Arab World: In Tunis, Chmn. Arafat objects to portions of Pres. Mubarak's 2/24 peace proposals; states talks must take place under UN supervision, PLO appointments to joint delegation cannot be subject to conditions or limitations; denounces US "hypocrisy" towards PLO [NYT 3/3].

Military Action Arab World: Action in S. Lebanon: IDF move 800 troops, 3 tanks, over 30 other vehicles into Ma'rakah; 1 killed, 17 arrested, 2 homes destroyed; winter food stocks ransacked, mosques desecrated; IDF fire upon Reuters photographer Patrick Baz, 2nd joumalist, as they carried white flag in village. IDF destroy house in Teir Dibba. In Beirut, Nabih Berri threatens attacks on Israeli towns if S. Lebanese villages are attacked by IDF [NYT, WP 3/3, JP 3/4]. 

Military Action:

Pre-dawn gunbattle erupts between rival militias in Tripoli.

Casualties:

Estimated cost of infrastructural re-building in Lebanon placed at $10 billion; dozens of Palestinian families from South Lebanon reported to have asked for political asylum in Israel to escape Phalangist persecution.

Israel / Occupied Territories: Cabinet votes 16 to 1 (Sharon) to accept Commission of Inquiry recommendations; Peace Now member killed, 10 others injured by hand grenade at anti-government demonstration; police protection given to 3 Commission members after threats; Ambassador Arens in Washington says he doubts Israeli policy on troop withdrawal or settlement of Palestinian issue will change as a result of Sharon's departure from Cabinet; Justice Minister Nissim says Sharon could take another ministerial position; deputy editor of Israeli Communist party newspaper al-Ittihad tells meeting in Haifa that Israeli Arabs are eager to take part in all matters of Israeli society but that lack of equality is turning them into a time bomb liable to explode in a few years.

Palestinians/ Lebanese: Executive Committee of PLO meets in Algiers prior to opening of PNC; Lebanese and Israeli negotiating teams meet in Kiryat Shemona for 14th round of talks, said to be constructive; Foreign Minister Salem says US has new proposals on withdrawal of foreign forces, and that Israel has dropped its demand for Israeli-manned watchposts.

US and Other Countries: Wall Street journal reports that Ali Hassan Salameh, head of Fateh's security and intellgience unit assassinated in Beirut in January 1979, had acted with Arafat's consent as information channel between PLO and CIA; State Department refuses to meet village League Chairman Dudeen.

Military Action:

IDF ambushed in Tyre.

Casualties:

Some IDF wounded in Tyre; Ansar review committee recommends release of 150, 1,100 cases heard out of 5,400 detainees, review committee established under the Fourth Geneva Convention on civilians as Israel does not recognize detainees as POWs covered under Third Geneva Convention.

Arab Governments: Algerian Foreign Minister Ahmad Taleb Ibrahimi says Alteria purchased $20 million worth of arms direct from USSR for PLO in June, and later sent another 2 planeloads from Algiers; Saudi Arabia and other Arab countries reportedly removing British firms from list of eligible contractors due to dispute over PLO representative in Arab League delegation; Saudi Crown Prince Abdallah in Damascus for talks with Assad.

Military Action:

lsrael/ Occupied Territories: Israeli Communist Party Rakah strongly criticizes US proposals as hegemonic, aimed at splitting Arab liberation movement; protests against invasion of Lebanon by Democratic Front for Peace and Equality in the Galilee banned by Israeli police; youth killed during demonstrations in Nablus; Israelis split over Reagan proposals (Sharon says Israel won't discuss proposals; Peres says Jordan has agreed to participate in peace process on basis of Reagan proposals).

Palestinians/ Lebanese: PLO Central Committee meets in Tunis to define PLO position before Arab summit and respond to Reagan proposals; Lebanese divided over attitudes toward continued Israeli military presence in Lebanon.

Military Action:

IDF bombards PLO positions, residential areas in West Beirut by land, sea, air for 14 hours in fiercest fighting since invasion began; IDF makes only slight gains in advances on PLO positions, refugee camps south of airport and along coastal highway from Ouzai; IDF occupies Beirut airport, approaches edge of Burj al-Barajneh camp; Eitan says operations tightened siege; IDF strikes hit Sabra, Shatila, Burj al-Barajneh, Corniche Mazraa, Museum and Galerie Semaan crossings, Salam's house, Muslim residential areas on east side of West Beirut not previously shelled; 150 IDF bombing runs across Beirut drop an estimated 260 tons of bombs; IDF attempt to land troops along coast repulsed; ninth cease-fire called at 5 PM; PLO shells 10 East Beirut neighborhoods; PLO claims 30 IDF tanks, troop carriers destroyed.

Casualties:

US and Other Countries: Reagan stresses need for cease-fire as State Department says fighting undermines chances for peaceful PLO withdrawal from Beirut.

UN: Security Council debates resolution calling for deployment of independent observers to monitor situation around Beirut; Council later unanimously demands immediate cease-fire throughout Lebanon, authorizes Secretary General to deploy military observers to check compliance (Israel reportedly withholding agreement, pending Cabinet decision, to deployment of observers around Beirut).
