF patrol east of Tyre; IDF patrol and guerrilla unit engage in battle near Jebel Barouk.

Casualties:

3 wounded in Jounieh; 1 guerrilla killed, IDF soldier wounded near Jebel Barouk.

Military Action:

IDF imposes indefinite curfew on 11 towns and villages in South Lebanon, begins house-to-house search for arms and guerrillas, eventually detains 200 civilians on suspicion of involvement in terrorist activities; 2 rockets hit port of Jounieh, north of Beirut; fighting continues in Chouf mountains.

Casualties:

2 IDF soldiers killed, 2 wounded, 4 civilians, 1 policeman wounded by Beirut car bomb; 2 killed in Jounieh; 3 killed, 2 wounded in Chouf mountains; 1 killed, 2 wounded in Aley; protests continue for 4th day at Ansar detention camp, Gemayel reportedly pressing IDF for release of prisoners.

Political Responses:

Israel/ Occupied Territories: Knesset votes 55 to 47 against Labor Party motion for immediate pull-back of IDF; reports circulate that Begin is in gloomy state of mind, avoiding most public appearances.

Palestinians/ Lebanese: Arafat meets Iraqi President Saddam Hussein, receives support for unity in PLO, travels to Qatar.

1 IDF at checkpoint near hotel wounded; IDF detains 4 Lebanese in Khalde area, cuts off road.

US and Other Countries: State Department denies press reports that Reagan is prepared to sign document drafted by National Security Council, State and Defense Departments to cut off military aid to Israel; Reagan Administration says it is extremely concerned over slow pace of Lebanon negotiations, following Habib's return to US, with 2 stumbling blocks of normalization and surveillance stations; National Executive Committee of the Zionist Organization of America is told by Senator Carl Levin (D-MI) that Reagan Administration is not a mediator in the Middle East but coddles Saudi Arabia and entices King Hussein to peace table with airplanes and missiles, that it was never disclosed publicly that intelligence officials told the State Department that armed PLO members remained in Beirut; ZOA President Ivan Novick says Reagan Administration uses West Bank settlements to divide American Jews, but Jewish settlements are valid based on right to security and self-defense, historical connection, and according to international law Israel holds better title to this land; British press reports that secret documents accidently released recently indicate that Britain dissuaded Jordan, Syria and Iraq from concluding peace agreements with Israel in 1949.

Fierce fighting between LNM militia and Lebanese Army along Green Line as final French contingent prepares to leave (during 4-hour battle French ammunition truck on way to port is hit); machine-gun fire, rocket-propelled grenades exchanged in Ras Nabeh area near recently reopened Sodeco crossing point; IDF jets destroy Syrian SAM-9 anti-aircraft missile site in Central Lebanon near Dahr al-Baydar as tension continues along Beirut-Damascus highway (third air strike in four days); guerrillas again attack IDF troops using rocket-propelled grenades in Bekaa; IDF background paper claims 98 Syrian/Palestinian cease-fire violations since July 23.

Palestinians/ Lebanese: Arafat, in Algeria, reviews PLO fighters, plans to tour PLO camps in Syria, Tunisia, South Yemen, and Sudan; Prime Minister Wazzan goes on TV to urge backing for Army; Gemayel issues call for Christians and Muslims to work together.

Israel/ Occupied Territories: Israeli officials express concern at curtailed tourist, trade and communication links with Egypt since invasion; Israeli vehicles attacked near Nablus and Tel Aviv; pro-PLO slogans written on walls of Jenin.

Palestinians/ Lebanese: Foreign Minister Butros "disappointed" at failure of Fez summit to support Lebanese delegation's call for withdrawal of all foreign forces from Lebanon; North Lebanon areas under control of Franjieh family tense following Gemayel election (Franjieh declared "boycott" of election, visited Assad in Syria soon afterwards).

Military Action: IDF jets bomb heavily populated residential areas near central West Beirut for first time, badly damaging at least 12 high-rise buildings, causing many casualties (later strikes hit Palestinian camps; raid conducted at 3:38 PM, number for UN resolution on Palestinians); by nightfall, fierce artillery duels between PLO and IDF hit camps, Corniche Mazraa; IDF warships pound Palestinian areas, setting huge fires; bomb landing near French Ambassador's residence causes closing of main checkpoint near Museum; raids spark PLO rocket attack from W. Israel/ Occupied Territories: Begin again rejects any dealings with PLO under any circumstances, says current US pressure against bombing Beirut didn't exist two weeks ago.

Palestinians/ Lebanese: PLO official says PLO rejects Sudan's offer of asylum; Lebanese Tourism Minister Hammadi angrily denounces IDF strikes, says they will be discussed at Arab League meeting Wednesday in Saudi Arabia.
