The Palestine Chronology

The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. In the West Bank, the IDF patrols in Jericho and 2 villages nr. Ramallah (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts morning arrest raids, house searches nr. Jericho. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 5 Palestinians are arrested. An IDF drone makes an air strike on a motorcycle in Rafah, assassinating Islamic Jihad mbr. Muhammad Abu Mu‘ammar and seriously wounding Islamic Jihad’s ‘Abdullah al-Ghalban; Israel alleges the men were responsible for the 3/29 rocket fire toward Israel. The IDF also makes a brief incursion into n. Gaza nr. Bayt Lahiya, firing warning shots at farmers to force them to leave the area, then leveling land to clear lines of sight. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bayt Umar (first blocking off all entrances to the village), Dahaysha r.c., and Hebron. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. Palestinians fire 1 homemade Qassam rocket and 1 mortar fr. Gaza into Israel, causing no damage or injuries. A mysterious explosion s. of Gaza City kills 1 Islamic Jihad mbr., wounds 2. Islamic Jihad accuses Israel of staging an air strike, but the IDF denies an attack. A smuggling tunnel on the Rafah border collapses, injuring 3 Palestinians. In the West Bank, the IDF levels 5 dunams (d.; 4 d. = 1 acre) of agricultural land nr. Salfit; sets up a checkpoint at the entrance to Araqa village nr. A govt.-appointed Israeli panel charged in 2008 with investigating the 7/22/02 assassination of Hamas military leader Salih Shihada in a massive air strike on a residential area of Gaza City that killed 19 bystanders and wounded some 140 (mostly women and children) concludes that the operation was flawed by putting too much emphasis on killing Shihada and not enough on the “risk of harm to uninvolved civilians,” but “did not stem from disregard or indifference to human lives.” (NYT 2/28)

Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with at least 5 air strikes on Hamas and Islamic Jihad targets in Khan Yunis and Rafah, wounding 4 Palestinian civilians (including a baby); in 1 instance, Israeli intelligence units phone the targeted site to warn residents to evacuate, calling a 2d time before the strike to make sure the house is clear (no one is injured in that strike). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1 Palestinian. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

The IDF makes a major air strike on Bureij r.c. in Gaza, destroying 1 building and damaging 8 nearby houses and a poultry farm, injuring 1 child. The IDF also makes 4 air strikes on an Islamic Jihad training site nr. Khan Yunis, causing no injuries. In the West Bank, the IDF patrols in a village nr. Tulkarm. In the West Bank, Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam nr. Ramallah, and nr. Beit Romano settlement in Hebron. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 7 Palestinians (including 1 child); 3 international activists and 1 Israeli journalist are arrested. Fatah cancels its call for a “day of rage” against the 2/18 U.S. veto, fearing that turnout would reflect support for Hamas (see 2/19). (PCHR 3/3; OCHA 3/4)

In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. Fayyad reiterates his 2/20 national unity offer, saying the PA would forgo further U.S. aid for the sake of national unity if the U.S. went through with threats to suspend aid to the PA if Hamas joined the govt. Abbas and senior Hamas officials agree to discuss the idea. (JPI 3/11)

At Abbas’s request, Israel agrees to allow some 300 Palestinians fleeing Libya to enter the West Bank. In Gaza, Islamic Jihad and Hamas mbrs. detonate an explosive device by the border fence as an IDF patrol passes on the Israeli side, then fire 3 mortars at the troops, causing no injuries. IDF soldiers retaliate with tank and gunfire, killing 1 armed Palestinian and wounding 6 armed Palestinians and at least 3 bystanders (including 2 children). Late at night, the IDF makes 5 air strikes on buildings in central and southern Gaza, causing no injuries; in the 1 instance in which a building is occupied, Israeli intelligence units phone to warn the occupants to leave. An 11-yr.-old Palestinian girl is killed and 4 family mbrs. are wounded when explosives accidentally detonate in their Gaza home. The IDF makes a brief incursion into c. Gaza to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border fire warning shots at Palestinian scavenging for construction materials in the fmr. settlement sites, wounding 2 Palestinian. Late in the evening, Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in ‘Aqabat Jabir refugee camp (r.c.) in the morning, photographing historic sites; conducts latenight patrols in Birzeit and 1 village nr. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Fearing Israel could stage a major retaliation for the recent spike in rocket and mortar fired, Hamas once again (see 12/30) appeals to Gaza factions to observe a cease-fire. Late in the evening, the IDF carries out 4 air strikes on s. Gaza, assassinating senior Islamic Jihad mbr. Muhammad Najjar as he rides a motorcycle and striking an IQB site s. of Gaza City, as well as hitting an Islamic Jihad training site nr. Khan Yunis and a PA naval police building in Nussayrat r.c., causing damage but no injuries. Meanwhile, Israeli naval vessels detain 4 Palestinian fishermen sailing off the Gaza coast, releasing 3 and arresting 1. (Guardian, NYT, WP 1/12; PCHR 1/13; OCHA 1/14)

With tensions on the Gaza border rising, Hamas secures the pledge of the major Palestinian factions, including Islamic Jihad, to observe the cease-fire Hamas declared in 1/2009 in the wake of OCL. Late in the evening, however, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Zabbuba village nr. Jenin in the afternoon; conducts late-night arrest raids, house searches in Hebron. An Israeli court hands down a 9-yr. jail sentence to Israeli Palestinian Ameer Makhoul, who pled guilty in 10/2010 to spying on behalf of Hizballah as part of a plea deal. Gaza border fire warning shots at Palestinians scavenging for construction materials in demolished buildings nr. the border fence n. of Bayt Lahiya, wounding 1. In the West Bank, IDF troops and intelligence units raid the homes of 2 local Hamas leaders and 1 local Islamic Jihad leader in Jenin, stating they had not come to arrest the men but to speak with them; the intelligence officers’ questions focus on relations between the PA and Hamas, the prospects for national reconciliation, Israeli-Palestinian negotiations and prospects for peace, the PA dismissal of Hamas mbrs. fr. public jobs, and the financial and political bans on Hamas. The IDF also bulldozes 18 d. of Palestinian agricultural land in Issawiyya nr. Jerusalem; patrols in Bayt Liqya late at night without incident; conducts late-night arrest raids, house searches in Jalazun r.c. nr. Ramallah and nr. Bethlehem, Hebron, Jenin; conducts late-night patrols in Tulkarm, stopping Palestinian drivers to search their vehicles and check their IDs. Palestinians in Dayr al-Khattab village nr. Nablus report that in the previous wk. settlers fr. nearby Elon Moreh settlement pumped wastewater onto the villages agricultural lands, damaging 220 olive trees. Inside Israel, 100s of Israeli police escort 10s of right-wing Jewish extremists chanting “death to terrorists” on a march through the Israeli-Palestinian town of Umm al-Fahm in a show of force, sparking stone-throwing clashes with Palestinian residents; Israeli police respond with tear gas, stun grenades, and batons; 10 people are arrested, and around 24 injured (including 2 Israeli Arab MKs). The IDF makes another (see 10/17) brief incursion into s. Gaza nr. Abasan to level land to clear lines of sight. In the West Bank, the IDF conducts synchronized daytime patrols in 3 villages nr. Tulkarm, making no arrests; conducts synchronized late-night patrols in 2 villages southeast of Jenin, making no arrests; conducts similar late-night patrols in Bal‘a village nr. Tulkarm; conducts late-night arrest raids, house searches nr. Hebron. Of note: Islamic Jihad in Gaza issues a statement that “the leadership has taken a crucial decision to disown all members who go out on impromptu missions or under the banner of other organizations, such as those who refer to themselves as Salafists.” The statement notably does not explicitly bar mbrs. participation in the PRCs, an umbrella group comprising mbrs. of all Palestinian factions, suggesting that Islamic Jihad, like Hamas, is increasingly worried about radical Islamist groups in Gaza. The U.S. summons Israeli amb. Michael Oren and national security advisor Uzi Arad to a 4-hr. mtg. at the White House to discuss how to “contain fallout” fr. the flotilla raid and to find ways for Israel to ease the siege of Gaza without harming Israeli security. Separately, U.S. Secy. of State Hillary Clinton phones Israeli DM Ehud Barak to urge Israel to be very careful about what it says and does in the coming days to defuse the situation as quickly as possible. In light of the 5/31 flotilla incident, Egypt says it will open its border with Gaza indefinitely as of 6/2 for unlimited travel for humanitarian purposes, though import of goods will remain restricted per Israeli demands. Overnight, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing damage but no injuries. In response, the IDF carries out 2 air strikes and fires 7 tank shells on the launch site nr. Abasan in s. Gaza, killing 2 armed Palestinians; then sends troops 400 m into Gaza to clear lines of sight in the area. Later in the day, Islamic Jihad mbrs. fire 2 Qassam rockets fr. n. Gaza into Israel, causing no damage or injuries; the IDF shells the launch site, killing 3 Islamic Jihad mbrs. Meanwhile, IDF troops on the s. Gaza border for unknown reasons fire into al-Shuka neighborhood in Rafah, wounding a 71 yr.-old-Palestinian woman inside her home. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials inside the Erez industrial zone, causing no reported injuries. The UN reports that in the previous wk., Hamas authorities in Gaza for unstated reasons shut down 6 Palestinian NGOs and confiscated some of their property; UN special coordinator for Middle East peace Robert Serry expresses concern over the impact on Palestinian civil society. The UN also reports that in the previous wk., 6 Palestinians were killed, 12 injured when a gas canister being smuggled through a tunnel on the Rafah border exploded; 1 Palestinian was killed and 2 were injured in a separate tunnel collapse. IDF tanks and helicopters on the c. Gaza border fire into the Strip at a group of armed Palestinians laying explosive devices along the border, killing 2 Islamic Jihad mbrs. and wounding 3; troops then send bulldozers 400 m into the area to level land and clear lines of sight. Late in the evening, Hamas-affiliated police move into the Rafah border area and order Palestinians to shut smuggling tunnel operations until further notice, allowing operators to retrieve food and other perishable goods from the tunnels before cordoning off the area. In the West Bank, the IDF demolishes 1 Palestinian home nr. Salfit; conducts late-night arrest raids, house searches nr. Hebron, Jenin, Ramallah, Tulkarm. Armed Jewish settlers fr. Karme Tzur nr. In Gaza, Islamic Jihad says that Hamas-affiliated police have recently detained several of its fighters as well as mbrs. of other factions and made them sign pledges that they would not stage cross-border attacks on Israel. In the West Bank, an IDF military order goes into effect under which anyone living in the West Bank without a proper Israeli permit (not clarified) could face expulsion within as little as 3 days or face 7 yrs. in prison. IDF troops on the s. Gaza border fire on armed Palestinians laying a roadside bomb nr. the border fence e. of Khan Yunis. When Palestinians return fire, the troops enter the Strip in pursuit, triggering at least 1 buried device and drawing Palestinian mortar fire, which prompts the IDF to move several tanks and armed bulldozers into Gaza, shelling areas outside Khan Yunis. The exchange leaves 2 armed Palestinians, 1 Palestinian bystander, and 2 IDF soldiers dead and 3 IDF soldiers and 6 Palestinians (including at least 2 civilians, one a 13-yr.-old boy) wounded, marking the 1st deadly exchange of fire in Gaza since OCL ended on 1/18/09. The al-Aqsa Martyrs Brigades, Islamic Jihad, and a group calling itself Palestinian Taliban (believed to be a radical Salafist splinter group opposed to Hamas) claim their fighters were involved in the initial border incident; the Izzedin al-Qassam Brigades claims responsibility for ambushing and firing mortars at IDF troops once they entered Gaza, causing the IDF casualties. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly demonstrations against the separation wall and settlement expansion in Bil‘in (10s suffer tear gas inhalation; 1 Israeli is arrested), Dayr Nizam/al-Nabi Salih (2 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation). Israeli authorities find 2 explosive devices washed up on Israeli beaches; no injuries are reported. Islamic Jihad says that, in cooperation with the AMB and PRCs, it released a total of 8 devices in Gaza’s waters in retaliation for Israel’s alleged assassination of Hamas cmdr. Mabhuh. The IDF says 2 explosions off the coast on 1/29 may be related. IDF troops on the Israeli side of the Erez crossing fire into the Erez industrial zone to drive away Palestinians searching the rubble for scrap metal. Later in the afternoon, IDF troops on the Gaza border e. of Gaza City fire on residential areas inside the Strip for no apparent reason, causing no injuries. Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. Israel announces the complete withdrawal of ground forces from Gaza. Israeli naval vessels direct heavy machine gun fire at beaches in n. Gaza, causing no reported injuries. Israel allows 118 truckloads of goods into Gaza. Hamas mbrs. reportedly begin rounding up alleged collaborators with Israel, including Fatah mbrs. In the West Bank, the IDF sends undercover units into Qabatya to ambush and arrest local Islamic Jihad leader Salah Kmail, and into Qiffin nr. Tulkarm to raid a carpentry shop, arresting Islamic Jihad mbr. Omar Daoud; conducts late-night arrest raids, house searches in and around Bethlehem, Jenin and nr. Salfit, Tulkarm; fires on Palestinians demonstrating against OCL in Bayt Umar nr. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The IDF seals the West Bank through 1/3, citing unspecified security concerns. IDF troops at Ni‘lin checkpoint fire rubbercoated steel bullets, percussion grenades, tear gas at mbrs. of a funeral procession that refuses to lower a Palestinian flag while going through the crossing, injuring 2 Palestinians; 1 tear gas canister lands inside a nearby Palestinian home, sparking a fire that guts the 1st floor. The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. Hamas’s Gaza leadership calls on factions to halt their fire for 24 hrs. in an effort to restore the truce. Senior Hamas official Mahmud Zahhar appears on Israeli TV to state that Hamas seeks a new cease-fire in exchange for regular food and electricity in Gaza and a halt to IDF operations in the West Bank. On the ground, Palestinians (suspected to be Islamic Jihad, which says it had not agreed to suspend attacks) fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. An unnamed senior Israeli security official states (YA 12/23) that “all of the IDF’s preparations for a military operation are continuing as planned. As far as we are concerned the clock is ticking down on a military operation.” Israel, which maintains a full seal on Gaza, dispatches diplomats to lobby for international support and sympathy for Israel in the face of rocket attacks. Egyptian pres. Husni Mubarak asks Israeli FM Livni to come to Cairo on 12/25 for talks on renewing the truce. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. UNRWA is forced to suspend its food distribution to Gazan refugees for the 2d time in 60 yrs. (the first was on 11/13/08; see Quarterly Update in JPS 150) because of Israel’s near-total restriction on the import of food and wheat flour to Gaza (allowing only 15 trucks/day; UNRWA needs 70–80 trucks/day to keep operations going). In light of the ongoing siege and Israeli military actions, Hamas officials in Gaza declare that they will not renew the 6-mo. ceasefire when it expires on 12/19. Palestinians (some if not all mbrs. of Islamic Jihad) fire 11 rockets, 6 mortars fr. Gaza into Israel, causing light damage but no injuries. The IDF responds with air strikes on 2 rocket-launching sites, seriously wounding 1 Islamic Jihad mbr. For a 2d day, Islamic Jihad mbrs. retaliating for the 12/15 Nawahda assassination fire some 20 rockets into Israel, injuring 2 Israelis and causing light property damage. The IDF responds with a surface-to-surface missile strike on a group of Islamic Jihad mbrs. in Jabaliya r.c., missing them, hitting nr. a Palestinian home, killing 1 Palestinian bystander. The IDF also makes an air strike on a suspected weapons cache in Khan Yunis, damaging 7 surrounding homes but causing no reported injuries. Hamas has reportedly arrested several mbrs. of smaller Palestinian factions for firing rockets in recent days. The World Health Organization warns that Israel’s siege has left all Gaza hospitals completely reliant on backup generators for electricity, warning that Israel’s continued ban on fuel and spare parts to repair generators seriously jeopardizes the hospitals’ ability to function. Kiryat Arba beat a 6-yr.-old Palestinian boy on his way to school until his grandfather halts the attack; the IDF observes but does not intervene. After a last-minute talks in Cairo between Egyptian intelligence chief Omar Sulayman and senior Hamas official Mahmud Zahhar fr. Gaza, Hamas’s dep. leader Musa Abu Marzuq announces from Damascus that Hamas will not attend national unity talks in Cairo on 11/9. Hamas officials cite Egyptian and PA unwillingness to compromise on the wording of an Egyptian draft national unity statement or to discuss issues of importance to Hamas, and the PA’s failure to fulfill a pledge to release 100s of Hamas and Islamic Jihad prisoners held in the West Bank as a confidence-building gesture in advance of the summit.
