For a 2d day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. Israeli soldiers also arrest 1 Palestinian, assault a 2d, and issue an arrest summons to a 3d during a late-night raid near Hebron; and patrol near Hebron throughout the day. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injuries. Unidentified parties fire 3 rockets from Gaza toward Israel: 1 falls short of the border fence; 1 is intercepted by the Iron Dome missile defense system; and 1 lands in Sderot, damaging a number of cars. The IAF launches air strikes on 4 Hamas and PIJ sites in Khan Yunis, southern Gaza City, and Jabaliya refugee camp, killing 2 Hamas fighters and injuring at least 20 Palestinians, including a 6-month-old child. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. Abbas welcomes “the international consensus condemning Trump’s announcement, as was apparent at the [UNSC] session this evening.” (HA, WAFA 12/8)

The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

In the West Bank, IDF troops assault and arrest a Palestinian during a patrol in ‘Azun village near Qalqilya. They also arrest 13 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, Jenin, and Nablus, and patrol near Hebron. Palestinian youths throw stones at an IDF patrol outside a settlement near Hebron, sparking minor clashes; 1 Palestinian is arrested. In East Jerusalem, Israeli forces clash with Palestinians in Qalandia refugee camp and Issawiyya; there are no serious injuries. They also arrest a Palestinian during a late-night raid in the Old City. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. He says he is there to “to carry out the first article of the reconciliation agreement signed in Cairo [on 10/12] regarding taking over the crossings.” (TOI 10/16; MNA, TOI 10/17)

The Israeli NGO Peace Now reports that the Licensing Subcommittee of Israel’s Civil Administration has approved 31 building permits for new housing units in central Hebron, marking the first approval of new settlement construction in Hebron in 15 years. (AP, PCN, REU, TOI, YA 10/16; TOI 10/17)

A Syrian antiaircraft battery positioned east of Damascus fires on Israeli fighter jets allegedly flying in Lebanese air space, causing no damage or injuries. In response, the IAF launches an air strike on the battery. (HA, JP, NYT, TOI, YA 10/16)

Unidentified assailants fire a rocket from Gaza into s. Israel; it lands in an open area, causing no damage or injuries. Late at night, the Israeli Air Force launches air strikes on 2 Hamas military sites nr. Gaza City and Rafah, causing damage to a number of Palestinian homes. Israeli artillery positioned along the border fence fire on agricultural lands nr. Gaza City as well, causing no serious damage or injuries. In the West Bank, IDF troops clash with stone-throwing Palestinians during late-night raids in Dahaysha r.c. nr. Bethlehem, Bayt Umar and Bayt Awa nr. Hebron; at least 8 Palestinians are injured. They also arrest 8 Palestinians and issue 1 arrest summons during late-night raids nr. Hebron and Ramallah; and patrol nr. Hebron and Nablus during the day. For a 3d day in a row, errant fire from Syria crosses into the Israeli-occupied Golan Heights. The IDF says it was only a few bullets, and that they caused no damage or injuries. (HA, YA 6/26)

Less than 24 hours after unidentified fighters fired a rocket from Gaza into Israel, Hamas fighters open fire on an IDF patrol nr. Bayt Lahiya, causing minor damage to 1 vehicle, according to the IDF. The IDF then launches a retaliatory air strike and several artillery salvos at Hamas positions along the border. The amount of damage caused is unclear. In the West Bank, IDF troops conduct raids in Zabbuba village nr. Jenin overnight, sparking clashes with stone-throwing Palestinians; there are no serious injuries. IDF troops conduct more raids nr. Qalqilya, confiscating 32 water pipes from a construction site; and patrol nr. Hebron and Salfit throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. In Israel, Israeli forces demolish a Palestinian home under construction in Kafr Kassim. They also conduct raids in Umm al-Hiran nr. Unidentified fighters launch a rocket from Gaza into Israel, which lands in an open area nr. Ashqelon, causing no damage or injuries. The IDF then launches 3 rounds of air strikes on open areas and Hamas posts nr. Bayt Lahiya, Gaza City, and Khan Yunis, injuring 3 Palestinians and causing extensive damage (1 chicken farm is completely destroyed in Gaza City, killing 1,000 chickens). IDF troops stationed along the border fence also open fire on Hamas posts nr. Bayt Hanun, causing bird hunters and farmers to flee the area. Earlier, Israeli forces conduct a limited incursion to level land along the border fence in s. Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road under construction nr. Tubas. They also confiscate 3 drills. IDF troops arrest 11 Palestinians during late-night raids nr. Hebron, Jenin, Tulkarm, and Ramallah, and patrol during the day nr. Salfit, Qalqilya, and Ramallah. They also detain a Palestinian TV crew covering settlement growth nr. Nablus. Meanwhile, Palestinians living nr. The Israeli Knesset passes, 60–52, the so-called regulations bill into law, retroactively authorizing settlements built “in good faith or at the state’s instruction” on privately owned Palestinian land. France, Jordan, Turkey, the EU, the UN, the Palestinians, and the UK all denounce the new law, but the U.S. does not offer a direct comment.
