In the West Bank, Israeli settlers tried to set fire to a mosque and wrote racist graffiti on Palestinian homes in Zeita Jama’in. Israeli settlers also vandalized 3 homes and 20 vehicles in Muhmas. Elsewhere, Israeli settlers uprooted some 200 olive trees in Turmus ‘Ayya and wrote racist graffiti in the village. 10 Palestinians were arrested during late-night raids in Bayt Rima, Jenin, Iktaba, Tubas, Dheisheh refugee camp, Hebron, and Sa‘ir; 3 Palestinians were injured by live ammunition when Palestinians confronted the Israeli soldiers in Dheisheh refugee camp. In East Jerusalem, Israeli settlers slashed tires on more than 20 Palestinian-owned vehicles in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. The Israeli ministry of housing and construction added 468 settlement housing units in the Givat Hamatos settlement in East Jerusalem to its lottery, providing steep discounts to the winners of the lottery in purchasing the settlement units. Peace Now said that once the winners of the lottery are announced, it will be harder to prevent the settlement expansion of the Givat Hamatos settlement. (HA, PCN 3/24)

The PA Detainees Affairs Commission said Palestinian prisoners in Israeli prisons had canceled a planned open-ended hunger strike scheduled to begin on 3/25 after Israel’s prison service agreed to the prisoners’ demands. (WAFA 3/24)

PA prime minister Mohammed Shtayyeh met with EU commissioner for Neighbourhood and Enlargement Olivér Várhelyi in Ramallah. The 2 discussed Várhelyi’s insistence that the PA rewrite its schoolbooks to have EU financial support for the PA released. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Várhelyi has been a lone voice in the EU for demanding the revision of PA schoolbooks as a condition for the EU releasing its annual aid to the PA. (WAFA 3/24)

Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. In the West Bank, Israeli settlers vandalized some 70 olive trees in Khillat al-Dabe in Masafer Yatta. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. Israeli forces also arrested 3 other people at the school and raided the girl’s home, arresting her mother. Israeli settlers toured Sheikh Jarrah, chanting “death to Arabs.” Israeli forces later closed off Sheikh Jarrah, preventing activists and journalists from entering the neighborhood. 5 Palestinians were arrested in Isawiya. In Israel, Israeli right-wing activists vandalized a mosque in Umm al-Fahm by spraying racist graffiti and drawing the Star of David on it. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. The settlement was 1st proposed by former Israeli prime minister Yitzhak Rabin in 1995, but shelved after international outrage, including from the U.S. (HA, MEE 12/6; MEMO 12/7; TOI 12/8)

Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. The PA and Hamas were among those lobbying against the movie. (HA, MEE, MEMO 12/9)

Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. He also claimed that PFLP members controlled the organizations. (HA 12/8)

Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In the West Bank, Israeli settlers set fire to 2 vehicles and sprayed racist graffiti in Bayt Iksa. Israeli settlers also attacked 1 Palestinian man in Susiya, causing moderate injuries. Elsewhere, Israeli settlers toured a site near Luban al-Sharqiyya, leading to clashes between the settlers’ military escort and Palestinians, causing tear-gas related injures. Israeli forces shot and killed 1 Palestinian man during a protest in Bayt Dajan; the man, who is an imam at a local mosque, was shot in the head. Israeli forces also violently dispersed Palestinian protesters in ‘Ayn al-Bayda, causing injuries from physical assault with rifle butts. 2 Palestinians were arrested, including 1 during a house raid in Tura and 1 at a checkpoint near Jenin. In East Jerusalem, Israeli forces violently dispersed an anti-eviction protest in Shaykh Jarrah, causing injuries. Off the coast of Gaza, Israel naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of al-Maghazi; no injuries were reported. In Israel, Palestinians continued their weekly protest against gun violence and Israeli police inaction in Umm al-Fahm and Qalansawe. In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The Lebanese prime minister Hassan Diab later said that Israel’s conduct was a dangerous military escalation in violation of Lebanese sovereignty. (REU, REU 7/27; AJ, HA, HA, HA, REU 7/28)

The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 2 Palestinians and 1 Israeli activist were shot by rubber-coated bullets, others suffered tea-gas related injuries. 1 Palestinian was shot by live ammunition during a raid northwest of Ramallah. In East Jerusalem, a mosque in Bayt Safafa was set on fire, causing significant damage, and racist graffiti in Hebrew was painted on its walls; it is unclear who the perpetrators were. 15 Palestinians were arrested while making their way to morning prayers at Haram al-Sharif. 2 Palestinians were injured at the Haram al-Sharif compound when Israeli forces fired rubber-coated bullets at worshippers outside al-Aqsa Mosque. In the West Bank, 14 Palestinians were arrested, including 11 during late-night raids in and around Hebron, Ramallah, Bethlehem, and Jericho; 3 were arrested at flying checkpoints near Qalqilya. During a raid in Ramallah, 1 Palestinian paramedic was injured by gunfire as Palestinians clashed with Israeli forces; others suffered tear-gas related injuries. In Israel, a Palestinian village was raided by Israeli extremists, slashing the tires of some 20 Palestinian-owned vehicles and writing racist graffiti like “Muhammad is a pig” on buildings, including a mosque. A spokesperson for Israel’s military liaison said that none of the around 1,000 Palestinian Christians in Gaza would be allowed entry to the West Bank to celebrate Christmas or visit family. (REU 12/12; WAFA 12/13; HA 12/14)

In the West Bank, Israeli settlers vandalized 25 vehicles and wrote racist graffiti on Palestinian-owned buildings, including a mosque, in Qarawat Bani Hassan. Israeli forces ordered Palestinians southeast of Tubas to evacuate 28 dunams of land, uproot olive trees, and demolish a structure. Israeli forces also violently dispersed a protest in Bethlehem, leading to 30 Palestinians suffering tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian was arrested in Issawiyya; he was badly beaten by Israeli police. Some 200 Israeli settlers toured the Haram al-Sharif compound. In Gaza, 9 Palestinians were killed in Israeli airstrikes, including a family of 8 in Dayr al-Balah with 5 children; 12 others were wounded. This brings the comprehensive death toll of the Israeli attack on Gaza starting on 11/12 to 33, with at least 111 Palestinians reported injured. Israel later admitted that killing the family in Dayr al-Balah was a mistake and that they believed the house was empty. The Faroe Islands’ foreign minister Jenis av Rana said that the country wants to open a diplomatic representation to Israel in Jerusalem against the wishes of the Danish government. Earlier in the year, the Danish prime minister Mette Frederiksen said that Greenland and the Faroe Islands would have more independence in foreign policy during her government. (Politiken 11/14)

In the West Bank, Israeli settlers vandalized Palestinian-owned vehicles and defaced buildings with racist graffiti in Yatma. Israeli forces also fired sound bombs and tear gas during a raid on a wedding ceremony east of Hebron. 3 Palestinians were arrested, including 1 during a late-night raid in Tulkarm, and 2 were arrested during clashes in Hebron. Israeli forces also assaulted 1 Palestinian photojournalist covering a raid in Hebron. In East Jerusalem, Israeli forces arrested a Palestinian minor at a mosque in Issawiyya. In Gaza, Israeli forces opened fire on a Palestinian sanitation truck, causing damage. In Gaza, 95 Palestinians were injured during the 80th weekly Great March of Return protest, including 36 by live ammunition; others were injured by rubber-coated bullets and tear gas. Malaysia announced that the country would open an embassy to Palestine in Jordan. Malaysian prime minister Mahathir Mohamad said, “[w]e know that Israel will not allow Malaysia to open an embassy in the Occupied Territory. As such, we will open the embassy in Jordan.” (WAFA 10/25)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

U.S. officials blamed Iran for explosions, damaging 2 oil tankers in the Gulf of Oman. Iran denied responsibility for the explosions. (AJ 6/13; HA 6/14)

A senior adviser to the EU Court of Justice said that EU law requires products from Israeli settlements in East Jerusalem and the West Bank to be labeled as such, rather than from Israel. (CURIA, F24 6/13)

IDF troops open fire on 2 Palestinians on a motorcycle at the al-Jalama checkpoint near Jenin, killing 1 and injuring the other. The IDF states that the 2 men threw a suspicious object at Israeli soldiers manning the checkpoint. The Israeli press reports that the device was an explosive. It did not detonate, let alone cause any injuries or damage. Elsewhere in the West Bank, IDF troops arrest 4 Palestinian minors for throwing stones at Israeli vehicles near Nablus; shoot and injure 2 Palestinians during clashes sparked by an arrest raid near Ramallah; arrest 17 Palestinians and confiscate 3 vehicles during further raids near Nablus, Jenin, Ramallah, Hebron, and Bethlehem; and patrol near Tulkarm, Jenin, and Hebron. Israeli settlers puncture the tires of several Palestinian vehicles and spray-paint racist graffiti on the walls of a nearby mosque overnight in Dayr Dibwan village near Ramallah. Along Gaza’s border, IDF troops arrest a Palestinian attempting to cut through the border fence near Rafah. Israeli forces conduct a limited incursion to level land near Dayr al-Balah. After the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP) both announce that they will not be participating in Fatah’s plans for a new PA government comprising representatives of various PLO factions, a Hamas spokesperson calls their announcements a “step in the right direction.” He also reaffirms that “there is no alternative to partnership and national consensus.” (JP 2/4)

PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group. Mustafa adds that the PA will instead focus efforts on developing natural gas fields off the coast of the Gaza Strip. (AJD 2/25; MEE 2/27; EI 3/8)

The boycott of 6 Israeli consumer products companies in the West Bank goes into effect, with enforcement teams visiting shops in Ramallah. Senior Fatah official and chair of the National Comm. against Israeli Punitive Measures Mahmoud al-Aloul says that any seized products will be destroyed on 2/25. Al-Aloul announced the boycott on 2/9. It is not sanctioned by the PA. (WAFA 2/25; HA 3/9)

In the West Bank, IDF troops shoot and wound a Palestinian with a rubber-coated metal bullet in al-Fara‘a r.c. nr. Tubas during clashes sparked by a raid in the camp. Separately, 3 Palestinian children nr. Bayt Umar n. of Hebron are wounded by an unexploded Israeli sound bomb. Meanwhile, an Israeli border police officer is lightly injured when Palestinians throw a Molotov cocktail at an army post in n. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin; patrols in 3 villages nr. Jenin and 2 villages nr. Ramallah. Israeli settlers torch a mosque in Aqraba village nr. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)
