In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. Israeli police announced a nighttime curfew in Lydda from 8 p.m. to 4 a.m. 1 Palestinian-Israeli man was injured when rammed by a car­ and beaten near Or Akiva. 1 Palestinian-Israeli was lightly injured by a mob of Jewish-Israelis while driving in Tiberias. 1 Jewish-Israeli was injured in a stabbing incident in Tamra. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops stationed along the border fence violently disperse the demonstrations near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; 1 Palestinian is killed and at least 6 are injured. This brings the death toll stemming from the Great March of Return to 195. In the evening, unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Hours later, the Israeli Air Force responds with an air strike on a Hamas site in Dayr al-Balah, causing moderate damage to the site and several surrounding buildings. Separately, Israeli police find and dismantle several balloons and kites lashed with incendiary devices in Sdot Negev Regional Council, marking the first attack of its kind since Hamas cracked down on the incendiary balloon and kite attacks weeks ago; no damage or injuries are reported. Around the same time, IDF troops open fire on Palestinian shepherds working near Rafah, causing no injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah; there are no injuries reported. The Israeli bombardment of Gaza continues for a 3d day in a row, with air strikes and artillery fire reported across the region. Two Palestinians are killed by Israeli drone strikes near Gaza City and Bayt Lahiya, at least 20 more are injured in other strikes throughout the day, and at least 1 residential building in Gaza City is destroyed. The Israeli authorities also shut down the Erez border crossing and bar Palestinian fishermen from the sea. With the violence ongoing in Gaza, Egyptian, UN, and Norwegian mediators work to de-escalate the situation. In the early afternoon, the main Palestinian factions in Gaza reportedly agree to a cease-fire brokered by those international mediators. It’s unclear if Israel is party to the agreement or what the terms are. Shortly after the first reports of a cease-fire, Israel’s security cabinet concludes a 7-hour meeting about the situation in Gaza and decides to resume the air strikes in Gaza “as necessary.”

The Israeli Air Force then strikes several sites across Gaza, killing 1 Palestinian near Jabaliya refugee camp and injuring 3 near Khan Yunis. Hours later, the security cabinet reportedly agrees to a cease-fire along the lines of the agreement that ended Israel’s assault on Gaza in the summer of 2014, and an uneasy calm returns to Gaza in the evening. “The situation remains very precarious and can blow up again,” says a foreign source involved in the talks. “Israel reserves its freedom to operate,” says a senior Israeli official who also confirms that the cabinet agreed to the cease-fire. The Palestinian factions, including Hamas, later release a joint statement indicating their commitment to the cease-fire “as long as Israel doesn’t break it.” Meanwhile, hundreds of right-wing Israelis gather in Sderot to protest the cease-fire. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. According to the ICJ, the Palestinians are arguing that the move represented a violation of the 1961 Vienna Convention of Diplomatic Relations. (HA, MNA, REU, TOI, WAFA, YA 9/29)

Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

Amid the demonstrations, an Israeli aircraft conducts an air strike on a protest camp near Rafah, causing damage. Separately, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. They also arrest 5 Palestinians during further raids in and around Hebron, Qalqilya, and Nablus; and patrol near Hebron throughout the day. In East Jerusalem, approximately 362 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot. Late at night, Israeli forces assault and arrest 2 Palestinians in Silwan. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. UN Humanitarian Coordinator Jamie McGoldrick announces a $1 million transfer to prevent the “collapse of services and a potential outbreak of disease” in Gaza. “Unfortunately, it comes in the absence of action from the relevant authorities, who have responsibility for the well-being of Gaza's citizens, or predictable donor support.” McGoldrick says that $2 million more is still needed to pay for essential health, water, and sanitation services through the end of 2018. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.) U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. U.S. secy. of state Hillary Clinton meets with Israeli PM Netanyahu in Jerusalem to urge Israel to deescalate the situation in Gaza. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. The UN Security Council (UNSC) convenes to discuss the situation in Gaza and Israel but does not come to any conclusions. Arab League secy.-gen. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012.
