In Gaza, a group claiming affiliation with the Islamic State in Iraq and al-Sham (ISIS) fires a rocket into Israel nr. Ashdod, causing no damage or injuries (the group will not take credit until 6/1). Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms. (PRC), and Hamas training sites in Rafah, Khan Yunis, and Bayt Lahiya late at night, causing damage but no casualties. Off the coast nr. Khan Yunis and then nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, injuring a fisherman in the later incident. Egyptian authorities open the Rafah border crossing for passage into Gaza only (they will keep it open through 5/28). Separately, 4 Israeli soldiers detain and assault a Palestinian trying to cross over the separation wall nr. Qalqilya. Unidentified gunmen shoot and injure a Palestinian man in s. Hebron. The IDF conducts late-night raids and house searches late at night in and around Hebron, and in 1 village nr. Nablus, arresting 9 Palestinians; patrols during the day nr. Jericho and Hebron. Israeli forces photograph an electricity network nr. Hebron, then deliver a notice demanding its operations be suspended. They also deliver a stop-work notice for a water well under construction nr. A Palestinian is moderately injured when he triggers Israeli unexploded ordnance nr. Rafah. In the West Bank, IDF troops violently disperse over 1,000 Palestinians, mostly women, demonstrating nr. Qalandia to mark International Women’s Day, moderately injuring 4. They also violently disperse Palestinian activists as they are removing a metal gate installed at the entrance to a village nr. Bethlehem and a group protesting land expropriation in a village nr. Hebron. Israeli soldiers accompanied by Israeli settlers violently disperse Palestinians nonviolently protesting s. of Hebron. The IDF conducts patrols and house searches in a village nr. Hebron, arresting 2 Palestinians. The PASF raids Balata r.c. nr. Nablus, sparking a brief firefight with the wanted Palestinian; 2 bystanders are injured. In East Jerusalem, Israeli forces conduct house searches and raids nr. the Old City, arresting 8 Palestinians; disperse a group of Palestinian youth throwing stones at the Jerusalem Light Rail in Shu‘fat, arresting 2. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Also, Egyptian officials announce that the Rafah crossing will open on 3/9–10. (AFP, MNA 3/7)

Meanwhile, thousands of Palestinians gather in Gaza City and Khan Yunis to protest the Egyptian court’s 2/28 designation of Hamas as a terrorist organization. In the West Bank, IDF troops clash with stone-throwing residents in Dahaysha r.c. nr. Bethlehem during a raid; 2 Palestinians are injured with live ammunition and 2 are arrested. The IDF conducts a house search nr. Ramallah, arresting 1 Palestinian; patrols in 2 villages and al-‘Arub r.c. nr. Hebron, and 2 villages nr. Ramallah, as well as ‘Ayn al-Sultan r.c. and Fasayil r.c. nr. Jericho. Israeli troops detain 2 Palestinian shepherds and 2 international activists nr. Hebron. The IDF conducts a large-scale drill nr. Hebron, mobilizing around 13,000 reserves to prepare for a possible eruption of unrest in the West Bank. In East Jerusalem, Israeli authorities order a Palestinian family to evacuate their home in Shaykh Jarrah, pursuant to legal proceedings that began in 2011. A delegation representing Islamic Jihad arrives in Cairo for negotiations with Egyptian officials on the Rafah border crossing. They will negotiate until 3/7. Meanwhile, Hamas officials lobby Saudi leadership to apply pressure on the Egyptian govt. to reverse the 2/28 designation of the group as a terrorist organization. (HA 3/4)

The annual American Israel Public Affairs Comm. (AIPAC) conference begins today, with a record-breaking 16,000 in attendance. The organization’s lobbyists will be on Capitol Hill on 3/3 to lobby for the passage of the Iran Nuclear Agreement Review Act and the Nuclear Weapon Free Iran Act. (HA, TOI 3/1, 3/2)

In the Gaza Strip, IDF troops open fire on a Palestinian attempting to enter Israel, injuring, then detaining him. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. In the West Bank, IDF troops conduct house searches and raids in ‘Askar r.c. nr. Nablus, arresting a leader of Islamic Jihad, and in Yatta s. of Hebron, sparking serious clashes, in which 5 Palestinians are injured. The IDF also conducts house searches and arrest raids nr. Tulkarm, Jenin, Salfit, Nablus, Hebron, and Ramallah; patrols nr. Hebron, Jenin and Qalqilya. Early in the morning, IDF troops close all 4 entrances to a village nr. Nablus. Reps. of all PLO factions meet to discuss recent criticism of the PA unity govt. from Hamas. They conclude that Hamas is responsible for hindering the unity govt.’s work in Gaza. At a meeting between Hamas and Palestinian factions in Gaza, Hamas calls for an emergency comm. to be formed to administer the territory, and the PFLP and DFLP oppose the proposal. Instead, they agree to form a comm. to follow up on the implementation of the 4/23 national reconciliation deal, which led to the formation of the unity govt. on 6/2. (MNA 1/11; JP 1/13)

In the Gaza Strip, Israeli jets conduct a series of mock raids. IDF troops along the s. border open fire on agricultural lands, causing damage but no injuries. In the West Bank, Israeli forces demolish a Palestinian-owned barn in Hebron and several shops in a village nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron. An Israeli settler kills 16 sheep owned by Palestinians in Aqraba village, s. of Nablus, by spraying pesticides in sheep-grazing areas. In Gaza City, reps. of Islamic Jihad and Hamas discuss the PA’s accession to the ICC, the failed UNSC res., and the conditions for Palestinians in Gaza. Later, Hamas condemns the possible resubmission of the failed res., with spokesperson Abu Zuhri saying, “such a step would be political foolishness.” Meanwhile, the U.S. State Dept., the EU Delegation to the Palestinian Legislative Council, and Israeli pres. Meanwhile, the union of hospital sanitation workers suspends its strike after PA ministers agree to pay the salaries of 750 mbrs. who had not received full wages since 6/2. Overnight, 1 Palestinian is killed and 4 are injured in an explosion at a Hamas military facility in s. Gaza. In the West Bank, IDF troops clash with around 30 stonethrowing Palestinians nr. Nablus, lightly injuring 1 with rubber-coated metal bullets. Israeli soldiers also assault and arrest 1 Palestinian at a checkpoint nr. Jenin. The IDF conducts house searches and arrest raids nr. Jenin and Hebron; patrols nr. Hebron and Tubas. Dozens of Israeli settlers clash with Palestinians nr. Burin village, s. of Nablus, after the settlers cut down an electricity line that leads to a Palestinian home. In East Jerusalem, municipal officials accompanied by security forces deliver 11 demolition orders to residences in Silwan. Elsewhere, 140 right-wing Jewish activists enter Haram al-Sharif, sparking verbal confrontations with Palestinian worshippers. Israeli forces detain 3 Palestinian photographers during the incident. Reps. of the major Palestinian political parties meet in Gaza and discuss a 5-point initiative jointly presented by the PFLP and Islamic Jihad to kick-start the national reconciliation process. Meanwhile, 1,000s of supporters of Mohammad Dahlan, the exiled former PA and Fatah official, gather in a Hamas-approved demonstration as a corruption trial against him opens in the West Bank. Pres. The U.S. announces that it will oppose the proposed UNSC res. submitted by the Palestinians on 12/17. Meanwhile, a senior Palestinian official says that the Palestinian res. lacks the support of 9 mbrs. of the UNSC, which would be required for the res. to pass, and is vulnerable to a veto by a permanent mbr. state. PM Hamdallah and the rest of the West Bank–based cabinet ministers visit the Gaza Strip and the PA unity govt. holds its 1st full meeting since its inauguration on 6/2. They discuss the reconstruction of Gaza and further reconciliation measures, including elections. Hamdallah also meets with senior Hamas official Ismail Haniyeh, and tours areas of devastation in the territory. Fatah spokesperson Osama al-Qawasmi says that the meeting was an important step for maintaining unity, while Islamic Jihad also welcomes the cabinet ministers. (AFP, HA, MNA 10/9)

Off the coast of the Gaza Strip nr. al-Zahra, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries but arresting 5 fishermen. In a separate incident nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and in 1 village each nr. Hebron and Ramallah; patrols in 3 villages nr. Ramallah, 2 villages nr. Hebron, 1 village nr. Jericho, and Tubas. (PCHR 9/25)

On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. When he arrives, he meets with Arab League secy.-gen. Nabil al-‘Arabi and gives a speech at Cooper Union college, in which he calls on U.S. youth to “rethink Palestine.” (See Doc. B1 in JPS 174 for more on the speech.) (MNA 9/21) .

A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24. In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. Later in the day, however, senior Hamas official Musa Abu Marzuq says that there has been no progress in talks. (HA, JP, MNA, ToI, Yahoo! 8/25)

In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In the Gaza Strip, the IDF and armed Palestinian groups largely hold to the new 5-day cease-fire, though Palestinians fire 8 rockets into Israel and IDF troops conduct a number of air strikes. Meanwhile, 3 Palestinians die of injuries sustained earlier in the Israeli assault. In the West Bank, IDF troops shoot and injure a Palestinian in Aida r.c. in Bethlehem during an arrest raid. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night; patrols in 3 villages nr. Hebron and al-Fara‘a r.c. nr. Tubas during the day. A Jewish settler runs over a Palestinian nr. Salfit and kills him. In East Jerusalem, Israeli security forces arrest dozens of Palestinians in Silwan, Shu‘fat, and the Old City, taking the number of those detained since the murder of Abu Khdeir to more than 600. Upon his arrival in Gaza from Cairo, Hamas official Khalil al-Hayya says that there is “still a real chance to clinch an agreement” for a longer-term deal. An unnamed Egyptian official tells Haaretz that “the emerging agreement will be the most detailed that has been signed between Israel and the Palestinians since the Oslo accords” and that, if successful, it “would set up a new framework of relations between Israel and a Palestinian govt., because without it there will be no way to implement the agreement’s clauses.” Islamic Jihad official Ziad al-Nahla, in Cairo for the talks, says that the long-term cease-fire is a “done deal.” (AFP, AP, HA, JP, MNA, REU, YA 8/14)

In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. Hamas official Ihab al-Ghossein says he is optimistic as “this time at least it is a real negotiation.” Islamic Jihad official Hassan Abdu says there have been “positive developments.” (AFP, AP, HA, JP, MNA, REU, YA 8/12; 8/13)

In the Gaza Strip, the 72-hour cease-fire ends at 8:00 A.M. local time and hostilities resume. The IDF continues its assault with aerial and naval bombardment, killing 5 Palestinians. The IAF strikes around 50 targets across Gaza. Armed Palestinian groups fire dozens of rockets into Israel, attacks claimed by Islamic Jihad and the PRC, injuring 3. In the West Bank, IDF troops shoot and kill a Palestinian during clashes nr. Psagot settlement close to Ramallah. IDF troops also shoot a Palestinian in clashes nr. Hebron, who later dies of his injuries. In the clashes, 25 are injured with live ammunition and 15 with rubber-coated metal bullets. There are further clashes in Safa village nr. Ramallah, where IDF troops shoot and injure 7 Palestinians, as well as outside Ofer prison, where IDF troops injure 6 Palestinians. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 4 are injured by live ammunition. Egyptian officials call for a resumption of the cease-fire, saying that only a few points remain to be agreed, but Israeli officials say that they are unprepared to negotiate under fire. In the Gaza Strip, a 72-hour cease-fire begins at 8:00 A.M. local time. The IDF withdraws grounds forces, which are, according to the IDF, “redeployed in defensive positions outside the Gaza Strip.” Shortly before the cease-fire begins, al-Qassam Brigades fires a salvo of rockets, with 1 hitting a house in Bayt Sahur nr. Bethlehem, causing damage but no injuries. During the day, the cease-fire holds. In the West Bank, the IDF conducts house searches and arrest raids in Jenin r.c. in the morning. Additional Islamic Jihad and Hamas reps. join the Palestinian delegation in Cairo. Israel sends officials to join the discussions. Israel’s Foreign Ministry spokesperson Ofer Gendelman says that Israel is willing to agree to the rebuilding of the Gaza Strip in exchange for the disarmament of the armed groups. Meanwhile, Palestinian FM al-Maliki visits the ICC in The Hague to meet with prosecutors concerning evidence of war crimes committed by Israel in Gaza. Al-Maliki tells reporters that he had discussed a timeline with prosecutors for the PA to sign the Rome Statute. (AFP, AP, HA, JP, MNA, REU, YA 8/5)

The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 64 Palestinians with strikes on approximately 100 targets. Attacks occur before and after a humanitarian cease-fire running from 10:00 A.M. to 5:00 P.M. local time. The cease-fire is not observed in areas of Rafah where IDF ground troops are targeting and destroying tunnels. Armed Palestinian groups fire rockets over Ashdod and Ashqelon, causing no injuries. Israeli PM Netanyahu announces that the Israeli govt. holds the PA responsible for the fate of the 3 missing Israeli teenagers, since “the terrorists originated from Palestinian territory.” Anonymous PA officials tell the media that Abbas has instructed his security services to help in the manhunt. Meanwhile, the IDF continues intensive sweeps of the s. West Bank, and wideranging arrest raids, which pick up 80 Palestinians, including 4 mbrs. of the Palestinian Legislative Council (PLC). In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. Israeli science minister Yaakov Peri says that unless Palestinians agree to an extension of peace talks, it would be difficult for Israel to go ahead with a scheduled 4th prisoner release. Israeli FM Lieberman says that “negotiations should be extended to the end of the year at least.” Separately, Israeli authorities approve construction permits for 387 housing units in Ramat Shlomo settlement in East Jerusalem, part of the 1,500 unit-plan approved in 2/2012 by the Jerusalem municipality. In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt.
