In the West Bank, 2 Israeli settlers were injured by broken glass after their vehicle was shot at near Huwwara. Israeli settlers assaulted 1 Palestinian man with stones near Burqa. Israeli forces issued demolition orders for 3 homes and stop-work orders for 14 homes in Ein ad-Duyuk at-Tahta; 1 Palestinian was shot and injured before being arrested during the raid. 24 Palestinians were arrested during late-night raids in Bethlehem, Nablus, Khirbat Karme, Tulkarm, Rumana, and Jenin. In East Jerusalem, Israeli settlers with police protection stormed and tried to seize 1 Palestinian-owned home in the Old City, the settlers were later removed from the home. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, 12 Palestinian militant factions, including Hamas and Islamic Jihad, held military drills dubbed Hard Corner 4. Hamas Political Bureau deputy chairperson Moussa Abu Marzouk met with Lebanese officials and members of Palestinian factions, including Fatah’s Azzam al-Ahmad, to try to broker a settlement between the Islamist groups and Fatah who have been fighting in Ain al-Hilweh refugee camp since late July. PA prime minister Mohammad Shtayyeh met with UK foreign secretary James Cleverly in Ramallah, calling on the UK to recognize the State of Palestine. In the West Bank, more than 250 Israeli settlers with a military escort raided Turmus ‘Ayya, shooting and killing 1 Palestinian, injuring 12 others with live ammunition, and setting 60 vehicles, 30 homes, and dozens of trees on fire. It was unclear if the Palestinian casualty was killed by settlers or Israeli forces during the raid. Israeli settlers also raided al-Mazra’a al-Gharbiya, vandalizing Palestinian property. Elsewhere, Israeli settlers vandalized farmland, a junkyard, a car wash, vehicles, and a gas station in al-Lubban ash-Sharqiya. Israeli settlers also raided Kafr ad-Dik, vandalizing homes and vehicles. Meanwhile, Israeli settlers vandalized 3 agricultural structures and 25 lemon and fig trees in Burqa. Israeli settlers also set fire to farmland in Husan. Israeli forces assassinated 3 Palestinians, including 1 minor, in a drone strike on a vehicle in Jalama. The Jenin Brigades said 2 of the Palestinians were members of Islamic Jihad and 1 was a member of Fatah. It was the first time since 2006 that Israel used drones to attack Palestinians in the West Bank. Israeli forces also raided ‘Urif, arresting 5 and taking measurements for punitive demolitions of 2 homes. Elsewhere, Israeli forces shot and injured 1 Palestinian during a late-night raid in Kafr Malik. 3 Palestinians were arrested during late-night raids in Tammun, Rumana, and Aqabat Jaber refugee camp. Axios reported that U.S. senior advisor for energy and infrastructure Amos Hochstein was in Saudi Arabia to continue talks on a normalization deal between Israel and Saudi Arabia. It was reported that Hochstein was discussing the Saudi demand for U.S. help in creating a nuclear program in return for formally normalizing ties with Israel. (AX 6/21)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, causing damage to 1 boat and minor injuries to 1 fisherman. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. Elsewhere in the West Bank, IDF troops conduct raids in Qalandia r.c. late at night, demolishing several small structures and sparking clashes with stone-throwing residents; 6 Palestinians are injured. They also arrest 8 Palestinians during late-night raids nr. Hebron and Ramallah, as well as in Nablus; and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home and an agricultural structure outside Aqraba in the n. Jordan Valley, and raze 2 animal barns and another agricultural structure nr. Nablus. An Israeli settler driver rams a Palestinian child in Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in Issawiyya to avoid paying Israeli demolition fees. Israeli forces demolish a structure in Jabal Mukabir and arrest 7 Palestinians during raids in Shu‘fat r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. The Israeli authorities release Shaykh Raed Salah from Ramon Prison, where he had served 9 mos. on charges of incitement. Salah was head of the Northern Branch of the Islamic Movement in Israel before it was outlawed in 11/2014. (HA, YA 1/17)

In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

In n. Gaza, an IQB fighter dies in a tunnel collapse. Also, Islamic Jihad announces that 1 of its fighters was killed today during an unspecified “jihadist mission.” Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops stationed along the n. border arrest a Palestinian attempting to cross into Israel; open fire on agricultural areas along the border fence. In the West Bank, IDF troops violently disperse journalists gathering in Bethlehem for a nonviolent march commemorating World Press Freedom Day; several are lightly injured with stun grenades and tear gas. The IDF conducts house searches and raids in and around Hebron, arresting 1 Palestinian; patrols in Tulkarm, 2 villages nr. Ramallah, and 1 each nr. Hebron and Qalqilya. Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. The government should then set a date for presidential, parliamentarian, and Palestinian National Council elections. (MNA 4/18)

Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Meanwhile, an anonymous PA official tells Agence France-Presse that PA security forces have arrested more than 25 Hamas mbrs. over the past 48 hours. Earlier in the week, IDF forces arrested another 25 Hamas mbrs. in the West Bank, including 3 mbrs. of the PC from the Hamas-affiliated Reform and Change party. (AFP, MNA 2/7)

Islamic Jihad politburo mbr. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Azzan says PNC elections are necessary, particularly as the council represents Palestinians in Palestine and in the diaspora. (MNA 2/7)

Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs. Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal.
