In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

U.S. officials blamed Iran for explosions, damaging 2 oil tankers in the Gulf of Oman. Iran denied responsibility for the explosions. (AJ 6/13; HA 6/14)

A senior adviser to the EU Court of Justice said that EU law requires products from Israeli settlements in East Jerusalem and the West Bank to be labeled as such, rather than from Israel. (CURIA, F24 6/13)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. Gaza to level land and clear lines of sight along the border fence e. of Bureij r.c., firing on surrounding areas to keep Palestinians away, wounding a farmer working his field nearby. IDF troops on the n. Gaza border fire warning shots at Palestinian and international activists staging a nonviolent protest march to the border nr. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. Ross and Hale return to the U.S., having failed to secure a last-minute postponement of the Palestinian statehood bid. U.S. officials say they are “at a loss” for how a U.S. veto can now be avoided. Quartet efforts to broker a resumption of talks continue, however. (NYT, WP 9/9)

Qalqilya, 3 villages northwest of Salfit, and 2 villages southwest of Ramallah; conducts synchronized late-night patrols in 4 villages nr. Tulkarm and additional late-night patrols in 1 village nr. Ramallah. In Ramallah, 10s of Palestinians hold the 1st small demonstration in support of the statehood bid, marching to the UN’s local headquarters. Jewish settlers fr. Shvut Rachel settlement nr. Nablus set fire to 2 Palestinian cars and vandalize a mosque in nearby Yatma village to protest the IDF’s 9/5 removal of structures at Migron outpost. Jewish settlers fr. Yitzhar nr. IDF troops on the c. Gaza border fire on Palestinian farmers working a plot of land nr. al-Maghazi refugee camp (r.c.), causing no injuries. In the West Bank, the IDF patrols in Dura nr. Hebron, firing on stone-throwing youths who confront them, causing no reported injuries; conducts daytime arrest raids, house searches nr. Bethlehem and late-night raids, searches in and around Jenin. Jewish settlers fr. Kiryat Arba nr. Hebron vandalize nearby Palestinian property; the IDF observes but does not intervene. For a 2d day, 10s of armed Jewish settlers fr. Yitzhar vandalize Palestinian homes in nearby Asira al-Qibliyya. In Gaza’s Jabaliya r.c., Hamas mbrs. raid a mosque controlled by the Salafist group al-Kitab wa al-Sunna, where the imam had denounced (5/16) Hamas in his Friday sermon, and evict at least 5 Palestinian worshippers.
