Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In the West Bank, Israeli forces demolish a Palestinian home under construction in Atana refugee camp near Ramallah and uproot approximately 550 Palestinian trees outside Bayt Ula near Hebron. IDF troops arrest 14 Palestinians during late-night raids near Jenin, Nablus, Qalqilya, and Tulkarm; and patrol in and around Nablus and Hebron. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. PA president Mahmoud Abbas vows to implement the decision, a move he has not taken in response to similar PCC decisions in the past. (HA, JP, MNA, WAFA, YA 10/30)

Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. IDF troops assault and injure a Palestinian, arrest 9 other Palestinians, issue 1 arrest summons, and confiscate a Palestinian vehicle during late-night raids near Bethlehem, Hebron, Jenin, Tulkarm, and Qalqilya; and patrol near Nablus, Hebron, and Qalqilya. Israeli settlement security guards assault 2 Palestinians near Nablus. In East Jerusalem, Israeli forces arrest 5 Palestinians during late-night raids in Qalandia refugee camp, Anata refugee camp, and Shu‘fat. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. After a night of air strikes in Gaza, unidentified Gazans fire 5 rockets at southern Israel. Four are intercepted by the Iron Dome missile defense system; the 5th lands in an open area, causing no damage or injuries. The Israeli Air Force then conduct air strikes on sites near Jabaliya refugee camp and Khan Yunis, causing damage. In the West Bank, an IDF driver rams 2 Palestinians during a patrol near Qalqilya, causing moderate injuries to both. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. The organization’s new strategy, adopted in 12/2017, has a “very strong focus on job creation and private sector development,” according to a World Bank spokesperson. (WAFA 10/27)

After a night of rocket fire emanating from Gaza, the IAF conducts air strikes on at least 9 Hamas sites across Gaza in the morning; 4 Palestinians are injured. Hours later, armed groups in Gaza launch more than 190 rockets and other projectiles into Israel, injuring 4 Israelis near Sderot and causing light damage. The IAF retaliates with air strikes across Gaza into the night, targeting approximately 40 Hamas sites in and around Gaza City, Rafah, Khan Yunis, and Bayt Lahiya; 2 Palestinians are killed and at least 15 are injured. According to an IDF spokesperson, the strikes also “destroyed, vaporized” a Hamas command post in Bayt Lahiya. In the West Bank, Israeli settlers shoot and injure a Palestinian minor near Nablus. It’s unclear what caused the confrontation. IDF troops violently disperse protests against the Israeli occupation in Kafr Qaddum near Qalqilya (1 Palestinian is injured), arrest 1 Palestinian during late-night raids in Hebron, and patrol near Nablus, Hebron, and Tulkarm. Following a day of violence and regional and international mediation efforts, Hamas and PIJ announce that they’ve agreed to a cease-fire in Gaza. Egyptian diplomats reportedly brokered the deal. (WAFA 7/14; HA 7/15)

Along Gaza’s border fence, Palestinians fly a number of incendiary kites and balloons across the fence into Israel, sparking fires in 17 locations. The IAF then conducts an air strike targeting a group of Palestinians in Gaza allegedly preparing to launch an incendiary balloon near Rafah; 2 Palestinians are injured. Late at night, the IAF bombs Hamas and PIJ sites in and around Gaza City, destroying a vehicle that reportedly belonged to a Palestinian responsible for many incendiary kite and balloon attacks in recent weeks. Israeli drones bomb a group of Palestinians gathering along the border fence near al-Maghazi refugee camp late at night, causing no injuries. Ahead of a U.S. delegation’s visit to Israel and a number of other Middle Eastern countries this week, a PA spokesperson calls the trip a “waste of time” because the Trump administration has lost the support of the Palestinians. “The round of meetings that began in New York [on 6/15], whose purpose is to bring a meaningless plan, won’t achieve anything,” he says. Armed fighters in Gaza launch 28 rockets and other projectiles into Israel. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. The IAF conducts another wave of air strikes, hitting at least 30 Hamas and PIJ sites across Gaza and destroying a tunnel reaching approximately 900 meters into Israeli territory. The strikes cause extensive damage and an unclear number of casualties. Intermittent rocket fire and retaliatory air strikes continue into the night. Shrapnel injures 3 IDF soldiers. In the West Bank, IDF troops open fire on 2 Palestinians allegedly attempting to enter a home in the Har Brakha settlement near Nablus; 1 is injured and arrested while the other flees. They also arrest 5 Palestinians and issue 3 arrest summons during late-night raids near Ramallah and Hebron, and patrol near Hebron and in Qalqilya. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. After the lead boat exits the nine nautical mile fishing zone off Gaza’s coast, Israeli naval forces surround it and arrest everyone on board. (AJ, HA, JP 5/29)

Along Gaza’s border, an IDF drone fires on a Palestinian approaching the border fence near Gaza City, fatally injuring him (the man’s corpse will not be found until 4/5). Earlier, IDF troops violently disperse a small group of Palestinians approaching the border fence near Gaza City, lightly injuring 2. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 5 Palestinian cars and spray-paint racist graffiti on walls outside Qalqilya. IDF troops arrest 4 Palestinians during late-night raids in and around Jenin and Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during latenight raids in Issawiyya. Israel’s Shin Bet announces that 10 Palestinians, including 1 PIJ member, have been arrested in connection with a suspected plot to fire a projectile at an Israeli naval vessel and kidnap the sailors on board. The Palestinians were allegedly seeking revenge for the demolition of a PIJ tunnel in 2017 (see JPS 47 [2]). (HA, JP, TOI 4/4)

In the West Bank, dozens of Israeli settlers approach a water tank outside ‘Urif village near Nablus, sparking clashes between their IDF escort and Palestinian residents; 1 Palestinian is killed and another is seriously injured. Later, approximately 30 Israeli settlers throw stones at Palestinian homes and attempt to set fire to a mosque in al-Twana village near Hebron. Residents of the village challenge the settlers and their IDF escort, leading to a nonviolent confrontation. Israeli settlers also cut down approximately 30 olive trees near Nablus. Israeli forces order a Palestinian farmer to leave his land near Bethlehem, alleging that he lacks permission from the guards at nearby Efrat settlement. IDF troops conduct raids in ‘Azun village near Qalqilya, sparking minor clashes; there are no serious injuries. They also patrol near Qalqilya and Hebron. In East Jerusalem, Israeli settlers assault a number of Palestinian children in Silwan, sparking minor clashes between Israeli border guards and residents of the area; there are no serious injuries. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. PIJ releases a statement accusing the PA of targeting its members in the West Bank due to their “political and social activities.” Dozens of PIJ members have reportedly been summoned for questioning in recent days, according to a PIJ spokesperson, including 12 from the Jenin area today alone. The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). In the West Bank, IDF troops arrest 2 Palestinians during early morning raids in Jenin refugee camp, sparking clashes with stone-throwing residents. Amid the clashes, Israeli soldiers shoot and injure a Palestinian garbage truck driver. IDF troops also arrest 11 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Qalqilya, and Jenin, and patrol in and around Hebron, Salfit, and Tulkarm. Israeli settlers open fire on Palestinian farmers harvesting olives south of Hebron, causing no damage or injuries. In East Jerusalem, undercover Israeli forces open fire on 2 Palestinians at the entrance to Qalandia refugee camp, injuring 1 before arresting both. Three Palestinians are injured in the ensuing clashes. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, Shu‘fat, and Hizma, and violently disperse a sit-in and dismantle a protest tent Palestinians set up in al-Bustan in 2009. Israeli forces shoot and kill a Jordanian citizen outside the Old City of Jerusalem after he allegedly stabs and injures an Israeli police officer. A Jordanian govt. spokesperson later demands that Israel provide all details surrounding the incident, calling the killing a “heinous crime.” In the West Bank, IDF troops arrest a Palestinian in c. Hebron when she is found to be carrying a knife. The IDF conducts a late-night raid in Jenin r.c., arresting 2 Palestinians and sparking clashes with stone-throwing residents; 1 Palestinian is injured. Palestinians across the West Bank head to the polls to elect new local representatives. Independent candidates win 65% of the contested seats, Fatah-affiliated lists win 27.6%, and DFLP lists win 2.77%. Hamas, the PIJ, and the PFLP all boycott the elections. IDF troops shoot and injure a Palestinian at a checkpoint in c. Hebron after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops fire tear gas and stun grenades inside the grounds of a hospital complex in Ramallah, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. The IDF says that the troops entered the hospital’s grounds to break up a crowd forming there. IDF troops also violently suppress Palestinian journalists protesting in solidarity with the 1,500-plus hunger striking Palestinian prisoners observing the Dignity Strike in Bethlehem and outside Ofer Prison nr. Ramallah; 5 journalists are injured. Israeli forces arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Qalqilya; and patrol nr. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war. Other sources say that Trump feared the proposed timing would cast him as a biased mediator. (HA 5/4; AH, HA 5/6)

IDF troops shoot and critically injure a Palestinian youth at the Huwwara checkpoint nr. Nablus after he allegedly attempts to stab 1 of them. Meanwhile, a Palestinian vehicle is found burned and vandalized outside nearby Huwwara village. It was presumably the target of an overnight price-tag attack. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). The Egyptian press reports that mediators in Cairo have offered a “final proposal” for a longterm agreement to extend the 5-day cease-fire. The agreement will reportedly end Israel’s military offensive, ease the siege, expand the fishing zone, and increase imports into Gaza. In addition, subsequent talks will deal with other issues such as prisoner swaps and establishing an airport and seaport for Gaza. Islamic Jihad spokesperson Yousef al-Hasayneh says that a truce agreement will be signed with Israel once the 5-day cease-fire ends.
