In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. Iran confirmed that it is in direct talks with Saudi Arabia to resolve the issues between the 2 countries. A Saudi official confirmed the talks on 5/7. (AJ, HA, REU 5/10)

The U.S. said 1 of its Coast Guard ships had fired 30 warning shots at 13 Iranian vessels that came too close to the ship and 6 other U.S. navy vessels. Iran said that it was the U.S. that had acted recklessly in the encounter. (AJ, HA, REU 5/10; AP, MEMO 5/11)

UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. Overnight, Palestinians fire 11 rockets (including 1 manufactured Grad) fr. Gaza into Israel, retaliating for the 12/8 assassination, causing no damage or injuries. In the morning, Israel carries out more air strikes on 2 alleged Hamas training sites in Gaza City, killing a Palestinian bystander and his 12-yr.-old son and damaging a home, injuring 11 civilians (including 3 children, 2 women); Israel says it regrets the civilian casualties but blames Hamas for operating in densely populated areas. In retaliation, Palestinians fire another 6 rockets (including 1 Grad) fr. Gaza into Israel, causing no damage or injuries. Late at night the IDF makes an air strike on a Hamas training camp in Rafah, causing no reported injuries. In the West Bank, the IDF patrols in Tulkarm (firing tear gas at stone-throwing Palestinian youths, causing no serious injuries) and 1 village nr. Salfit in the afternoon; conducts late-night patrols in 1 village nr. Salfit; conducts late-night arrest raids, house searches in Dahaysha r.c. nr. Bethlehem. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Ni’lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, seriously injuring 1 Palestinian and lightly injuring 4 others in Nabi Salih. The incident, in which a man throwing a stone at an armored personnel carrier is hit in the head with a tear gas canister at close range, is caught on camera. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Israeli officials discuss the possibility of launching an all-out offensive on Gaza. A Hamas mbr. injured in an 8/15/11 Israeli air strike on Gaza dies. In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)

Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

In the West Bank, the IDF fires live ammunition at Palestinians holding a nonviolent demonstration against OCL in Hebron, fatally shooting a 16-yr.-old Palestinian; fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus (injuring 2 Palestinians, 1 by live ammunition; severely beating a 55-yr.-old Palestinian man); conducts early evening raids, house searches in Jenin town and r.c.; conducts late-night arrest raids, house searches in and around Nablus, nr. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender.
