The Palestine Chronology

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Shu‘fat, and 1 Palestinian is wounded when the soldiers open fire with tear gas and rubbercoated metal bullets. (AFP, AP, HA, MNA 8/23; PCHR 8/28)

Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. Israeli PM Netanyahu holds talks with UN Secy.-Gen. Ban Ki-moon. Netanyahu compares Hamas to ISIS, in reference to the group’s 8/22 execution of collaborators, and blames the group for the latest escalation in violence. (AJ, HA, REU 8/23)

In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Between the 2 sets of rocket attacks, 8 Israelis are lightly injured. (DS, JP, REU 8/23; AFP, HA, YA 8/24)

Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working their fields nr. the no-go zone, forcing them to flee. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). In other Israeli-Palestinian violence, the IDF fires tear gas, percussion grenades, rubber-coated steel bullets to disperse Palestinians demonstrating against OCL in the East Jerusalem suburbs of Anata, Issawiyya, Shu‘fat r.c. An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. The IDF raids a high school nr. Nablus, arrests a 10th grader; raids a mosque in al-Bireh, arresting 1 Palestinian; fires on residential areas of Khan Yunis, wounding a man on his roof; conducts house searches, arrest raids in Nablus, Rafah. The U.S.’s Abrams, Burns, Hadley arrive in Israel for further consultations on Sharon’s disengagement plan. Meanwhile in Washington, Israeli DM Shaul Mofaz briefs U.S. VP Dick Cheney, Powell on Israel’s latest thinking regarding evacuating settlements, maintaining security control in Gaza postwithdrawal. In Cairo, Israeli FM Silvan Shalom meets with Egyptian pres. Husni Mubarak and FM Ahmad Maher, who provide assurances that Egypt would secure its border with Gaza following an Israeli pullout.
